Boot Loader (fast–boot)

Try not to do duplicate work in the boot loader and the HAL. Since the boot loader is used for downloading images through Ethernet, typically it has to configure the PCI bus and the Ethernet devices first.

Since the nk.bin image itself would also configure the PCI bus and the bus devices, the time to configure the PCI bus may be duplicated. This is acceptable during the development phase. However, when running the ship image out of FLASH memory, there is no need for the boot loader to configure the PCI bus. Instead it should simply jump to the nk.bin image in FLASH.
