most of the posts are highlighted in different symbol.

Moderators generally Sticky some topic, which seems to be more useful.

So each board will have some useful message sticked to the top position of their respective board. 

Global Announcements will be sticked by the Admin to insist or express an Global Information to all user through all Boards.
