289 migrant workers from Odisha died in last 5 years: Minister

Between 2021 and August 2025, 289 migrant workers from the state died while employed outside the state, and 5,612 distressed migrants were rescued, the state Labour and Employees' State Insurance ministry reported. The government issued 1,037 licenses under the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 for 70,142 workers in 2024 and 217 licenses for 11,051 workers in 2025 (till August). A high-level task force was constituted to reduce distress migration; a database of 109,091 migrants was created after a survey. Authorities have stepped up inspections, checks on private transport, and implementation of portability under the national ration card scheme.
