Google delivers 'return to sender' code for iOS

Code is king at Google, and a Google-made software module for iOS released on Tuesday allows you to go from third-party app to Chrome for iOS and back again with a simple tap.

The module, called OpenInChromeController class with x-callback, is the second end-run around core Apple restrictions in as many days. On Monday, Google updated Gmail for iOS with the ability to open links from Gmail in Google's other iOS apps. Once developers incorporate the new software module, it will open links from the app in Google Chrome, provided that the user has Chrome for iOS installed.

Both the Gmail update and the software module circumvent one of iOS's most-complained about and unique restrictions, which forces all links to open in the browser Safari, even when the default browser has been changed. Apple did not immediately return a request for comment, but it's hard to imagine that Apple would allow Google or any other app maker to alter such a central iOS behavior.

Current iOS behavior requires developers to either create a Web browser frame inside their app, or force their users out of their app and into Safari.
Google engineer Michele Aiello wrote in the blog post announcing the callback module that it will be not only be able to detect if Chrome for iOS is installed, but that it can open links in Chrome in a new tab or in the current tab. Developers can also choose whether they want the return button to appear.

The Indian rupee fell by 46 paise to a record low of Rs 54.17 per US dollar in early trade today, breaching the Rs 54 per dollar-mark for the first time in history on sustained foreign capital outflows and dollar gains against the euro and other rivals overseas.

The domestic currency had tumbled by 48 paise to close at a record low of Rs 53.71/72 per dollar in the previous session on strong demand for the American currency and strengthening of the dollar against its rivals overseas.

Forex dealers said in addition to continued demand for the American currency from importers and some banks, dollar gains against the euro and other currencies amid concerns over the euro zone debt crisis put pressure on the Indian rupee.

Meanwhile, the BSE benchmark Sensex fell by 158.51 points, or 1 per cent, to 15,722.63 in opening trade today.

A regulation to control unsolicited commercial calls/messages on mobile phones will be finalised by this month-end, while a national broadband plan with the aim of reaching every home by 2020 will be ready by October-end, according to Telecom Regulatory Authority of India (TRAI) Chairman J. S. Sarma.

Talking to reporters after TRAI held its first 'Open house discussion on national broadband plan' with stakeholders here on Monday, he said the TRAI finalised the report and the "necessary regulation" would be in place by September-end. It would come into effect immediately after the announcement.

He said studies have proved that broadband utilisation had tremendous effect on gross domestic product (GDP). A 10 percentage point increase in broadband penetration accounted for 1.38 percentage point increase in per capita GDP growth in developing economies.

Although the National Broadband Policy of 2004 envisaged 20 million broadband connections by 2010, only 50 per cent was achieved with the country having 10 million broadband users at present.

Mr. Sarma said TRAI had set out the idea of developing a National Broadband Plan by using different technologies to ensure broadband access to at least 100 million homes by 2014.

The plan would seek to achieve the objective through telecom, internet and cable operators.

Issues such as definition of minimum speed of broadband, the type of spectrum to be allocated for wireless broadband, separate broadband speeds for urban and rural areas, the charges being collected by municipalities for giving Right of Way (RoW) permission and the lack of power supply were discussed in the open house. Some of the stakeholders suggested the need for a national telecom infrastructure policy and wanted the proposed National Broadband Plan to be implemented in three phases up to 2020.

Replying to a question, he said number portability for mobiles would be allowed from November 1.

Wipro recognised as first Bluetooth test facility in India

Bangalore:  Global software major Wipro Technologies has been recognised as India's first Bluetooth qualification test facility by the Bluetooth trade association, the IT bellwether said late Tuesday.

Bluetooth is an open wireless technology standard for exchanging data over short distances (using short length radio waves) from fixed and mobile devices, creating personal area networks (PANs) with high levels of security.

The recognition makes Wipro competent to perform Bluetooth qualification conformance or compliance tests, the company said in a statement here.

"We will test products submitted by members of the Bluetooth special interest group at our test lab in the electronics city campus. The tests will also include Bluetooth protocol conformance," said Wipro vice-president C.P. Gangadharaiah.


Bluetooth qualification is the certification process required for any product using Bluetooth wireless technology and a pre-condition of the intellectual property (IP) license for Bluetooth technology.

"India is known for its strong software expert pool. Many profiles and protocol stacks of Bluetooth-enabled products were developed in India. This market is influential in the Bluetooth original equipment manufacturer (OEM) automotive market and in the Bluetooth mobile advertising," Bluetooth chief technology officer Andy Glass said in the statement.

Bluetooth technology has expanded beyond headset and mobile phone applications to high-growth market segments, including health and fitness and gaming.

"Gaming is the second largest application in terms of Bluetooth shipments. About 1,000 new Bluetooth enabled product designs were evolved and over 3,000 Bluetooth enabled products were tested and qualified in 2009," Glass added.

'Re-examination of jobs must in knowledge era'

COIMBATORE: Re-examination of jobs, managers and work processes is a must in knowledge era, Vice-Chancellor, Anna University, Coimbatore, K. Karunakaran, said here on Thursday.

Speaking at the 'First International Conference on Intelligent Information Systems and Management', organised at RVS Group of Engineering and Management Institutions, he said, "the reassessment is necessary because knowledge will form the foundation of successful enterprises in future."

"Knowledge built on intelligent information will allow organisations to be more flexible and better able to adapt to the continuously changing and often complex environment."

This was because intelligent systems helped identify relevant causes of problems, evaluated the benefit of proposed solutions and documented them even where they involved vagueness and uncertainty.

Result

"Intelligent systems focus on how to achieve desired result rather than simply providing data or reports that are required," he said.

Intelligent information systems, when built, should provide support to decision makers with an emphasis on semi-structured and unstructured decisions. It should support managers at all levels and provide integration between levels.

Intelligence would have to be added to the available data to adequately support complex decisions that required interpretation and evaluation to potential consequences and outcomes.

And finally, a friendlier computer interface, including visualisation and multimedia support, would be needed to be incorporated.

MUMBAI: Larsen & Toubro has secured orders aggregating Rs. 747 crore from various customers such as Coal India, Indiabulls Power and Hindalco Industries. The company has secured a contract for coal handling plant at Northern Coalfields, Amlohri in Madhya Pradesh. It has bagged an order from Indiabulls Power for supply and creation of coal handling plants at Amaravati and Nashik thermal power plants in Maharashtra and one from Hindalco for aluminium rolling mill complex at Hirakud, Orissa.

SBI plans Rs. 20,000 cr rights issue

NEW DELHI: State Bank of India on Wednesday announced that it had plans to raise Rs.20,000 crore through a rights issue along with another Rs.200 crore from bonds this fiscal to fund business growth.

"We are expecting to raise Rs.20,000 crore from a rights issue,'' bank Chairman O. P. Bhatt told reporters here on the sidelines of a CII event.

He said the issue might come up by this fiscal end since the bank was now talking to the government about it. "It is still at the talks stage. That is why if at all it comes up, it would be towards the end of this fiscal,'' he added. The government holds about 59 per cent stake in SBI and the rights issue is subscribed by the existing shareholders.

On the bond issue to retail investors, Mr. Bhatt said, the bank planned to raise around Rs.200 crore in the first half of this fiscal. The money would be raised from the domestic market and bonds would be offered to retail investors..

LIC to act as registrar for UID project

MUMBAI: Life Insurance Corporation of India (LIC) on Wednesday signed a memorandum of understanding with the Unique Identification Authority of India (UIDAI) to act as a registrar for the delivery of the unique 12-digit identity numbers to customers, making it the first institution other than State governments to sign up with UIDAI.

UIDAI has envisioned the UID as a number that will make it possible for Indian residents to easily establish their identity to facilitate their interaction with various public and private agencies across the country. It is to be based on demographic and biometric data, that is, photograph, fingerprints (all ten fingers) and iris scan of an individual and hence prevents duplication. The UID number has been branded 'Aadhaar' (foundation).

Addressing the media here, LIC Chairman T. S. Vijayan said, "LIC will be able to uniquely identify its customers thereby enhancing its efficiency in service delivery and achieving a high level of effectiveness in various operations. We know how to contact people and that is our strength. With over 14 lakh agents last year, we covered over six crore lives selling 3.88 crore new policies.''

Big challenge

UIDAI Chairman Nandan Nilekani said, "when conceptualising UID, we took a few decisions very early on, one of which was to provide a number and not a card to all Indian residents. The big challenge is to ensure no duplication and so we will use biometrics. We also needed to have the concept of 'online authentication' where an individual comes to a service point and his identity can be verified in seconds. The only equipment required is a mobile phone with a fingerprint reader. We decided to have multiple registrars to give as many UIDs as soon as possible and LIC is appropriate as the first registrar. We are also talking to organisations like the Reserve Bank of India, the Indian Banks' Association (IBA) and the Ministry of Finance.''

He added that the two main matrices of success were the speed of getting more people to have UID numbers and the speed of having them being able to derive value from it. "Inclusion is also most important because there are a few 100 million Indians with no IDs and ID has effectively become a divide between 'haves and have-nots''. The UID project is a platform to bridge that gap.''

On schedule

According to UIDAI Director General and Mission Director R. S. Sharma, the roll out of the UID numbers is on schedule and would be between August 2010 and February 2011. "We are in the process of setting up back-end business continuity centres in Bangalore and New Delhi. The software is being delivered on time and there is a whole list of empanelled agencies to choose from for data collection.''

Mr. Sharma also clarified that the UID was "as of now only for resident Indians and non-resident Indians and other categories are not covered although the government may decide at a later date to do so.''

Videocon launches GSM mobile service

The Videocon group, leading white goods manufacturer, on Friday announced the launch of its GSM mobile service in Kerala.

The launch in the State is part of the company's rollout plan to cover 100 key towns over 100 days (since its launch on March 25), said Aravind Santhanam, chief operating officer, at a press conference here.

He said the company would invest Rs.400 crore in the State and had already commissioned a network of 1,500 base transreceiver stations (BTS). This will go up to 2,500 by the year-end.

The brand will have a retail presence in over 15,000 outlets in the State and 22,500 outlets within six months.

Kerala is the sixth circle where Videocon has launched its GSM mobile services, said Justin Damodaran, business head of the company based in Kochi.

ICICI Bank to hire up to 7,000 employees in fiscal 2010-11

ICICI Bank said it plans to increase its headcount by up to 7,000 this financial year.

"We plan to hire around 5,000-7,000 people this fiscal.

We have also declared bonus and increments for our employees," ICICI Bank Managing Director and CEO Chanda Kochhar told reporters after inaugurating the 2,000th branch of the largest private sector bank in Mumbai.

ICICI Bank has become the first private sector bank to reach this milestone, giving it a wide distribution reach in the country, Kochhar said.

The bank plans to add more branches and ATMs in the current fiscal, she said.

"The inauguration of this 2,000th branch signifies our commitment to getting closer to our customers through an enhanced branch network. Our branches are well-equipped to address customer needs through a wide range of products and services. Our branches now have dedicated service area for privilege banking customers," she added.

Army recruitment camp from May 10

DINDIGUL: Army recruitment camp will be conducted in Dindigul from May 10 to 16 by the Army Recruitment Centre, Coimbatore, according to Col. M.P. Varghese, Director of Coimbatore centre.

In a release issued here on Monday, candidates in Dindigul, Theni, Dharmapuri, Nilgiris, Krishnagiri, Coimbatore, Namakkal, Erode, Madurai, Tirupur and Salem may take part in the camp. Verification of certificates for soldier (technical) and nursing assistant will be held on May 10. Candidates from Dindigul, Theni, Dharmapuri, Nilgiris, Krishnagiri, Coimbatore, Namakkal, Erode, Madurai, Tirupur and Salem may participate on this day. Educational qualification for soldier technical is 50 per cent marks in HSC (Maths, Physics, Chemistry and English) and for nursing assistant 50 per cent marks in HSC (Maths, Physics, Chemistry and Biology.)

Selection for soldiers (general duty) will be held on May 11 for candidates from Dindigul, Theni, Dharmapuri, Namakkal, Nilgiris and Krishnagiri districts and on May 12 for candidates from Coimbatore, Namakkal, Erode, Madurai, Tirupur and Salem. Eligibility for this post was a matriculation or SSLC with 45 per cent marks and a minimum of 35 per cent marks in each subject.

Recruitment for tradesmen post will be held on May 13. Candidates of all the above mentioned districts may take part. Educational qualification is eighth or Tenth standard.

Selection for Soldier clerk and store keeper (technical) will be conducted on May 14 and eligibility is HSC with 50 per cent marks. Candidates in all these districts may take part.

Age limit for all the posts is between May 12, 1987 and November 13, 1992. For soldier general duty, they should be born between May 13, 1989 and November 1992.

Candidates with arts subjects are not eligible for soldier technical, soldier nursing assistant, and soldier clerk/ store keeper technical posts.

Community certificate and residential proof should be in English. Candidates should attend the test with original certificates and seven passport size photographs, he added. "Recruitment drive is free. No one needs to pay any amount to any agents to take part in the recruitment drive."

Over 1,000 vacancies filled in Corporation

COIMBATORE: As many as 1,008 vacancies to various posts in the Coimbatore Corporation were filled in the last three years, Minister for Rural Industries and Animal Husbandry said here recently.

Handing over orders of appointment to 32 persons to the post of Junior Assistant-cum-typist and to 76 conservancy workers, the Minister said the present government had enabled the filling up of a huge number of vacancies caused by a ban on recruitment before it assumed power.

The Minister said the city would witness a great amount of development as infrastructure works were on in connection with the World Classical Tamil Conference to be held in June this year.

Apart from the conference-related works, the projects under the Jawaharlal Nehru National Urban Renewal Mission would step up the development in the city.

Mayor R. Venkatachalam and Deputy Mayor N. Karthik also listed the efforts being taken to improve the city's infrastructure.

Corporation Commissioner Anshul Mishra said that 73 employees in various positions had been promoted in the Corporation. While 1,008 persons were recruited directly, 243 were appointed on compassionate grounds.

The Corporation was taking efforts to get another 288 posts, including that of doctors in its health centres, filled.

16,300 candidates appear for TNPSC examination

TIRUCHI: As many as 16,300 candidates appeared for the Tamil Nadu Public Service Commission (Group II) Combined Subordinate Services Examinations held in various centres in the central districts on Sunday.

The examination was organised at 77 centres in Tiruchi, Thuraiyur, Musiri and Manapparai towns in Tiruchi district.

K. Lakshmanan, Member of the TNPSC, who inspected various examination centres in Tiruchi city, said that about 4.50 lakh candidates were appearing for the examination being conducted for the 1,300 vacant posts in 22 categories including municipal commissioners, executive officers in town panchayats, assistant section officers, Revenue assistants in the State.

He said that the examinations were conducted smoothly.

District Revenue Officer V. Dakshinamurthy, Revenue Divisional Officer Mahalakshmi and TNPSC officials visited various examination centres in the district.

Thanjavur:

Thanjavur District Revenue Officer M. Karunakaran, who is also the chief examination officer, inspected the examination centres in the town.

He saw 260 candidates writing examinations at St. Peter's Higher Secondary School, 300 candidates taking part in the examination at Rajah's Higher Secondary School. Later, he told presspersons that a total of 15,461 candidates wrote the examinations at Thanjavur, Pattukottai and Kumbakonam.

Pudukottai:

Nearly 5,200 candidates appeared for the examination in 16 centres in Pudukottai district on Sunday. District Revenue Officer J. Raghavan and 20 invigilators from the TNPSC inspected the examination centres at several places in Pudukottai and Aranthangi revenue divisions.

The DRO said that out of the total 6,186 candidates only 5,220 appeared for the examination.

Perambalur:

In Perambalur district, the examination was conducted only in Perambalur town and 3,038 candidates appeared for the examination.

District Revenue Officer S. Palanisamy and officials from the TNPSC visited the examination centre.

Ariyalur:

In Ariyalur district, as many as 3,268 candidates appeared for the examination in 13 centres. District Revenue Officer R. Pichai and invigilators from the TNPSC inspected various centres.

Hindi students told to develop skills

VELLORE: The first vice-president of Dhakshin Bharath Hindi Prachar Sabha -Tamil Nadu, S. Arunachalam, has urged Hindi students to develop their communications skills in the language by practising to converse in Hindi.

He was speaking at a function got up by the Vellore branch of the sabha here on Saturday to distribute grants to Hindi teachers under the Union government's scheme, certificates to students who have passed the Hindi typewriting examinations and prizes to students who have scored high marks in Hindi examinations.

Mr. Arunachalam urged the students to learn other languages as well when they get an opportunity. He stressed on the students learning Hindi with perfection. He distributed certificates to 12 persons who passed typewriting examination.

S. Jayaraj, secretary, Dhakshin Bharath Hindi Prachar Sabha -Tamil Nadu, urged Hindi teachers to increase the number of students learning the language and create a conducive atmosphere among students for learning.

D.V. Yagnanarayanan, Trust Board member, Dhakshin Bharath Hindi Prachar Sabha -Tamil Nadu, presided over the function and distributed prizes to students who obtained first place in various levels of Hindi examinations from 'Prathmic' to 'Praveen' conducted in February 2010.

Vasantha Sridhar, Principal, Dhakshin Bharath Hindi Prachar Sabha, Vellore branch, welcomed the gathering. K. Raja, Executive Committee Member (North Zone), Dhakshin Bharath Hindi Prachar Sabha -Tamil Nadu, stressed the need for introducing computer applications as a subject in Hindi classes. He sought steps to construct a permanent building for the Vellore branch of the sabha. Hindi teachers from Vellore, Gudiyatham, Ranipet, Arcot, Ambur, Sholinghur, Arakkonam, Kancheepuram and Kalpakkam participated in the function. M.R. Santhagowri, Hindi typewriting instructor, proposed a vote of thanks.

Maths "tough" at IIT-JEE

CHENNAI: About 6,000 students took the Indian Institute of Technology-Joint Entrance Examination (IIT-JEE) in 12 centres across the city on Sunday. A total of 4.72 lakh students appeared for the examination all over the country.

This year's examination pattern did not spring too many surprises. The only minor changes were the absence of negative marking in two sections and a partial marking system (marks based on the number of right choices) in the multiple right answer questions.

Explaining the rationale behind the removal of negative marking in some sections, T. S. Natarajan, organising chairman, JEE 2010, said, "Students who study so hard end up getting frustrated when they get negative marks on something. We do not want to stretch it beyond a point and want to move towards a system in which the effect of negative marking is minimised."

The testing followed the same kind of pattern that has been adopted over the past four years with questions from the following categories — multiple choice, assertion and reasoning, reading comprehension and match the following.

Ajay Antony, course director, IIT-JEE, TIME, said: "The integer type questions in maths were especially tough."

Suchit Vasudevan, one of the test takers, said: "Maths was twice as hard as the last year paper that we took during mock exams. It was a good mix of conceptual and numerical questions. But there were some questions that you have a look at and you are absolutely clueless."

Pointing out that most students found the mathematics paper time consuming, K.K. Anand, founder and director of SMART Institute, said that it might result in the cut-off coming down in comparison to last year.

The results of the examination will be out in the last week of May.

"The counselling and seat allotment process will go online this year," said Mr. Natarajan.

General candidate students can select their course from the convenience of their homes. However, students availing themselves of the quota will have to go in person to show proof of identity.

Students will be able to fill in their preference of courses and college online, and seats will be offered in order of rank and preference. It will be held between May 27 and June 9.

Osmania varsity PG entrance exams from June 7

Hyderabad: The combined entrance examination for admission into Post Graduate courses and PG diploma courses of Osmania University, Telangana University, Mahatma Gandhi University and Palamuru University will be held from June 7 at the Osmania University campus.

The notification will be issued on April 8 and the sale of applications will begin on April 12. The last date for submission of forms without late fee is May 7, while candidates can submit till May 15 with a late fee of Rs. 100, till May 22 with a late fee of Rs. 300 and till May 28 with a late fee of Rs. 500.

OU Vice-Chancellor T. Tirupati Rao says that the university has 3,727 seats while Telangana University in Nizamabad has 574 seats. Mahatma Gandhi University in Nalgonda has 230 seats while Palamuru University, Mahabubnagar, has 320 seats. The newly formed universities offer only a few courses as of now. "Health is a state of physical, mental and social well being"

Jayabal said the main aim was to highlight the impact of urban living on human health and encourage efforts to make cities healthier places for the people to live. The motive behind this year's World Health Day was to focus on urbanization and health.

Spreading of new diseases was due to destruction of nature, denudation of forests and drilling earth to draw water, he deplored. "If we protect nature, it will protect us."

Deputy Director of Health Services R. Balaji expressed grave concern over resurgence of communicable diseases.

Road accidents too were on the raise. Urbanisation was the main reason for such threats, he added.

Tamil Nadu Health System Project Coordinator A. Asai Thambi said health was a state of complete physical, mental and social well being and not mere absence of diseases or infirmity.

Anna University–Tirunelveli to offer B.E. Geo Informatics from this academic year

TIRUNELVELI: Anna University - Tirunelveli is all set to launch a four-year BE Geo Informatics programme from the forthcoming academic year following increasing demand for qualified young technocrats in space research organisations and allied fields.

As the university is already offering two-year M.Tech. and Ph.D. programmes in Geo Informatics and it has become the only technical institution outside Anna University-Chennai in the State to offer this much-wanted course, demand for this programme is likely to be very high.

Speaking to The Hindu here on Monday, Vice-Chancellor S. Kaliappan, who was previously the head of Anna University – Chennai's Centre for Remote Sensing, said that the M. Tech. Geo Informatics students' hard work, sincerity and the understanding of the subject, all doing their projects with prestigious institutions such as National Remote Sensing Agency, Hyderabad, and Indian Space Research Organisation, Bangalore, had won the hearts of senior scientists working for these research facilities. Hence, Anna University – Tirunelveli decided to start BE Geo Informatics from this academic year.

"Each constituent colleges of the university — at Palayamkottai, Nagercoil and Tuticorin — will admit 120 students in this course, for which we've designed a world-class curriculum. The existing infrastructure we've developed in this revolutionary field will be an added advantage," Dr. Kaliappan said.

Utilising his close contacts with ISRO and its senior scientists, including its chairman K. Radhakrishnan, who was awarded Ph.D. by Indian Institute of Technology, Kharagpur, in 2000 for his thesis on 'Some strategies for management of Indian earth observation system', the Vice-Chancellor has already initiated steps to establish a highly sophisticated research station on its premises at Government College of Engineering, Tirunelveli, with the funding of ISRO.

"Students of BE and M.Tech. and research scholars of Geo Informatics will have the rare opportunity of handling the high-end gadgets, normally used in the space research establishments across the globe," Dr. Kaliappan said.

Exhibition on school education begins

CHENNAI: A two-day exhibition on school education, being organised by the Chennai Corporation, began on Monday at the Corporation Higher Secondary School, Saidapet.

Speaking at the inauguration, Mayor M.Subramanian said "The new admissions to Corporation schools started on April 1 and the response has been encouraging. Around 915 students have been admitted to the schools."

A total of 743 students have been admitted to the I Standard and 172 students have been admitted to Standard VI on the first day of admissions, he said.

The Chennai Corporation Schools would be renamed on Thursday as Chennai Schools. He distributed admission cards to 80 students, including those who have dropped out of school sometime ago. The English medium schools of the Corporation had enrolled around 800 students last year, said Mr. Subramanian.

Parents should disseminate information about the education schemes of the Corporation for the benefit of other students in their neighbourhood, he added.

The results of Corporation schools have been better than other schools because of the welfare measures, he said.

The 29 stalls at the exhibition cover the measures initiated by the civic body for improving school education. It includes measures such as launch of special schools for students with disability, English education, scholarships, free shoes bags and school uniforms, computer training, community colleges and night shelters.

The exhibition has been organised to increase awareness of the initiatives taken by the Corporation and help more students belonging to the weaker sections gain access to better education, said Corporation Commissioner Rajesh Lakhoni. Deputy Commissioner Education M.Balaji participated.

Tata Nano may ferry Taj hotel guests

Mumbai/Kolkata: Tata-promoted Taj Hotels may decide to add the Nano to their line of chauffeur-driven cars used for guest transfers.

ndian Hotels (IHCL), owner of the Taj brand of premium hotels and the biggest hospitality chain in Asia, recently inducted some Jaguar sedans into its fold, post the Tata acquisition of the brand. It may now look at the Nano, produced by group company Tata Motors.

One of the smallest cars in the world but also among the biggest brands within the Tata conglomerate, the Nano had generated significant interest across the world, especially from auto makers and car enthusiasts. IHCL would perhaps look to leverage this strength for itself, according to a senior company executive.

Ajoy K Misra, senior vice president, sales and marketing, IHCL, said: "We always look for synergies within the Tata Group by sharing of products and brands. It's possible, going forward, when the production of the Nano is being stretched at some stage, that we would not rule out its being in one of our line-ups."

While it is not known if any such request from a guest for the car had come in, the company believes such a demand could arise, considering the excitement the Nano created. "I don't rule out any demand of that kind from us, moving forward," added Misra.

The company doesn't expect widespread demand for the Nano, which would mostly come from international travellers coming to India, as the car is yet to be launched overseas.

"There is much curiosity and interest attached with the Nano ever since the car was unveiled a couple of years ago. With Tata Motors stating there is still more than a year for the car to hit international roads, foreign travellers can only get to drive in it in India. This is what will make Taj add the car to its line-up," stated a senior official from another hotel chain.

Focus on importance of soft skills for students

PALANI: Communication skill, soft skills, personality development and change in attitude were basic requirements for graduates to become employable. Ability to communicate effectively was important to face stiff competition in every sphere of life, said P. R. Sampath, Commissioner, Hindu Religious and Charitable Endowments.

Delivering the 27 {+t} {+h} Graduation Day address at Arulmigu Palani Andavar College of Arts and Culture here on Saturday, he said that the 'right speaking skill' had been neglected for a long time in our school and college curricula. Fading habit of reading books also contributed to the inability of students to communicate in a better way.

Spoken English must be taught as a separate subject in schools and colleges using modern methods of teaching, training and testing. Practical exercises on extempore speech, prepared speeches, group discussion and debates were some of the techniques to be followed to enhance communication skills. Video recording of speech, speaking before mike, voice training, gesture exercise, confidence building measures and eye contact would certainly enhance speaking skills, he said.

Stating that recession was temporary, the Commissioner said that six lakh jobs would be created in the Information Technology sector in the next three years.

A continuous process

Learning must become a continuous process. Acquiring a job should not become an end of learning. Graduates should inculcate a habit of reading, observing nature and refining abilities to become successful. Education should create magnanimity, fair-mindedness and sacrifice to work for a goal, Mr. Sampath said.

Education, in the recent past, had become a tool for a learner to get a job and for countries to develop economy. It should also make a man civilised. Higher education must develop basic courtesy and culture among people. Graduates should develop friendship and cooperation while learning to co-exist in a socio-economic environment. Above all, education should develop one's personality.

The Department of Hindu Religious and Charitable Endowments had been managing five arts colleges, one polytechnic college and 36 schools, he added.

Tamil Virtual University to lose university label

CHENNAI: The State government has renamed Tamil Virtual University, which has been functioning since 2001, as the "International Academy for Internet Tamil."

A government order was issued on March 26 by the Information Technology department and received by the university on Thursday.

Speaking to The Hindu, V.C.Kulandai Swamy, chairman of the institution, said a number of delegates who attended the Tamil internet conference in 1999 had suggested that a university be created to ensure that developments in Tamil computing were collected and preserved.

Following this, Tamil Virtual University was created in 2001 as an autonomous institution functioning under the State government. Apart from providing course content, the institution website hosts a digital library and provides access to Tamil software.

"The institution does not award diplomas or degrees. All degrees and diplomas are awarded by Tamil University at Thanjavur. Even our Academic Council resolutions are forwarded to Tamil University for its approval. Our function is to prepare and help students," Dr. Kulandai Swamy said. Since the name "university" could not be used without due permission, he had written a letter to the State government over two months ago, he said.

He suggested that either an Act be passed in the Assembly to create a university under the name or that the name of the institution be changed to avoid controversy.

[To be called a university, an institution needs to seek approval from the University Grants Commission (UGC) or the State or Central legislature should pass an Act creating it as a university.]

He clarified that he had taken this step of his own accord and that there had been no demand or order from any quarter. Poongothai Aladi Aruna, State IT Minister, said the government had decided to avoid controversies and had decided on the name change. P.W.C.Davidar, IT secretary, said the institution had been created to facilitate global access to Tamil enthusiasts over the internet.

 Airport authorities planning introduction of overseas flights

MADURAI: With the new terminal building in Madurai airport expected to become fully operational by July-August, the authorities are contemplating introduction of international services to destinations like Singapore and Kuala Lumpur based on market feedback.

A reliable Airports Authority of India (AAI) source said here on Wednesday that after the recent visit of the AAI Chairman, work is in full-swing at the airport.

The Confederation of Indian Industry, Tamil Nadu Chamber of Commerce and Industry and Madurai District Tiny and Small Scale Industries Association have impressed upon the officials about the need to introduce international flights from the temple city.

The proposals are being examined at the top level for implementation.

Currently, Madurai has nine flights per day to Chennai and one each to Mumbai and Bangalore.

The capacity for Chennai is 654 seats, 45 for Mumbai and 66 for Bangalore. But the demand is so high that on an average most of the carriers operate on 80 per cent seat factor. A seat in economy class to Chennai is priced around Rs 15,000. Though this might not directly reflect on the need for international services, it was an indicator of the potential in Madurai, the source said.

There is good potential for export of cargo to Asian countries. Madurai's jasmine, sungudi sarees and textile goods are some of the goods in demand.

The AAI has been requested to consider the proposals to operate Chennai-Madurai-Male, Madurai-Muscat, Madurai-Dubai and Singapore or Kuala Lumpur-Chennai-Madurai-Chennai flights thrice a day.

The travel industry has suggested the timings as follows: departure Chennai 12 hours, arrival Madurai 12.50; departure Madurai 13.30 and arrival Male 14.35.

In the return direction, it may leave Male at 15.35 hours, arrive Madurai at 16.40, depart Madurai at 17.30 and reach Chennai at 18.20.

The proposed Male flight on arrival at Madurai may take Singapore and Kuala Lumpur passengers on three days a week.

The suggested timings are: Chennai departure 19.20 hours, Singapore or Kuala Lumpur arrival 23.20, Singapore or Kuala Lumpur departure 01.00, arrival Chennai 05.00 and depart at 06.00; arrival at Madurai 06.50 hours and departure for Chennai at 07.30.

The travel industry has recommended that 30 to 40 passengers may fly (per flight) to Male from Madurai and that Chennai will provide a load of 40 to 50 passengers per flight.

Union Minister for Fertilizers and Chemicals M.K. Alagiri had in his election manifesto promised to introduce international services from the Madurai airport. The officials had briefed the Minister about the progress at a recent meeting.

No PAN? Be prepared to pay 20% tax from tomorrow

NEW DELHI: Get ready to shell out more tax up front on any income received if you are unable to provide your permanent account number from April 1. The tax deducted at source, or TDS, on payments could be as high as 20% for those not quoting PAN against the regular rate of 2%-10%.

The Budget 2009-10 had made it mandatory for residents and non-residents to quote this number or face a higher rate of withholding tax. It comes into effect from Thursday, April 1.

The idea behind the rule is to encourage more people to obtain PAN, a 10-digit alphanumeric tax payer identification number, and thereby become visible to tax authorities. The tax base of the country is a mere 3.3 crore because of massive underreporting of incomes and large-scale exemptions.

Quoting of PAN will allow income tax authorities to establish an audit trail and catch tax evaders. Some experts feel the measure is excessive. "This would put unnecessary burden on senior citizens who do not have a tax liability," said Kishan Malhotra, Executive Director, KPMG.

Senior citizens could just file Form 15H in absence of tax liability and become eligible for exemption from TDS. If they do not furnish a PAN they will have to face a TDS rate of 20%.

Other Indian residents not falling within the tax bracket will also have to obtain a PAN and quote it where required. Tax deducted at source can be adjusted against a taxpayer's actual tax liability. But in the case where there is no tax liability it has to be claimed back by filing returns.

The new rule comes with a severe penalty if not followed. Any failure to deduct taxes at appropriate rates will result in disallowance of expenditure for the one making payment, recovery of tax from him, and levy of interest and penalty. Interestingly, the total number of PAN issued in the country is in excess of 8 crore. Income Tax department issues the permanent account number in partnership with UTITSL and NSDL.

With this provision coming into effect even non-residents, having just one-off transaction with Indian parties will have to obtain PAN, failing which they will suffer a much higher withholding tax on their income.

Typically, payments by residents to non-residents in the nature of royalties or fees for technical services attract withholding tax at rate of 10.56% under the Income Tax Act or at 10% under certain tax treaties in the absence of a permanent establishment or a fixed place of work in India.

Similarly, interest payments to non-residents attract withholding tax at a rate lower than 20% under certain tax treaties. The PAN is required to be quoted in document pertaining relating to sale of property, sale or purchase of a motor vehicle requiring registration other than two-wheelers. Most of the banking transactions require PAN to be quoted.

CD on self-learning English course released

Tirupur: The Chikkanna Government Arts College, Tirupur, officially released the CD on self-learning English language course, prepared under a UGC-funded project, here recently.

Titled 'Shine with power of English', the CD contains lessons titled under basic conversation skills, listening skills, speaking skills, pronunciation and test yourself.

Releasing the CD, college principal Mohammed Kani said that the contents were prepared with utmost care to make even beginners grasp it easily.

User-friendly

"Instructions have been incorporated in English as well as in Tamil to make this e-tool user-friendly," he added.

A salient feature of the courseware was the embedded facilities to evaluate one-self and identify the areas for improvement as well correct the defects after undergoing the course.

"If correctly followed the instructions in the CD, a student can gain comfortable command over the language within a month," Mr Kani said.

The CDs were distributed free to all students in the first year of their various undergraduate courses in the college.

Members of the research team A.S. Mohanagiri, G. Subramanian, M. Muthukumar, Muralidhara Kannan and Manimekalai, all faculty members in the Department of English, were present.

Medicines found dumped

Tambaram: The Madipakkam police are tracing a group of persons, who dumped expired medicines near the Puzhuthivakkam Lake on Saturday.
Police said that they received a call on Saturday from residents of Sheela Nagar about a huge stock of medicines dumped on the lake's fringes. The medicines included tablets and syrups and some of them had expiry date in 2005 and 2006. The police seized the medicines, which could fetch about Rs. 3 lakh had they been sold to unsuspecting customers. A search is on to trace the suspects.

Hat-trick for missile technologists, armed forces

HYDERABAD:In a hat-trick for missile technologists and the armed forces in the last two days, Agni-I, which can carry nuclear weapons and has range of 700 km, was flight-tested successfully from the Wheeler's Island, off the Orissa coast, on Sunday.
The ship-based Dhanush and Prithvi-II were test-fired in a salvo mode on Saturday.
The medium range surface-to-surface Agni-I, fired at 1.07 hours from a mobile launcher, homed in on the target within a few metres of accuracy as it splashed down in the Bay of Bengal.
The launch was carried out by Army personnel as part of a training exercise.
Best-ever launch
Describing it as one of the best-ever launches, Defence Research and Development Organisation (DRDO) officials said the specialised navigation and guidance system enabled the missile to reach the target with a high degree of accuracy after a 500-second flight duration.
During the course of the flight, it reached an altitude of 300 km and re-entered the atmosphere, withstanding high temperatures of more than 2,000 degree Celsius, as specially-developed heat shields provided protection to the electronic components and the payload.
The radars and electro-optical tracking system along the coast monitored the missile's path and trajectory-related parameters in real time.
Two down-range naval ships, about 700 km from the Wheeler's Island, tracked the missile reaching the target.
Features
The 14-metre tall Agni-I is a single stage, solid-propelled weapon system. It can carry a payload of 1,000 kg.
It is equipped with features to defeat the enemy's anti-ballistic missile system.
The Agni series of missiles form the mainstay of India's nuclear deterrence programme.
The launch operations were monitored by Scientific Adviser to the Defence Minister and DRDO Director-General V.K. Saraswat, Programme Director (Agni) and Director of the Advanced Systems Laboratory Avinash Chander, Director of the Research Centre (Imarat) S.K. Ray, and Director of the Defence Research and Defence Laboratory P. Venugopalan.
Dr. Saraswat congratulated the Army and DRDO teams for the successful launch.

Perambur flyover to be named after Maran

CHENNAI: Chief Minister M. Karunanidhi inaugurated the Perambur flyover on Sunday and announced it would be named after former Union Minister Murasoli Maran.

Speaking at the inauguration, Mr. Karunanidhi said: “Political parties should cooperate with one another and give up animosity, when there is a need for welfare measures for the people.”
He observed that political parties in many States did not nurture animosity when there was a need to take development initiatives. Assuring the people that the government would take measures to construct more bridges in north Chennai, he said that the newly inaugurated flyover would serve as a bridge that would link Tamils. Commending Deputy Chief Minister M.K. Stalin at the function, he said: “I consider him as the Minister who assists me.”

The Rs.51-crore flyover has been constructed under the Jawaharlal Nehru National Urban Renewal Mission with the Centre's grant of 35 per cent of the project cost. The State government has provided 15 per cent of the project cost as an interest-free loan and the rest has been borne by the Corporation of Chennai, he said.

Mr. Stalin said that had other political parties willed, the flyover could have been completed a few years ago.

The flyover would serve as a crucial link according to Niranjan Mardi, Secretary to Government, Municipal Administration and Water Supply Department.
This year, eight locations in north Chennai would have new facilities, said Mayor M. Subramanian.

Check the filter regularly to ensure that it is clean.Spark PlugsEnsure your spark plugs are in good condition. Renew the plugs and wires at intervals specified by the owners manual. This will keep all cylinders firing properly resulting in higher efficiency.Lube Oil:Change the lube oil at intervals specified by the owners manual. Use the recommended oil only especially in newer cars. Use of an engine flush before changing the oil will help to get rid of a lot of the dirt that collects in the engine that a normal oil change will not remove. On older engines it is advisable to use an oil treatment agent.

This basically thickens the oil which creates a better seal between the piston and the liner, preventing blow past and consequent loss of combustion pressure, resulting in higher fuel efficiency.
Exhausts alter fuel efficiencyMost cars have special sizes for the exhaust. When cars are reasonably old the silences has to be changed. The garage people always try to fit a size that they have in the garage it self. Which might not be the exact size recommended for the car.

The wrong size a bigger or smaller silencer size effects on the MPG of the car and the HP of the car. It may be cheaper to put another size than your recommended size for your car but on the long run it will cost you in many ways, especially on fuel consumption. Always put the recommended size of the exhaust that is indicated in your car manual because the car company knows how to optimize the performance of your car.

Polaris Software acquires IndigoTX

CHENNAI: Polaris Software Lab, a financial technology company, on Friday said that it had acquired IndigoTX, a SaaS (software as a service) company that provides GO TX, an enterprise brokerage solution for the securities market on a pay per use model.
Polaris, however, did not disclose the cost of the deal. Company officials indicated that the acquisition would be effected in two-phases. In the initial phase, Polaris would take 51 per cent stake and acquire the balance within a timeframe. The IndigoTX buy, sources said, would help Polaris gain entry into the capital market side of product development space.
According to a release, GO TX brokerage platform is a cutting edge technology platform that runs on a GRID architecture providing tremendous amount of scalability and performance using commodity hardware platforms. The GO TX system allows brokers the luxury of a single platform that provides trading in multiple instruments such as equities, derivatives, mutual funds, commodities and currencies, providing access to multiple markets.

"Our trading platform for brokerages is what ERP (enterprise resource planning) is to manufacturing. With proven technologies in place, we needed a partner who can fuel our growth and also provide access to various global markets. An annual examination with a difference for CBSE students

CHENNAI: While all the buzz is usually around board examinations of students in classes X and XII, class IX students going to CBSE schools are taking an annual examination of a different nature this year.
For the first time, they did not get examination question papers set by their subject teachers. The CBSE, emphasising the need for uniformity in summative assessment across schools as part of its Continuous and Comprehensive Evaluation (CCE), prepared question papers for various subjects and mailed the CDs to schools. The schools also received the answer scheme and marking scheme from the Board.
Schools, which are warming up to the new system, not only have to conduct the examination in a manner specified, but also have to ensure students feel at ease.
According to Seethalakshmi Viswanath, Principal, Amrita Vidyalayam School in Nesapakkam, the question papers have been set rationally, and seek to test students' Higher Order Thinking Skills (HOTS).
"While attempting question papers set by our school teachers, often, only those who work really hard do well. But in these papers, any student who knows the concepts well can do reasonably well irrespective of the effort put in just before the examinations," she says.
Ms. Viswanath also says that schools would be able to build a good question bank that would help test students' conceptual understanding. "Also, besides relieving teachers of the task of setting question papers, it gives them exposure to good question papers that follow desirable standards of testing."
T.M.J. Padmanabhan, Principal, Sindhi Model Senior Secondary School, Kellys, says this is a "creative change" in the examination system. "If the school sets the paper, it becomes predictable at some level. And, teachers may sometimes set papers according to what they have emphasised in class. The new system rules out such possibilities." On whether students were stressed about attempting a paper set by the 'Board', he says that they did not seem frightened or pressured. "In fact, this examination will help schools understand where their students really stand."
Students do seem quite confident. M.S. Himashiny, a class IX student of DAV Girls School, Gopalapuram, says though she and her friends were initially a little anxious about how these question papers might be, after three examinations they are pretty comfortable taking them. "We expected it to be difficult, but actually they were fairly straight forward papers," she says. On what the atmosphere in school was like before the examinations, she says: "After our formative assessment, some of us started relaxing. Teachers would ask us to prepare well only to make sure we don't lose focus. And that helped," she adds.
Charis Daniel, a class VIII student of SBOA School, Anna Nagar, says she looks forward to the annual examination next year. "I think it is good that we have a chance to solve papers set by the CBSE. Now that we do not have a board examination in class X, it will give us practice to take the board examination in class XII."

Examination centres for B. Ed. candidates of BU

COIMBATORE: The entrance examination for B. Ed. course of the School of Distance Education of Bharathiar University will be held on March 28 at various centres.
According to a university release, hall tickets have been dispatched to candidates. The following are the centres in Tamil Nadu: Bharathiar University, Coimbatore, Presidency College, Chennai, EMG Yadava College for Women, Madurai (for candidates belonging to Madurai, Ramanathapuram and Dindigul).
Jenny's College of Education, Tiruchi, St. Xavier College of Education, Palayamkottai (for candidates belonging to Tirunelveli and Nagercoil), Vysya College of Education, Salem, Muthurangam Government Arts College, Vellore, SIGA College of Education, Villupuram (for candidates of Villupuram and Cuddalore), Samiappa Institute of Co-op. Since there was inadequate number of applicants in certain places they have been combined with candidates from other centres.
Candidates with Physical Sciences / Biological Sciences as their subjects should choose science education as the optional subject under Part B of the question paper. Similarly, those with History and Geography as subjects should choose social science education as the optional subject.

Army recruitment camp in Cuddalore from April 13

CUDDALORE: The seven-day recruitment camp for selecting candidates for the five categories of services in the Indian Army will begin here on April 13.
A statement released from the Collectorate stated that at the recruitment camp, candidates from the districts of Cuddalore, Vellore, Villupuram, Tiruvannamalai, Kancheepuram, Thiruvallur and Chennai, and the Union Territory of Puducherry could participate. The selection would be made for the following posts: Soldier nursing assistant, Soldier technician, Soldier general duty, Soldier tradesman and Soldier clerk/Storekeeper (technical).
The eligibility criteria for the Soldier nursing assistant and Soldier technician posts are: must have obtained an aggregate of 50 per cent marks in Plus Two and 40 per cent in individual subjects such as physics, chemistry and mathematics.
As on April 13, they should have completed 17.5 years and must be within 23 years with a minimum height of 165 cm, 50 kg in weight and chest measurement of 77 to 82 cm.
The candidates for the Soldier general duty should have obtained an aggregate of 45 per cent in SSLC and 35 per cent in each subject. They should have completed 17.5 years and must be within 21 years as on April 14/15 (the recruitment would be for both days) with a minimum height of 166 cm, 50 kg in weight and chest measurement of 77 to 82 cm.
For the Soldier tradesman post the candidates should have passed eighth standard (for cooks and servers and food handlers) and SSLC/ITI for other trades. They should have completed 17.5 years and must be within 23 years as on April 16 with a minimum height of 166 cm, 48 kg in weight and chest measurement of 76 to 81 cm.
For the Soldier clerk/Soldier store keeper (technical) the candidates should have obtained an aggregate of 50 per cent marks in Plus Two and 40 per cent in each subject. The aspirants should have studied English and mathematics either in SSLC or in Plus Two. If they are graduates a pass in Plus Two is enough. But candidates with vocational qualifications would not be entertained.
The candidates should have completed 17.5 years and must be within 23 years as on April 17 with a minimum height of 162 cm, 50 kg in weight and chest measurement of 77 to 82 cm.
For the candidates who qualify in the physical tests for the Soldier tradesman aptitude test will be conducted on April 18. For other candidates who successfully clear the physical tests free coaching for the written tests would be given by the Ex-Servicemen Welfare Association at Vellore.
