Medical college migration rules tightened

VIJAYAWADA: With more and more students of medicine seeking migration from one medical college to another, the government has laid down guidelines to give the go-ahead to only 'most deserving' cases.

Applications for migrations used to be negligible when the authority to permit these vested solely with the Medical Council of India (MCI). The MCI in October 2008 amended the Graduate Medical Education Rules, 1997 and delegated the authority to the Directorates of Medical Education. The State government empowered the DMEs to process all such applications without referring any to the MCI.

But the rising number of applications and confusion prevailing over who should get priority led the government to issue GO, Ms. No. 193 last week reiterating that "the number of students migrating to/from any one medical college shall not exceed the limit of five per cent of its sanctioned intake in one academic year."

The transfer is allowed only after the completion of first year of study.

Registrar of Dr. NTR University of Health Sciences T. Venugopala Rao said on Monday, though some more clarity was needed on what the "5 per cent of the sanctioned" means, in view of its interpretation by different medial colleges in different ways, the GO would help prioritise the applications in an easier manner.

Dr. NTR UHS has been authorised to scrutinise the applications and send them to the DME by giving priority to applications on the grounds of "death of supporting guardian"; "illness of the candidate causing disability"; or "any other good and sufficient reason".
