Goa asked not to change dental colllege admission rule

The Panaji bench of the Bombay High Court on Monday asked the Goa government not to change the process of admissions to the Goa Dental College the state's only state-run dental institute - as the regulations of the Dental Council of India (DCI) were sufficient.

Justice B.P. Dharmadhikari and Justice U.D. Salvi observed that since the admission process was covered by regulations put in place by the DCI, the Goa government had no authority to legislate in the matter.

The new clause inserted by the state government "was not in addition to the DCI regulations, but repugnant to it", they said, also asking the DCI to step in to regulate and monitor the admission process of the college.

On a petition of dental student Gaurav Nagarsekar who sought court regulation and rationalisation of norms for admissions to the post-graduate course, the court asked the government to restart the admission process from scratch.

Nagarsekar, who was eliminated during the admission process, argued that the state government had suddenly changed the selection criteria this year, by giving a 60 per cent weightage for the specialised subjects.

The bench dismissed the government's argument that Nagarsekar had delayed approaching the court, and also rejected the state government plea to make prospective application of the judgement.

Madhya Pradesh Board Class 10 Results on May 9

The Madhya Pradesh Board of Secondary Education (MPBSE) will announce the High School Certificate (HSC) - Class 10 Examination results 2009 on Saturday, May 9, 2009 at 11:30 am.

The results will be available at www.MPEducation.net and www.ExamResults.net.

A total of 7,29,388 students appeared for the HSC Examination conducted by the Board this year.

The National Network of Education (NNE) has setup special dedicated servers which will enable students to get their results instantly on web and mobile with ease.

1.5 lakh Engg. seats up for grab in TN

More than 1,35,000 seats will be available for students in 41 disciplines of B.E. and B.Tech courses in Tamil Nadu Engineering Colleges.

According to P. Mannar Jawahar, Vice-Chancellor, Anna University "Around 85,000 seats will be allotted through counseling in the University".

"Tamil Nadu Engineering Admission (TNEA) forms along with an information booklet will be distributed from today onwards," he said.

Nearly 1.5 lakh forms will get distributed in 58 counters all over the state.

"Even though dates for counseling has not been finalized but rankings will be ready by June 20 and counseling would commence after medical counseling," he added.

Overall 354 colleges that comprises of 333 self-financing colleges, 11 university colleges and 10 government and government aided colleges, will be a part of the counseling process.

The prospectus of the 354 colleges is available online and students can obtain the forms at www.annauniv.edu/tnea2009 or through post or can even directly collect it from the counters setup by the university.

The counters will remain open on all days from May 6, 2009 to May 30, 2009, except on May 12, May 13 (elections day), May 16 (counting day) and on Sundays, between 9:30 a.m. to 5:00 p.m.

The fees for the application form is Rs.500/- for general and Rs.250/- for SC/ST candidates.

The payment can be made through cash or Demand Draft (DD) at the counters and if sending through post additional Rs.200/- should be added to it.

A Xerox copy of the community certificate should be brought at the time of admission in case of SC/ST candidates.

IIM in Tamil Nadu to be functional in 2009

The proposed Indian Institute of Management (IIM) of Tamil Nadu is to be functional from this academic session at Tiruchi.

The proposed IIM will start its academic activities from temporary location identified in Magneto Hydro Dynamics campus on the premises of Bharat Heavy Electricals Limited (BHEL).

The IIM will function here till full-fledged infrastructure is created on the 200-acre permanent site identified on Bharathidasan University premises.

The Ministry of Human Resource Development (MHRD) is keen to accord a functional status to the IIM-Tiruchi.

The institute will be among the six new IIMs established by the Government of India during the XIth plan in the country.

The proposed IIM at Tiruchi will be mentored by the IIM-Bangalore.

DU to conduct CATE for English Hons

Delhi University is planning to conduct a Common Aptitude Test for English (CATE) for its English Honours (Hons) course.

DU is expecting a reply from the English department as to when can the entrance test be conducted.

The seats will be allotted in different colleges to the students on the merit-cum-preference basis after their entrance exam.

Last year 16 DU colleges gave admission to students in English Hons. on the basis of marks obtained in individual test.

Many colleges conducted the test on the same date leading students to miss out on exams conducted at other colleges.

This resulted in individual test being scrapped out which caused lot of chaos among students.

Around 15 colleges have agreed to admit students this year as per the scores obtained in the proposed CATE.

More colleges would be notified by DU about the same in recent times.

As per Prof S K Vij, Dean, Students' Welfare, "Students will be admitted on the basis of marks obtained in Class XII in those colleges which do not agree to be a part of CATE, but no college can conduct individual entrance test for English Hons."

IGNOU relaxes eligibility criteria for BCA and MCA

Good news for students willing to pursue Bachelor of Computer Application (BCA) and Master of Computer Application (MCA) from the Indira Gandhi National Open University (IGNOU) as the University has relaxed the eligibility criteria for the same.

From now onwards students need not have Certificate in Computing (CIC) to get admission into BCA and MCA courses offered by IGNOU.

According to the new criteria, those who have completed their intermediate with or without mathematics as a distinct subject or vocational course in computer techniques or applications, or its equivalent course without Maths are eligible to apply for BCA.
Graduates from any stream can apply for MCA at IGNOU.

But, those who did not study Maths as a separate subject have to register for MTE-03 paper in the first semester. However, those who have not studied Maths as a core subject in their intermediate have to pass the CS-60 paper, which is offered in MCA.

Six Indians selected for prestigious Gates scholarships

London: Six Indian students have won prestigious Gates scholarships to study at Cambridge - including one who wants to find out if the Harappan civilization was brought down by environmental changes.

The six are among 90 students from 32 countries around the world who have been selected from a field of over 6,700 applicants, the university announced on Tuesday.

The scholarship programme, funded by the Bill & Melinda Gates Foundation - a leading global charity, enables postgraduates with a strong interest in social leadership and responsibility to study at the University of Cambridge.

The six Indian scholars, who were selected after interviews in India in April, will begin their studies in the autumn.

They were named as: Anjali Bhardwaj Datta, a lecturer at Delhi University; Yama Dixit, an environmental scientist from Jawaharlal Nehru University, Delhi; Mathew Madhavacheril who is studying physics at Delhi University; Pritika Pradhan of Lady Shri Ram College for Women, Delhi, who will complete her undergraduate studies in English; Kiran Rachuri, a masters student from the Indian Institute of Technology - Chennai; and Anish Vanaik, a history student at Jawaharlal Nehru University.

Yama Dixit will do a PhD in Earth Sciences at Cambridge, looking at whether environmental change was behind the collapse of the Harappan Civilization and whether her findings can shed light on links between climate and civilization activities.

The other 84 new Gates scholars include the first to be selected from Bangladesh, Belarus, Mongolia, Montenegro, Slovakia and Venezuela.

Gordon Johnson, Provost (CEO) of the Gates Cambridge Trust, said: "Being part of the Gates community brings with it a responsibility to use an education gained at one of the world's leading universities for the benefit of society at large - we are confident that the new cohort of Gates Scholars will meet this responsibility in a range of interesting and creative ways".

Women bag first three positions in civil services exam

New Delhi: It was woman power all the way in the civil services (main) examination 2008, as they took the top three ranks in one of the toughest competitive exams in the country, officials said Monday.

Shubhra Saxena, a graduate from the prestigious Indian Institute of Technology (IIT) Roorkee, and Sharandeep Kaur Brar, post-graduate from Panjab University, were ranked first and second in the civil services (main) examination 2008, the Union Public Service Commission (UPSC) announced here. Another woman, Kiran Kaushal was ranked third.

Among the male candidates, physically challenged Varinder Kumar Sharma was ranked first and overall bagged the fourth position.

Shubhra Saxena cleared the exam in her second attempt. Sharma, a bachelor of engineering from Punjab Engineering College, cleared the exam in his first attempt.

According to the UPSC, which conducts the examination, 318,843 candidates applied for this examination and nearly half had appeared for the preliminary examination.

As many as 11,849 candidates qualified for the main written examination held in October-November 2008.

A total of 2,140 candidates were selected for the personality test conducted in March and of these 625 male and 166 female candidates cleared the final tests.

These candidates have now been recommended for appointment to the Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and central services, Group ?A' and Group ?B'.

"The top 25 candidates include 15 males and 10 females. Educational qualification-wise they comprise of 12 candidates belonging to commerce, management, humanities, science and social sciences," the UPSC said here in a press statement.

"Nine candidates were from engineering and four candidates from medical science background."

The successful candidates include 364 general (including 13 physically challenged candidates), 236 Other Backward Classes (including 7 physically challenged candidates), 130 Scheduled Castes (SC) and 61 Scheduled Tribes candidates.

Bangalore University to offer BBM, BCA through distance learning

Bangalore University (BU) will be introducing Bachelor of Business Management (BBM) and Bachelor of Computer Applications (BCA) courses through the distance education stream from the upcoming academic year.

The new courses under the Directorate of Correspondence Courses and Distance Education are among the many commendations of a high-power committee accepted by the Syndicate, to make the directorate more active, said BU Registrar, Sanjay Vir Singh.

Even though the Distance Education Council (DEC) has approved for BBM and BCA courses, the university is still waiting for the clearance of Master of Business Administration (MBA) and Master of Computer Applications (MCA) courses under the distance education.

The syllabus for BBM and BCA has been accepted by the university under the semester scheme.

The aim of introducing new courses is to generate more revenue for the university.

The University gets around Rs.9 crore through distance education courses but the expenditure including printing the study material and organizing examinations, is somewhere around Rs.6 crore, added Singh.

"The only option left to earn more revenue was to include more courses in the distance education mode, as the university was unable to increase tuition fee for regular courses," further said Singh.

"Even though the university is going through a financial crunch of Rs.6 crore, it has to fund the construction of four more hostel buildings at a cost of Rs.12 crore," he added.

In the meantime, the Syndicate has agreed on appointing a special officer for the Directorate who will be working under the Director to conduct examinations.

Some of the other decisions the Syndicate took were enhancing the honorarium to guest faculty from Rs.250 per lecture to Rs.350; inspection of 32 law colleges coming under university by LICs and continuing the affiliation in eligible cases until the proposed Karnataka State Law University in Hubli comes into being.

Offering one year certificate course in Russian and Finnish languages; one year diploma in Russian and Chinese languages; one year higher diploma in Korean language; one year postgraduate diploma in tourism; one year diploma in Sanskrit (regular and external) instead of PG diploma in Sanskrit and MA Music (Mridangam) from the academic year 2010-11

Admission process to begin at Tamil Nadu Agricultural University

The admission process for undergraduate programmes including B. Sc. Agriculture, B. Sc. Horticulture, B.Sc. Forestry, B. Sc. Home Science, B. Tech. programmes in Horticulture, Food Processing, Energy and Environmental Engineering, Biotechnology, Bioinformatics and Agricultural Information Technology, B.S. in Agribusiness Management, B. Tech. in Agricultural Engineering at the Tamil Nadu Agricultural University (TNAU) will begin on May 9.

All these courses will be offered at different constituent colleges of the varsity.

Students having plus two degree with physics, chemistry, mathematics and botany / zoology are eligible for admission.

Tamil Nadu varsity gets grants from Ministry of Science and Technology

A grant of Rs. 5.55 crore has been sanctioned to Avinashilingam University for Women by the Department of Science and Technology, Union Ministry of Science and Technology.

"We have received this grant for a period of three years from the ministry under "Consolidation of University Research for Innovation and Excellence in Women Universities", said Saroja Prabhakaran, Vice-Chancellor of the varsity.

"The fund will be used by the varsity for a project, "Avinashilingam Advanced Centre for Education and Research in Basic Sciences," added Prabhakaran.

Karunya University to offer M.Tech in water management

An M.Tech. course in Integrated Water Resources Management (IWRM) will be offered by the Karunya University, Coimbatore from 2009-10.

Any engineering graduate and post graduate in physical sciences (physics, chemistry, mathematics, geology, or environmental sciences) is eligible for this two-year inter-disciplinary course offered by the varsity.

Mumbai based education trust to start CBS, ICSE schools in Maharashtra

Pune: Two international standards CBSE and ICSE schools will be started by the Mumbai-based Podar Education Trust at Ambedgaon and at Ambethan near Chakan, respectively, from June 2009.

"We will offer academic programme from pre-school to std V at new schools," said Vijaya Wad, consultant to the Podar Trust.

The Podar Trust started in 1927, had Mahatma Gandhi as one of its trustees.

"Four years ago, we started an ICSE school at Pimpri, which is now set to roll out its first batch of std X passouts," Wad said, adding, another school, affiliated to the CBSE board, was started two years back at Chinchwad. This apart, the trust launched ICSE and CBSE schools at Aurangabad and Jalna, respectively.

"The pre-school activity would focus on developing the motor skills of kids by encouraging them to engage in non-academic activities of their choice," she said.

The trust plans to start three more schools at Wakad, Bavdhan and Kondhwa from the next academic year (2010-11), Wad added.

Supreme Court asks states to form panels to prevent ragging

New Delhi: Accepting advice of its panel, the Supreme Court on Friday ordered the states to form two committees each - one to tackle rampant alcoholism in educational institutions and the other to give psychological counselling to both the raggers and the ragged.

A bench of Chief Justice K.G. Balakrishnan, Justice Arijit Pasayat and Justice P. Sathasivam ordered this on the basis of recommendations of a panel, which on the apex court's order earlier probed incidents of ragging. It specifically investigated the incident that led to the death of Aman Kachroo, a Himachal Pradesh medical college student March 8.

The panel, headed by former Central Bureau of Investigation (CBI) director R.K. Raghavan, had blamed "rampant alcoholism" for the spurt in cases of ragging in educational institutions.

"One of main reasons for violence (ragging) on the campus is rampant alcoholism and it is recommended that that de-addiction measures be introduced in educational institutions," Additional Solicitor General Gopal Subramaniam had told the bench April 20, quoting from the report.

Accepting the panel's findings, the bench on Friday said the committees, to be formed in the states, would also help set up de-addiction facilities in educational institutions.

The Raghavan panel had stressed "dire need" to probe psychological aspect of ragging and had called for appointment of a committee of psychologists and mental health experts for the purpose.

"There is a dire need to examine the psychological aspects of ragging, including its impact on young students and the rationale behind seniors' urge to rag and torment their juniors," the panel said in its report April 20.

"Ragging is similar to child abuse at home or at orphanages. Young men and women who are abused by their seniors under the pretext of ragging believe that the abusers are part of their extended family and automatically, in their minds, it becomes an internal family affair, and hence very rarely do students ever speak out against it," the panel had said.

In subsequent hearing on April 23, the bench had broadly expressed its agreement with both the findings of the panel.

The bench, accordingly, on Friday ordered all states to form a panel each to provide psychological counselling to both the perpetrators and victims of ragging.

Gujarat HC Orders IIM-A to pay electricity duty

Ahmedabad: A division bench of Gujarat High Court comprising Chief Justice K. S Radhakrishnan and Justice Akil Kureshi, has directed the Indian Institute of Management, Ahmedabad to pay Rs 46.14 lakh as pending electricity duty to the state government.

The court has also said that the institute could not satisfy the criteria of being an 'educational institute' under the Bombay Electricity Act 1958 due to non-affiliation with Gujarat University.

IIM-A have to pay up electricity duty at non-concessional rates for period from 1993 to 1995 instead of concessional rates.

ICSE answer sheets lost in transit

Mumbai: Around 82 ICSE exam papers were lost in transit from Thane to Delhi recently and 19 others from the same batch were found on the Jhansi railway tracks.

This incident is similar to the incident occurring in Amravati with SSC board paper where torn and dirtied answer sheets of SSC Hindi paper were found on the tracks at Badnera Station, near Amravati. Two per cent of the papers were damaged, said officials.

However, the SSC board would not conduct a re-examination like the ICSE board.

Then how will the marks of the students will be calculated?

"To ensure that the students do not suffer in such situation, we would do not conduct a re-examination. We have a mechanism by which the marks of the students will be calculated," said Vijaysheela Sardesai, Chairperson of the Maharashtra State Board for Secondary and Higher Secondary Education.

The process being "confidential", Sardesai would not divulge the nitty-gritty as to how the marks are calculated.
"In such situations, the board calculates the marks of these students by the marks based on the average of his or her scores in rest of the subjects at the board exam," said a reliable source from the SSC board itself.

This is the only way possible to calculate student's marks, said an official.

While another official said that, this is just a part of the process and not the entire procedure of calculating a student's marks.

"If the average turns out to be less than the pass percentage, the student is given 35%, which is the minimum score required to pass,'' said an official.

Kerala announces SSLC results

Thiruvananthapuram: M.A. Baby, Education Minister, State Government of Kerala yesterday announced the results of the Secondary School Leaving Certificate (SSLC) examination for 2008-09.

Out of total students appeared for SSLC exam 91.92 pc has been declared pass by the board. However, a marginal decline of 0.17 pc has also been registered in this years' result.

7,073 students have been given A+ grade for all the 10 subjects. A total of 24,600 students secured A and 54,992 students received B+ grades.

The highest number of student's secured A+ grade hails from Thrissur. While Kannur surfaced top with the highest pass percentage at 96.83, the lowest was recorded in Palakkad, 84.02 per cent.

As many as 703 schools secured 100 per cent results. The results of around 30 students had been withheld due to technical reasons such as error in registration number on the answer sheet.

"We will announce the withheld results at the earliest possible," said M.A. Baby.

Students will be given hologram embossed SSLC certificates, complete with photographs of the candidates before May 18.

Candidates who failed to clear the examination can appear for the Save-a-Year examination scheduled to be held from May 19 to May 23.

India to provide training to Afghan school teachers

New Delhi: The National Council for Education Research and Training (NCERT) has been directed by the Ministry of Human Resource Development (MHRD) to prepare a specific curriculum to train Afghan school teachers on student- friendly methods of teaching to strengthen the education system in Afghanistan.

"Teachers coming from Afghanistan will be here for two years and will be imparted with the modern and student-friendly methods of teaching," said a senior HRD Ministry official.

"At the end of the training, teachers will be awarded diploma certificates. They will be given training at the Regional Institutes of Education under the NCERT," added official.

Education system in Afghanistan has badly been affected due to attacks by Taliban in recent years.

The teachers are coming as a follow-up to the Memorandum of Understanding (MoU) signed between both the countries in collaboration on several areas, including education.

Pass percentage in Jharkhand secondary exam dips

Ranchi: Students in Jharkhand performed poorly in the 2009 secondary school examination with only a 77.82 percent pass rate, compared to 86.99 in 2008, according to the results announced Saturday.

A total of 3,55,393 students appeared in the examination of which 276,588 cleared it. The Jharkhand Academic Council (JAC) had started grading system in examination this year onwards.

Male students (79.63 percent) were more successful then their female counterparts (75.32 percent).

The state's Koderma district displayed the best performance, with more than 92 percent students there clearing the examination.

Committee search for oasis to set up IIT

A committee headed by Vijay Shankar Vyas, former chairman of the Institute of Development Studies, Jaipur along with L K Maheshwari, vice-chancellor, BITS, Pilani, Vishwananth Sinha, professor and advisor, LNMIT, and Parvindra Singh, principal secretary (higher) and technical education of Rajasthan will visit all the six divisional headquarters in the state and a few districts to find an ideal location to set up the Indian Institute of Technology, Rajasthan (IIT).

The high power committee appointed by the State Government will also find ideal locations to establish an Indian Institute of Management (IIM), a central university and a world-class university in Rajasthan.

The Ministry of Human Resource Development has approved an IIM and a world class university during this year's budget session. The ministry had already sanctioned an IIT and central to the state.

The proposed world-class university in Rajasthan will be based on the recommendations of the Knowledge Commission.

The committee will submit its report on June 15.

"Availability of land and amenities will be taken into consideration before selecting the site for institution of higher learning," said a committee member.

The IIT-Rajasthan has already commenced from last year at the campus of the IIT-Kanpur, the mentor institute of the IIT-Rajasthan.

The other three institutes, however, have not started enrolments, which is likely to happen only after the locations are finalized.

The Tamil Nadu Board of Higher Secondary Education (TNBHSE) will announce the Class 12 (Plus Two) Examination Results 2009 on May 14, 2009 after 9:00 am IST, confirmed one of the officials at the Directorate of Government Examinations (Chennai).

IIT-K's long cherished dream to be solemnized in December

'Jugnu' the nano satellite, developed by the Indian Institute of Technology, Kanpur (IIT-K) will be launched in December 2009 by the Indian Space Research Organisation (ISRO), from its regular site Sriharikota. The satellite will be put in the Polar Orbit.

ISRO has given its nod to IIT-K to launch 'Jugnu' after a second design review was presented by the IIT-K authorities.

"We had signed the Memorandum of Understanding (MoU) for the project with ISRO in February. The ISRO has been doing regular review sessions to check the progress of the ambitious project," said Sanjay Govind Dhande, Director of IIT-K.

The first review session of 'Jugnu' was carried out by ISRO in April.

"The ISRO authorities were explained about the Release Mechanism and Antenna Mechanism by the technical team of the project," added Dhande.

SRCC goes high-tech

From the coming academic session, blackboards, pen and paper style of teaching will disappear from the Sri Ram College of Commerce (SRCC) of Delhi University (DU).

If you are willing to get into SRCC to pursue your commerce degree, make sure you have a laptop ready to attend your classes.

From the forthcoming session, classes will be taken by teachers by using LCD screens instead of boards and all students will use laptops in classrooms.

"We will inform the freshers when they come for orientation on July 15", said P. C. Jain, Principal SRCC.

SRCC will be the first college under DU and also in the country to incorporate Information and Communication Technology (ICT) with classroom teaching.

"Our campus will soon become wi-fi," added Jain.

The teachers of the college are being informed about the fundamentals of PowerPoint presentation, accessing information from the internet, disseminating it to the students, sending online assignments and assessing them online.

IP University to implement OBC quota this year

Guru Gobind Singh Indraprastha University (GGSIPU) is likely to implement the 9 percent OBC quota reservation from the forthcoming academic session.

Speaking to NNE, Rashmi Atal, Public Relations Officer of IP University said, "The University is most likely to implement OBC quota from this year but we are still waiting for directives from the state government. It is learnt that the State Cabinet has approved OBC quota. So hopefully, we will implement around nine percent quota this year."

"The University's Board of Management will decide on the matter later. Resources and facilities available with the University will also be evaluated before reaching to any final conclusion," added a University official.

GGSIPU is also commencing a weekend programme with an intake of 45 seats in Master of Journalism and Mass Communication under the aegis of its Centre for Media Studies.

The University has also received proposals to start academic programmes of social relevance including courses B.Sc. in Ayurveda, Yoga and Natural Sciences, Bachelor in Audiology and Speech Pathology, and M.Tech. in Tool Engineering.

"These proposals, however, will only come into being when the standing committee of the college decides to do so," further said the official.

GGSIPU will also shift its campus from Kashmere Gate to Dwaraka this year.

NASA awardee Delhi student wants Indian talent showcased globally

Twenty-year-old Gurpreet Singh, a Delhi student, still can't get over his NASA experience that won him two awards for designing a vehicle which can run unmanned on the surface of the moon.

Excited about the achievement, Singh on Thursday said educational institutes in India need to be better informed of such global events for students of the country to showcase their talent.

He said the Indian government and schools in the country take less interest in sending their students for such international events.

"India should send students for such programmes often and acknowledge the talent they have," Singh told reporters.

Singh and his teammates, all in the first or second year of graduation, designed the vehicle, which he named Moon Hummer after a famous vehicle brand of General Motors, at the US space agency during the National Aeronautics and Space Administration's (NASA) Annual Great Moon Buggy Race in April.

Singh, a student of the Guru Gobind Singh Indraprastha University (GGSIPU), along with four others from the Kirori Mal College of Delhi University (DU) participated in the event.

Moon Hummer went on to win them two awards - the Best Initial Design and the Safety System award in the competition.

An exhilarated Singh shared his NASA experience at the Indraprastha university.

"We made a 70 kg moon buggy from mild steel which could run on the surface of the moon, unmanned. We called it the Moon Hummer," Singh told reporters."

"We were the smallest and the the youngest team there because all the students in our team were either from first year or second year graduation. Call it destiny, but this achievement means a lot to us," he said.

A total of 33 teams took part in the competition from across the world. Of them, five were from Delhi.

Vidya Bhavan becomes bilingual to monolingual

Students studying at the institute of humanities of Visva Bharati University have been asked to write their exam only in English. Till now, students could write their exam either in English or in Bengali.

"English has been recommended by High Level Committee (HLC) and Academic Council as the medium and may now be implemented," said R .K. Ray, Vice Chancellor, Visva Bharati University.

The HLC was headed by Governor Gopal Krishna Gandhi.
The principal of the institute have been asked to see that students from now write their answer scripts only in English.

HLC said in its recommendation, "Visva Bharti's should protect and preserve Bangla literature but at the same time English will connect it to the wider world of scholarship. It will also benifit the non- Bangla students as English has become compulson to make a significant mark in life."

Leela Group set to open IT campus in Technopark

Hospitality major Leela Group will soon open a Rs.100 crore state-of-the-art IT campus in the Technopark here, a top group official said.

"The building is almost ready and we will open the campus very soon," V.J. Jayakumar, chief of Leela Group's operations in Kerala, told sources.

The 15-storey building will have 500,000 square feet built-up space and an additional 100,000 square feet for car parking.

"Already we have finalised talks with two IT companies, which will take space here. The total investment for the project is above Rs.100 crore," said Jayakumar, who was also the former chief executive of the Technopark.

Leela, which has top-end resorts in several cities in the country, has stepped into the business of IT infrastructure as part of its diversification strategy.

"In Mumbai and Bangalore we have been in the business of IT infrastructure. In Kerala, we have planned to invest Rs.260 crore in the sector and the first and second phases of our project at the Infopark campus in Kochi are complete," said Jayakumar.

"We have finished 90 percent work of the third phase and the next phase work has already started. In all, there will be more than 1 million square feet space in Kochi," he added.

The IT infrastructure division of the Leela Group comes under the Leela Lace Holdings and two of its subsidiaries - Leela Soft and Ocean Soft - manage the Infopark and the Technopark units.

Currently, Kochi and Thiruvananthapuram are the leading IT hubs in Kerala.

Around 50 companies that employ more than 10,000 people operate in and around the Infopark campus in Kochi, while 160 companies with a total employee strength of 25,000 work in the Technopark.

As part of the state government's IT policy, IT parks will be set up in all 14 districts of Kerala.

Works have already begun for the district IT parks at Kollam, Trissur and Alappuzha.

According to the latest figures provided by the state-run Software Technology Parks India (STPI), software exports from Kerala has grown 43.41 percent to Rs.2,300 crore till February-end of last fiscal.

In 2007-08, the total software exports from Kerala stood at Rs.1,750 crore.

Delhi University raises OBC reservation to 18 percent

Delhi University (DU) on Friday announced 18 percent reservation, an increase of nine percent, for students of Other Backward Classes (OBC) from the next academic session.

S.K. Vij, dean of students welfare, said at a press conference that along with the increase in reservation, there will be an increase in the overall number of seats for OBC students in each course.

"DU has decided to increase the number of seats in each course by 36 percent. That will bring up the total number of seats from 42,000 to 49,000," Vij said.

"From last year's nine percent OBC quota reservation, this year the reservation will be increased to 18 percent. Next year, the reservation will be increased to 27 percent as per the directions of the Supreme Court and the human resources development ministry," he added.

The admission process in DU will begin from June 1 with the availability and submission of forms. The first cut off list will be announced on June 25.

Polls not only behind Madhya Pradesh's poor exam results

Various student organisations in Madhya Pradesh disagree with Education Minister Archana Chitnis and secondary education board chairperson Snehlata Shrivastava that the polls only were responsible for the poor pass percentage in this year's high school examinations.

Soon after the declaration of results, with the pass percentage declining to 35.33 against last year's 57.89, Chitnis and Shrivastava attributed the engagement of teachers in election work as one of the main reasons behind the students' poor show.

However, the various organisations cite the late availability of textbooks when the academic session started, failure of the department in ensuring training of teachers as per the changed syllabus, lack of adequate number of permanent teachers at the schools and above all, curtailment of 2008-09 session by over a month in a bid to start the new session (2009-10) in time.

"The state government spoiled the students' career by making attempts to declare the results in a record time. Teachers engaged on contract basis cannot do justice to teaching as compared to teaching by trained teachers. The answer sheets should be re-evaluated," demanded National Students of India (NSUI) state unit chief Rashmi Pawar.

Ashasakiya Vidyalaya Sangathan (Private Schools Association) president Surendra Singh Baghel also said that the poor results were due to changes in pattern of language papers like English and Sanskrit with the result that the students in rural areas for whom Mathematics and Science were already tough subjects, faced yet another difficulty.

Even the Akhil Bharatiya Vidyarthi Parishad (AVBP), affiliated to the ruling Bharatiya Janata Party (BJP), blames the government. "Elections alone can not be blamed. In fact, decline in standard of teaching is one of the major reasons behind the poor results," ABVP general secretary Vishnu Dutt Sharma said.

The minister has ordered a probe to find out the reasons for the poor performance.

"I have already constituted a committee to look into each and every detail like distribution of books, completion of course, availability and training of teachers, syllabus, students attendance etc. to find out the reasons behind poor result and give a solution," she said.

Over 1 lakh students apply to IP University

Guru Gobind Singh Indraprastha University (GGSIPU) has received more than 1.6 lakh applications for about 15000 seats offered in various courses this year.

BBA and B.Tech courses are currently the most popular courses receiving 64,947 and 24,606 applications respectively.

Other courses such as Bachelor of Journalism and Mass Communication, B.Ed and BCA have received much lesser applications comparatively.

The University has also announced that it would introduce new courses like Masters of Journalism and Mass Communication and MBA in Banking & Insurance, Real Estate, Disaster Management, IT and others.

Batches for these courses will be conducted on weekends only.

Eight regular programmes in M.Tech and also three super speciality medical courses will also be initiated soon.

The application forms for these courses will be available till first week of July.

"New Courses like BSc in Ayurveda, Yoga and Natural Sciences, Bachelor in Audiology and Speech Pathology and M.Tech in Tool Engineering will also be introduced soon," said Prof. Dilip K Banyopadhyay, new Vice-Chancellor of the University.

JNU student alleges Bihar Chief Minister for plagiarism

Atul Kumar Singh, a Ph.D. student from Jawaharlal Nehru University (JNU), has alleged Bihar Chief Minister Nitish Kumar for plagiarism.

Nitish Kumars' book "Special Category Status: A Case for Bihar" has reproduced major portions from Atuls' paper under the same name.

Asian Development Research Institute (ADRI) based in Patna is publishing the 80-page book by Mr. Kumar.

Economist Lord Meghnad Desai released it on Friday.

Atul, who is doing his research on "Role of State in Economic Transformation: A Case Study of Bihar", was initially a faculty member at the Centre for Economic Policy and Public Finance being run by ADRI.

"A PIL was filed last year in the Patna High Court, insisting for grant of special category status to Bihar. The Central and State Governments were respondents in that case. I was asked to write a document to help the State Government in preparing its response to the PIL by the Director of the Centre," asserted Atul, who contested Bihar State Assembly elections as an Independent in 2005.

"Few days back I came to know that my work was being re-produced under the authorship of Nitish Kumar. Surprisingly my name figures in the list of acknowledgments in the book," he added.

"Atul has sent a notice to ADRI and the Bihar Chief Minister on the same issue," said his lawyer Sanjay Parikh on Thursday.

7 Indian Universities list in Top 100 universities of Asia

In a recent global survey conducted on Asian universities, merely seven Indian universities could make to the list of Top-100 universities in Asia.

The seven universities being the five IITs, Delhi University (DU) and Pune University.

DU stands at the 60th position while IIT Bombay at 30th, IIT Kanpur - 34, IIT Delhi - 36, IIT Madras - 49 and IIT Roorkee at 63rd position.

"Dedicated institutes like Indian Institutes of Technology (IITs) are better equipped to build global recognition than large public universities," said Ben Stower, Head of research at Quacquarelli Symonds Ltd.

This was for the first time that a regional ranking was conducted by QS that compiled the Times Higher Education - QS World University Rankings.

"It is disheartening to know that DU has been ranked so low within Asia and even the IITs have been ranked so low. The problem with the IITs is that even though they are good in Science but they lack in technology research," said Deepak Pental, Vice-Chancellor of DU.

"In case of DU, we are trying to incorporate the semester system, which is the norm in the Western countries. We will also look into improving our research and course work", Pental added.

Girls outshine boys in CISCE Class-X, Class-XII exams

Girls outshone boys in the Class X and Class XII examinations conducted by the Council for Indian School Certificate Examination (CISCE) this year. While 1,08,217 students, including 60,812 boys and 47,405 girls, had appeared in Class X (ICSE), about 52,552 students, including 29,207 boys and 23,345 girls, had written the Class XII (ISC) exam, conducted in March this year.

The results announced by CISCE showed that 98.05 per cent students got through the ICSE while 97.08 per cent students could pass the ISC. But girls have done better than boys. Their pass percentage is 98.14 in ICSE (Class-X) against 96.90 per cent pass rate of boys, Gerry Arathoon, Additional Secretary of CISCE said.

Similarly in ISC (Class-XII), the pass rate of girls is 98.18 per cent against 96.21 per cent by boys, he said. The highest aggregate mark is 99 per cent (English + best four subjects) at the ICSE Examination achieved by a boy.

While 1701 candidates, including 905 girls and 796 boys, have been awarded grade 1 in each of the seven subjects. The highest aggregate mark is 99.25 per cent (English + best three subjects) at the ISC Examination attained by a boy.

Navodaya Vidyalayas outdo others in CBSE Class 12 exams

The autonomous Jawahar Navodaya Vidyalayas (JNV) performed better than other schools across India with a whopping 94 percent JNV students passing the Central Board of Secondary Education (CBSE) Class 12 exams.

The pass percentage of Navodaya Vidyalayas in board exams was 94.09 percent, which is 2.65 percent higher than last year.

Of the total 21,692 JNV students - 13,946 boys and 7,746 girls - as many 371 scored 90 percent and above.

JNVs are autonomous schools under the ministry of human resource development.

The Kendriya Vidyalayas followed the Navodaya Vidyalayas with a pass percentage of 91.32, an increase of 0.32 percent from last year.

While the government schools have registered a pass percentage of 82.81 percent, the independent schools, popularly known as public schools, have registered a success rate of 80.94 percent, as against 81.68 percent last year.

Among others, the central Tibetan schools, under the CBSE, have registered a pass percentage of 91.15 percent as against 85.81 percent in 2008.

The pass percentage in private schools has shown an improvement with 49.72 percent students clearing the exam compared to 37.77 percent last year.

This year 627,821 students - 361,642 boys and 266,179 girls - appeared for the board exams in India and abroad.

The overall pass percentage - at 81 - recorded a marginal increase of 0.09 percent over last year. Girls have done better than boys with the pass percentage at 85.94 as compared to 77.40 for boys.

As many as 15,839 students scored 90 percent or above in CBSE Class 12 results announced on Friday.

I worked hard, will celebrate whole year - CBSE India topper

Sheer hard work turned 17-year-old Tanvi Aggarwal's dream into reality - she is India's topmost scorer in the CBSE Class 12 exams with a whopping 98.4 percent marks. "I can't believe it!" she keeps saying.

"Tanvi has scored a perfect 100 in three subjects - economics, accountancy and mathematics. In business studies, she scored 99, while in English she got 93," said a Central Board of Secondary Education (CBSE) official.

She has topped in the commerce stream. A student of Apeejay School in Faridabad on the outskirts of the capital, Tanvi said although she expected to do well, never did she imagine this.

"I was sure I was going to do well in my board exams since I had done well in my pre-boards, scoring 94 percent. But I obviously didn't expect to be the India topper! It's more than I can imagine," Tanvi, who lives in Faridabad, told sources.

Topping exams is however not new for her or her family.

"I had topped my school in the Class 10 board exams. During these exams I drew a lot of support from my elder sister, who was a school topper herself. Whenever I had any difficulty, she was always there," she said.

Crediting her success to consistent hard work, Tanvi said: "I didn't have a set pattern of studying but I knew that last moment studies don't help. I started putting in all my effort from the very beginning of the year. Regular studies are a must, consistent hard work pays."

"I had taken coaching in accounts, maths and economics everyday for an hour and above that I would religiously study for four to five hours," she added.

Although a tad disappointed with her English score - never mind that it's 93 - she now looks forward to taking admission in the premier Shri Ram College of Commerce in Delhi University.

"I probably got it from my father, but I was never interested in science and always had a bent towards commerce. My father is an alumni of the Faculty of Management Studies (FMS) and is the vice president of V5Global Services," said Tanvi.

Mrittika Sen, a Class 12 student from Mumbai, is another topper with 98.4 percent marks, but she is from the science stream.

Commerce topper Tanvi has a word of advice for other students. "Time management is the key to success. It is imperative to manage your time well and plan everything out so that there is no confusion at the last moment," she said.

For now the thrilled teenager is content in just celebrating with her family and of course, enjoying the endless interview calls from the media.

"I will celebrate the whole year," she chirped.

Performance of Delhi government schools improves

Delhi Education Minister Arvinder Singh Lovely congratulated the students of government schools whose performance in the CBSE class 12th results, declared on Friday, had improved compared to last year.

The overall pass percentage of Delhi government schools has gone up by 1.44 percent. "There has been a marked improvement in pass percentage of students of Delhi government schools whereas there has been a decrease in pass percentage of students from public schools in Delhi," the minister said, in a statement.

Lovely said that government schools in Delhi, in fact, had bridged the gap and established parity in performance with public schools.

"Pass percentage of government schools has gone up from 85.70 to 87.14 percent whereas the percentage has decreased in case of aided schools from 78.61 to 75.68 (down 2.93 percent) and in case of public schools from 87.81 to 87.17 (down 0.64 percent)," he said.

Lovely said that last year there was difference (2.11 percent) between pass percentage of public schools (87.81 percent) and government schools 85.70 percent. "It is credible that this year the pass percentage of government and public schools is same," he said.

"Number of merit certificate winners in government schools has gone up from 98 in 2008 to 124 in 2009 which is also a big achievement," he added.

Lovely also said it was a matter of great satisfaction that Delhi government schools have also been imparting quality education to the special children, with Anuj Goel from Rajkiya Pratibha Vikas Vidyalaya, Shalimar Bagh topping all over India with 96.4 percent in Class XII with Commerce in this category.

Delhi Chief Minister Sheila Dikshit also congratulated the students and their parents on their outstanding performance.

This year, around 5.6 million students appeared for the High School & Intermediate Examinations. Out of these, 24 Lakh students appeared for the Intermediate Examination and 32 Lakh students appeared for the High School Examination.

IIT JEE 2009 Results declared

The anxious wait is finally over for thousands of IIT aspirants. The Indian Institutes of Technology (IITs) have announced the result of the Joint Entrance Examination (JEE) 2009 conducted on April 12, 2009 for admission to nearly 6,000 seats in 15 IITs.

A total of 384,977 students appeared for JEE 2009 for admissions to undergraduate courses in the fifteen IITs, IT-BHU and ISMU Dhanbad.

10035 candidates have been declared qualified to seek admission for 8295 seats in the IITs at Bhubaneswar, Bombay, Delhi, Gandhinagar, Guwahati, Hyderabad, Indore, Kanpur, Kharagpur, Madras, Mandi (H.P.), Patna, Punjab, Rajasthan and Roorkee, IT-BHU Varanasi and ISMU Dhanbad.

The number of candidates who appeared in JEE-2009 is nearly 24% more than that in the previous year.

Nitin Jain (Reg. No. 2076372) who appeared in JEE from IIT Delhi Zone topped this year's All India list of successful candidates.

In 2008, out of 311,258 candidates who wrote the examination, 8652 candidates were declared qualified to seek admission for 6872 seats in IITs at Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee, some proposed new IITs, IT-BHU, Varanasi and ISMU Dhanbad.

This year, admissions will also be made to IIT Indore and IIT Himachal Pradesh - each having 120 seats. The counselling of successful candidates will be held from June 9 to 16.

IITs located at Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee and IT-BHU, Varanasi and ISMU, Dhanbad will reserve 18 percent of the total seats for OBC candidates this year. The newly setup IITs at Bhubaneshwar, Gandhinagar, Hyderabad, Patna, Punjab and Rajasthan will reserve 27 percent seats for the OBC candidates.

In JEE 2009, the major changes were disappearance of assertion reasoning type of questions, subjective questions were back in the paper, and negative marking in (multiple) choice types. There was a qualitative shift in the kind of questions asked - these did not require a lot of rigorous problem solving, but rather a fairly good understanding of the concepts and the ability to comprehend and analyse.

The paper evoked a mixed response from the students as well. While some termed it as very difficult, others said anyone with clear concepts would not have faced much difficulty.

"The main problem was negative marking and subjective questions that too so many. They were not expected at all. Overall, the paper was very difficult," a JEE-taker said.

But Aditya Bindal, a Class XII student of St.Xaviers School, said he "enjoyed" writing the exam.

"We were prepared for the pattern change. So, tackling it was not much of a difficulty. The questions were concept based. But I was a bit surprised with negative marking," Bindal said.

Tripura takes over India's first PPP model medical college

To protect the interest of 200 MBBS students and over 900 doctors and other employees, the Tripura government has taken over India's first PPP model medical college and hospital, promoted by the Kerala based Global Educational Net (GENET), officials said here on Sunday.

"The 100-seat Tripura Medical College, set up by GENET in collaboration with the Tripura government here in 2004, is the first public private partnership (PPP) model in the healthcare education in India," Tripura Health Minister Tapan Chakraborty said.

An official notification said: "As the GENET has failed to comply with the terms and conditions of the agreements signed with the organisation and also conveyed its inability to run the medical college, the Tripura government has rescinded all agreements and lease deeds signed with GENET."

"An 11 member registered society headed by principal secretary health and family welfare has been formed to run the college and hospital," the notification added.

With the establishment of the medical college, which also has a 500-bed hospital, the Tripura capital had also achieved the remarkable distinction of being the only city in the northeastern region to have two medical colleges. The state-run Tripura government Medical College started functioning in 2003.

"As per the term and conditions, the Tripura government has so far provided Rs.250 million to GENET to run the medical college and hospital and the organisation had collected over Rs.210 million from the students as donations," a senior official, requesting anonymity, said.

The notification also said: "The GENET has failed to secure permission of the Medical Council of India (MCI) and government of India in admitting students in the academic year 2008-09 and it has also failed to pay the salaries of employees due to which there was a series of disruptions in the normal functioning of the college and hospital."

Skill-based courses best choice for average performers in CBSE

Don't get panicky if you failed to get that 90 percent dream score in Central Board of Secondary Examination (CBSE) Class 12 exams. Skill-based vocational courses could be the mantra for average performers in board exams, according to career counsellors.

"I think students with average scores in board exams can follow their heart and pursue their dreams rather than going for conventional courses. Actually the vocational courses are more in demand these days for they help in honing students skills," career counsellor Geetanjali Kumar told sources.

She said students in the band of 60 to 80 percent marks can go for language courses, jewellery designing, interior designing, travel and ticketing, animation, computer designing, event management, journalism, radio jockey, fashion designing -- and the list goes on.

"After doing these skill based courses, students will get hands-on experience which will add on to their professional experience. Besides, they can go for routine courses through distance learning from IGNOU or other private universities. These students will be better equipped to play the role of multi-taskers and can do very well in their lives," said Kumar, who has been motivating students and parents to think out of the box.

The CBSE in its counselling manual has also appealed to students that board results are not the ultimate decisive factor in their lives and it is more important to choose the next options.

"Find out and update with wide and varied career choices. Invariably the decision should not be based or influenced by the friends. For an average performer or below average, skill-based vocational courses are best choice," the manual said.

Leela Dewan, coordinator of the helpline 'Snehi' for board students, said: "We talk to the parents and make them understand that it is not the end of the world. There are private institutes, polytechnics and professional courses. We advise them to go for the course and not the college. It is important for the child to pursue what he/she is interested in."

Most of the counsellors feel that after board results the parents should take their child to professional career counsellors for it will help in adjudging their skills and guiding them in a better way.

"Counselling is a must for all students for it gives them a focused approach post-results and helps in reducing stress. Students do better after school because of maturity and greater focus, course of interest, rise and awareness level and exposure to options," said counsellor Deepti Singh.

Over 10,000 clear IIT entrance test

As many as 10,035 candidates have cleared the Joint Entrance Examination-2009 (JEE-2009) for admission to undergraduate courses in 15 Indian Institutes of Technology (IITs), it was announced on Monday.

The 10,035 candidates - 1,048 girls and 8,987 boys - have been declared successful to seek admission for 8,295 seats in the IITs at Bhubaneswar, Mumbai, Delhi, Gandhinagar, Guwahati, Hyderabad, Indore, Kanpur, Kharagpur, Madras, Mandi (Himachal Pradesh), Patna, Punjab, Rajasthan and Roorkee, said a statement released here by IIT Delhi.

At least 384,977 students - 286,949 boys and 98,028 girls - appeared in JEE-2009 on April 12. The number was 24 percent higher than previous year.

Nitin Jain, who appeared from IIT-Delhi zone, topped the 2009 examination while Kritika Singh from IIT-Kanpur zone, with an All India ranking of 56, topped among girl candidates.

The counselling of successful candidates for allocation of seats will be held from June 9-16. The course allocations will be declared on June 24.
