To speed up the processing of income-tax returns and issuing refunds, a new centre is expected to start operations in Bangalore in four months. The centre will process documents filed online from all over the country.

A proposal to set up the Centralised Processing Centre (CPC) was approved by the Cabinet today and would cost Rs 255.46 crore over five years, Home Minister P Chidambaram said today. Besides online returns from across the country, the centre will process paper returns filed in Karnataka, he said. The workflow in the centre will be managed by the departmental officers and staff who would be assisted by vendor supplied manpower, the minister added.

"The Income Tax (I-T) Department expects to operationalise the centre within the next four months. The centre will enable the department to process the returns and issue refunds expeditiously," Chidambaram said. He said the workflow in the centre will be managed by the departmental officers and staff who would be assisted by vendor supplied manpower.

While the departmental officers and staff will be responsible for logistics, coordination, and sovereign responsibilities, the vendor would be responsible for developing software for processing returns and tax accounting.

The process of selecting the vendor is in final stages, Chidambaram said. The data relating to the processing of returns would reside at the primary data centre of the I-T department, which has recently been commissioned in New Delhi, Chidambaram said.

The department will continue to exercise full control over taxpayers' data so as to maintain privacy and security of tax payers' data, he added.
