City police commissioner K.V. Rajendranath Reddy stated that the candidates who were selected for the Stipendiary police constable (civil/armed reserve/APSP/NPF) by the Police Recruitment Board should appear here at city armed reserve (CAR) grounds on January 15 at 10 a.m. The candidates should bring their hall tickets, duly filled agreement on Rs. 100 non-judicial stamp paper and two colour photos along with them, he said.

Coimbatore: City Police Commissioner K.C. Mahali on Wednesday inaugurated an exhibition at the Mounted Horse Branch of the Police Recruit School – Armed Reserve grounds on Avanashi Road to mark the completion of 150 years of Tamil Nadu Police.

The exhibition has been organised to create awareness about the functioning of the police among the public. It will be open to the public from 10 a.m. to 5 p.m. for 15 days.

The stalls put up by the police display uniforms of the police force at various stages from colonial days. Weapons used by the force too are on display. A stall put up by the Anti-Sabotage Teams of the Bomb Detection and Disposal Squad of the City Police showcases the various types of explosives used by terrorists.

Telephone bombs, tiffin box bombs, plastic can bombs draw the attention of the visitors. Explosives detectors such as mine detectors, hand held metal detectors, door frame metal detectors and other gadgets too are on display besides the methodology to identity, detect and defuse explosives.

Charts, photographs and police procedures relating to crime prevention, detection, patrolling have been arranged in other stalls. Various ongoing projects of the City Police such as community policing, micro level traffic planning, road safety measures, road rules and violations, counselling and guidance offered by the

All Women Police Stations in family and matrimonial disputes are explained to visiting public. The film Uyir brought out along with Ganga Hospital on road safety and the need to prevent road accidents will be screened.

One of the stalls also has photographs and charts relating to road accidents and road rules to be adhered to. The exhibition will provide insight into the functioning of the police and the challenges involved in policing, Mr.Mahali said.

The grievance redress mechanism for the public and the police personnel was explained in one of the stalls.

An inter-school debate competition in English and Tamil would be organised at the police station level, sub-division level and then at the city level. Competitions in painting and essay writing too will be held.

The police will play a volley ball match against members of the public. A marathon will be organised in the first week of February for school and college students besides a 'pattimandram.'

There will also be an inter-unit band competition among the police personnel, Mr.Mahali said.

Delhi Police issues notices to DDA allottees

New Delhi (PTI):
The Delhi Police has issued notices to all successful allottees in the DDA housing scheme asking them for details of their applications as well as monetary transactions.

"We are contacting every allottee of the DDA flats through a questionnaire which they have to reply to within 15 days of the receipt of the notice," Additional Commissioner of Police Economic Offences Wing (EOW) S.B.K. Singh told reporters here on Wednesday.

The questions are related to details of the allottees' applications and money transactions.

"After analysis of the replies, we will see if any rules have been violated or not," Singh said, adding, if needed, "we will consider the replies as evidence and allottees as witnesses."

The questionnaire has 11 questions in total which generally inquire whether the applicant has applied for the housing scheme or not. "If yes, then what was the application slip number and the counter foil."

Some of the other questions pertain to whether the applicant has applied directly or through some agency or individual, who filled up the application form and if a bank loan has been availed.

Also on the list of questions is the name of the bank and its branch, how the money was paid and the account number of the person's bank.

The notices have been issued under section 91 of the CrPC, which legally bind a person to give a reply.

"We will look into all aspects and verify whether any rules have been violated or not," Singh said.

Delving further into the probe findings, he said that former DDA employee M.L. Gautam, who is under arrest, has given names of some financiers who had put advertisements in newspapers.

Sports contests mark 150th year of State police

SALEM: The Salem Police conducted a police-public sports competitions to mark the 150th year of the Tamil Nadu Police here on Tuesday.

Various sports events including 20-20 cricket match, volleyball, kabaddi, athletic events and other competitions were organised in which colleges, associations and other outfits along with police team participated.

Earlier the police team led by Inspector General of Police (West Zone) Pramod Kumar played a 20-20 cricket match against a college team. AVS college of Arts and Science, Salem won the volleyball match against another police team.

The day-long competitions were held at AR Police grounds. Salem Superintendent of Police N. M. Mylvahanan supervised the entire celebrations in which DIG (Salem Range) K. Vanniya Perumal presided and Collector J. Chandrakumar distributed prizes and certificates to winners. For the family members, competitions such as Rangoli were organised.

On Monday, Namakkal police conducted similar sports events in which Superintendent of Police Vidya D. Kulkarnai and senior officials took part. Collector U. Sagayam distributed the prizes. IG Pramod Kumar inaugurated the tournaments at Namakkal and later in Salem.

Police passive spectator to violence in State

CHENNAI: The Police department has become a passive spectator to violent incidents in the State, All India Anna Dravida Munnetra Kazhagam (AIADMK) said on Friday.

Participating in the debate in the Assembly on a motion to thank the Governor for his address to the House, D. Jayakumar, AIADMK legislature party treasurer, referred to the violence witnessed in the State during the recent fast of the Viduthalai Chiruthaigal Katchi leader Thol. Thirumavalavan and said the police had not taken any step to contain it. Giving an account of numerous incidents in the last couple of years, he recalled the attack on the convoy of the party general secretary Jayalalithaa during her visit to Pasumpon in October last and on the Satyamurti Bhavan, the headquarters of the Tamil Nadu Congress Committee. The incidents in the last two years pointed to the activities of naxalites, terrorists and mercenaries.

Moving the motion, K. Pichandi of the DMK explained the various infrastructure and welfare projects of the government.

C. Gnanasekaran (Congress) asked the government to provide details as to how many persons involved in the recent violent incidents during Mr Thirumavalvan's fast were booked under the National Security Act. G. Ediroli Manian (PMK) wanted the minimum support price for rice to be fixed on a par with that of wheat. When K. Mahendran (Communist Party of India-Marxist) raised the issue of providing land pattas to those who were compelled to return to the country from Myanmar, Revenue Minister I. Periasamy replied that about 2,600 returnees would soon be given pattas.

S. Gunasekaran (CPI) and R. Gnanadoss (Marumalarchi Dravida Munnetra Kazhagam) also participated.

50 policemen get Chief Minister's medals

VELLORE: Distribution of Chief Minister's Medals for best service to 50 policemen, medals to five government officials for distinguished service and distribution of welfare aids totally worth about Rs.31.70 lakh to 240 beneficiaries marked the Republic Day Celebrations in Vellore district on Monday.

Collector C. Rajendran hoisted the national flag, took the salute and distributed the medals and welfare aids at the celebrations held at Government Nethaji Stadium here. He also honoured freedom fighters who attended the celebrations.

The Collector presented a memento to A. Suganthi, District Revenue Officer, Vellore, for her administration of the Revenue Department in the district, a medal and certificate to Bhaskar, Junior Engineer, Public Works Department, for his service in the PWD, and medals and certificates to officials of various other departments for their service.

Mr. Rajendran also distributed total financial assistance of Rs. two lakh to 10 women under the Moovalur Ramamirtham Ammayar Marriage Assistance Scheme and sewing machines worth Rs.11,500 to five women through the Social Welfare Department, marriage assistance of Rs.35,000 to 10 women under the scheme for daughters of ex-servicemen through the Department of Ex-Servicemen's Welfare.

He distributed sewing machines to 10 women (Rs. 23,000) and iron boxes to 10 beneficiaries (Rs.24,000) through the Department of Backward Classes and Minorities Welfare, power sprayers and coconut saplings to two persons through the Agriculture Department.

He also gave away loans to the tune of Rs.19.63 lakh to 90 beneficiaries for purchase of load auto, milch animals etc. through the Tamil Nadu Adi Dravidar Housing and Development Corporation and tricycles worth Rs.6,500 to two persons through the District Disabled Rehabilitation Centre.

Mr. Rajendran distributed loans to the tune of Rs. three lakh to five women's self-help groups through the Department of Cooperation, and weaker section loans to four persons (Rs. 40,000), financial assistance to nine persons (Rs. 43,200), marriage assistance under social protection scheme to four persons (Rs. 16,000) and free house site pattas to 12 persons (Rs. 3,87,280) through the Revenue Department.

Mr. Rajendran gave away cash prizes of Rs.1,000 each to four sportspersons - R. Anitha (Government Higher Secondary School, Sathuvachari), J. Vivek Durai (GHSS, Sathuvachari) and N. Ezhumalai of Rangapuram, Vellore who won gold, silver and bronze medals respectively in the All-India Inter-School Weight-Lifting Championship and the National Rural Youth Sports Meet held in Punjab in December 2008 and to E. Dhinesh (G.V.C. Matriculation School, Arcot) who won the gold medal in the javelin throw event in the state-level Republic Day meet held in Madurai this month.

AE arrested for getting job with fake certificates

WARANGAL: The district police arrested Assistant Engineer and a group of persons who joined the Housing Corporation on contract basis by producing fake certificates. According to Subedari, CI Ch. Raghunandhan Rao and SI C. Satish Babu, the police took into custody Bhanothu Rajender who was working as AE in Housing Corporation on complaints of misappropriation .

When a complaint was lodged at Regonda mandal, he absconded and obtained an anticipatory bail. The police found Mr. Rajender's Diploma in Civil Engineering certificates to be fake.

Further investigation revealed that eleven other persons joined the outsourcing agency of Indiramma Housing scheme as work inspectors by producing fake ITI certificates.

System to monitor criminals on the anvil

KOCHI: If the new plan being drawn up by the police comes into force, all known criminals in the rural district will be under constant surveillance. As part of the Operation Periyar, the programme to fine-tune policing in rural district, dossiers were opened on all known criminals in the area.

"Criminals are classified into three, based on their activities. Some of them feature in the list, even though they are no longer active. These discrepancies are being sorted out," said P. Vijayan, Superintendent of Police, Ernakulam Rural.

As the next stage, every policeman in the rural district will be given the job of monitoring five persons in the list. "The policemen can do this at their convenience, as there is no strict rule on how to go about it. But if the person under their surveillance commits any crime, the policeman concerned will have to answer queries," he said. Criminals on whom dossiers have been opened will be categorised on whether they are presently active or not and also to include names of criminals who are active but not in the list. The third segment of the dossier is being worked upon now and is expected to be completed by February 15.

With nearly 1,200 policemen operating in all police stations in the rural district, it is believed that the system would put more than 5,000 criminals under constant monitoring.

Dossiers were also prepared on those who have history of associations with communal groups during the Operation Periyar drive. Activities of nearly 200 persons were put under scanner during the drive.

Similarly, a detailed database of migrant labourers was prepared during the drive and details of around 1,200 persons were collected during this period.

Police force to be strengthened

HASSAN: Home Minister V.S. Acharya said here on Tuesday that steps were being taken to strengthen the police force in an effort to maintain law and order in the State. Personnel would be recruited to the Anti-Naxal Squad, the Anti-Terrorist Squad and the Special Intelligence Wing in four months' time. Mr. Acharya made a brief halt here on his way to Mangalore.

He said there were vacancies in the police force. Recruitment of constables in Hassan, Mangalore and some other districts had been completed. "We are also utilising the services of KSRP personnel to maintain law and order.

There are 12 KSRP battalions in the State with 1,000 personnel each. As they cannot be called in all the time, recruitments are being made," he said.

Reacting to the recent attacks on women at a pub in Mangalore, allegedly by activists of the Sri Rama Sene, Mr. Acharya said it was the media that "blew things out of proportion".

These cameramen did not even inform the police of the matter," he said and added that 13 people had been immediately arrested in this regard. Twelve people were arrested later, he said. "We have viewed the video footage and identified the culprits. One advocate and another, the husband of a corporator, are among those who are absconding. A search is on to arrest them," he said.

Mr. Acharya said the Government had already recruited personnel for the 13th KSRP battalion, and they were under training in Koppal.

He said that as Bangalore had become internationally famous, it had become a target for criminals.

Bangalore had witnessed 17 murders in January, of which 12 cases had been solved, he said and added that the police had arrested members of an inter-State gang who were involved in a series of vehicle theft cases. More than 8 kg of gold jewellery had been recovered from their possession, he added.

CBI registers case against SBI officials

HYDERABAD: The CBI has registered a case against Chakilam Raghuram, MD of Chakilam Trade House, C. Uma, a company director and some officials of the State Bank of India (SBI) in connection with obtaining loans from the bank by providing bogus collateral securities.

A bureau press release on Thursday said Raghuram had allegedly fabricated financial statements with a higher turn over to get loans from SBI in Secunderabad. He had also created multiple mortgages over the same flats which were offered as collateral security for the bank. The SBI branch in Secunderabad, the CBI stated, had suffered a loss of Rs 1.36 crore. However, it had not named any bank official as an accused person in the case.

IT staffer in CBI net

GUNTUR: Central Bureau of Investigation sleuths trapped an Office Superintendent D. Krishna Mohan of Income Tax Department Range-I office here on Friday evening and caught him accepting a bribe of Rs.10,000 from one Vijaya Kumar.

The complainant, a Youth Congress vice-president Vijaya Kumar, approached the CBI following Krishna Mohan demanding Rs.15,000 for not taking action against his father on a complaint of non-payment of tax on some property they owned. The deal was finally settled at Rs.10,000 and on Friday five CBI officials came from Visakhapatnam and laid the trap.

The CBI Superintendent of Police G. Nageswara Rao told The Hindu that they could be approached over phone Nos.0891-2783333 in Vizag or 040-24732768 in Hyderabad.

The Visakhapatnam branch of CBI has jurisdiction over all nine coastal districts of the State, he added.

As part of recruiting 226 stipendiary cadet civil constables, 220 armed reserve male constables, APSP, SPF, Firemen and Warder posts, application forms will be sold at the police Commissionerate between February 2 and 28. Those who want to apply for the posts can buy the forms between 10.30 a.m. and 5 p.m. by paying Rs. 10 per form.

Training for community police volunteers

Tirupur: Plans are afoot to impart basic training on self protection and crime prevention techniques to people who are being recruited as community police volunteers (CPV) in Tirupur, according to Superintendent of Police (Coimbatore Rural) N. Kannan.

At a function organised by the police to propagate the concept of community policing here on Saturday, he said that experts from District Crime Records Bureau would teach them the crime prevention methods.

Officers attached to Armed Reserve battalion would impart coaching to the CPV on self protection tricks to help them tackle thieves and burglars.

P. Sivanandi, Deputy Inspector General of Police (Coimbatore range), urged the textile entrepreneurs to come forward to sponsor the expense towards deployment of CPV at the rate of 100 persons under each of the five stations in Tirupur sub-division.

The utilisation of CPV would improve law and order and bring down the crime rate in the city drastically.

At present, Tirupur accounted for about 45 per cent of crimes such as theft, burglary and robbery that were taking place in Coimbatore district, he pointed out.

Soft skills
Mr. Sivanandi reiterated the need for developing soft skills among police personnel while dealing with petitioners at the stations, to alter the mundane attitude to the work in some of the stations.

The police officials should always behave gently to the people coming with their grievances to win their confidence.

He hinted that more police personnel would be posted once the Tirupur district was officially inaugurated.

"Presently, the sub-division has just 260 police personnel to cater to a population of about 10 lakh and streamline traffic of three-lakh vehicles,"

Cyber crime is a matter of concern: Jeevankumar

Mysore: Cyber crimes have increased over the years though the number of cases registered does not reflect the extent of spread of the phenomena, according to Inspector-General of Police (Southern Range) Jeevan Kumar Gaonkar.

He said this at a seminar on "Cyber Crimes and Human Rights – New Perspectives", organised by the Centre for Information Science and Technology (CIST), University of Mysore, here on Monday.

Though only four cyber crime cases were registered in 2001 when the Cyber Crime Police Station was opened at Bangalore, their number increased over the years with 16 cases registered in 2002, 42 in 2005 and 58 cases registered during 2008. However the numbers are not a reflection of the actual scenario pertaining to cyber crime, said Mr. Gaonkar.

Persons committing cyber crimes are knowledgeable people well-versed in computer operations.

Cyber terrorism is a matter of concern as national security system, banking, communication network and financial transactions are potential targets. Similarly, cyber pornography is another alarming online activity.

Data encryption and fire walls are counter measures to combat cyber crimes but for the hackers or criminals any new barriers devised by the security professionals is a game of keyboard and mouse which is perceived more as a puzzle rather than as an obstacle.

Mr. Gaonkar said investigators should have good knowledge of computers to succeed in investigating cyber crime cases. He advocated creation of cyber ethics and said only good values in one's life will help curb cyber crimes.

The seminar was organized in the backdrop of increase in crimes, which is considered to be an affront on human rights. It was pointed out that there was large-scale violation of human rights through Internet and women, children, people with disabilities and weaker sections of the society are targets of cyber crime.

CIST director C. Basavaraju said human rights are being violated through the use of computers and Internet in an improper way.

VIZIANAGARAM: Minister for Housing Botcha Satyanaryana inaugurated police quarters for sub-inspector and 10 constables near Bhurjavalasa police station in Dattirajeru mandal on Sunday.

Mr. Satyanarayana said that the government was making every effort to provide basic amenities for police personnel who have been playing key role in maintaining law and order in the State.

Special courts for cyber crime sought

THIRUVANANTHAPURAM: Justice V.S. Sirpurkar of the Supreme Court has emphasised the need to create special courts to tackle cases relating to e-commerce and cyber crime.

He was inaugurating a national seminar on 'cyber crimes, cyber laws and cyber security' organised by the Centre for Development of Imaging Technology (C-DIT) in the city on Sunday.

"We need courts manned by trained judges to dispose of the cases in a time-bound manner," said Mr. Sirpurkar. The Supreme Court Justice said that the Information Technology Act should be made powerful enough to dissuade potential criminals. Mr. Sirpurkar sought to play down any distinction in the nature of crimes.

"A crime is a crime. There should not be any distinction between a white collar and blue collar crime. The differentiation is a relic of the British jurisprudence," the judge said.
C-DIT's anniversary

The two-day long seminar was organised in connection with the 20th anniversary celebrations of C-DIT. Lauding the centre for its progress in two decades, he said that the achievement was creditworthy especially since "institutions in pursuit of knowledge have a very high mortality rate in other States."

Mr. Sirpurkar added that pursuance of knowledge should not become a one-time affair.

The judicial academy must equip the prosecutors too to deal with cyber crimes. Steps should also be taken to ensure that all policemen are computer savvy and have access to computers at their stations, he said.

N.R. Madhava Menon, legal luminary and member, Committee on Central-State Relations presided over the inaugural session.

Police look for clues to Kozhikode blasts

KOZHIKODE: The arrest of nine Keralites on Saturday in connection with the serial blasts in Bangalore in July last is expected to provide vital clues to certain unsolved cases, including the twin-blasts that rocked the city a few years ago.

Top sources told The Hindu on Sunday that the radical group from Kerala, suspected to have links with Lashkar-e- Taiba (LeT) operatives in Kashmir, is also believed to have had a role in the minor explosions at the Kerala State Road Transport Corporation (KSRTC) and mofussil bus stations here on March 3, 2006, resulting in injury to two persons. Another unsolved case was the powerful explosion on a fishing boat berthed at the Beypore fishing harbour on September 17, 2005.

The Anti-Terror Cell of the State police is investigating the role of the accused in these cases. Senior officers will seek a warrant from the courts at Thalassery and Manjeri to take the accused into custody for interrogation.

The Crime Branch-Criminal Investigation Department Special Investigation Group- III, which is probing the twin blast case, has not made significant progress so far. Timer devices were used to explode the bombs.

The Beypore boat blast case was investigated by another unit of the CB-CID, but later the case was handed over to the Special Crime Unit of the Central Bureau of Investigation (CBI) on an order of the Kerala High Court. The CBI last year informed the court about closing the case.

The explosion in the boat took place barely five minutes before 30-odd fishermen were to board the vessel for deep-sea fishing.

Sources said E.T. Sainuddin alias Abdul Sattar, one of the nine accused arrested by the Bangalore police, is suspected to be involved in the Kozhikode blasts.

Sainudeen, who ran an electronic shop at Kondotty in Malappuram district, is an absconding-accused in the pipe bomb case at Vengara in Malappuram district in 1995.

The Manjeri District Sessions Court recently began the trial in the case relating to the recovery of 100-odd gelignite sticks concealed in a sack beneath the Koomankallu bridge.

Sainudeen had helped to set up timer devices to blast these bombs, said the police.

Sources said that Sainudeen had developed a strong network in the State and established links with some leaders of fundamentalist outfits.

The police suspect that Kozhikode city had been used as a testing ground to mastermind explosions elsewhere in the country. Electronic devices had been used to explode the bombs at the bus stations and at Beypore harbour.

Rules relaxed for PCs' appointment

HYDERABAD: The government has issued orders relaxing rules in favour of 627 candidates, who suppressed facts of their employment (previous and present) in the State or Central government, for appointment as police constables.

The GO 85 was issued on February 7 following a representation by R. Krishnaiah, president, AP State Backward Classes Welfare Association pleading for non-cancellation of the appointment on the mere ground that the applicants had suppressed the information relating to their previous/present employment, and to issue orders accordingly.

Police plea against acquittal in anti-Sikh riot case dismissed

NEW DELHI: The Delhi High Court on Monday dismissed an appeal by the Delhi police against acquittal of five accused persons in an anti-Sikh riot case in the Okhla Industrial Area in 1984, saying that "the police had roped in innocent persons to solve the case".

The Capital was rocked by a series of anti-Sikh riots in the wake of the assassination of the then Prime Minister Indira Gandhi on October 31, 1984.

The scene of the riot was a factory in Phase-I of the Okhla Industrial Area. The police had lodged a case in the matter on a complaint by a security guard posted at the factory.

He had told the police that a rioting mob of about 1,500 to 2,000 people armed with clubs and iron rods had attacked the factory and set up vehicles of the factory staff parked in front of it on fire.

He had further said that while setting ablaze the factory they were shouting that the owner of the factory was a Sikh and they were taking revenge of the assassination of the Prime Minister. The mob had looted bottles of soft drink, typewriters and furniture and other items of the factory, the guard had said in his complaint.

He and his companions had saved the lives of factory staff with a great difficulty by concealing themselves under the goods kept in the factory, the complaint had stated.

However, the complainant had failed to name any persons out of the crowd for the riot, saying that he would identify them if confronted. He had also failed to tell the police the whereabouts of his companions who had helped him in rescuing the victims.

The police had initially arrested Ravinder Singh, one of the accused in the case, and then his accomplices, Daya Shanker, Raghbir Singh, Ram Avtar and Ramesh, on his disclosure statement. The police had arrested Ravinder Singh on a tip-off that if he was interrogated, the looted items could be recovered.

Dismissing the appeal, a Division Bench of the Court comprising Justice B.D. Ahmed and Justice V.V. Gupta said: "We fail to understand how the secret informer had come to know about the name of accused Ravinder Singh when the security guards had in his initial complaint categorically stated that 'he did not know the name of any persons out of the crowd." "Thus, the prosecution has failed to establish how Ravinder Singh has been connected with the commission of the present offence."

HC directs disciplinary action against police officials

Chennai: A Division Bench of Madras High Court today directed the Tamil Nadu government to initiate disciplinary action against two police officials, while ordering a compensation of Rs 4.5 lakh in an abduction case, involving four lawyers.

The Bench comprising Justices Elipe Dharma Rao and S Tamilvanan directed the state government and the DGP to initiate disciplinary proceedings against Assistant Commissioner Gopalsamy and Inspector Charles, attached to the Coimbatore district police, for illegally detaining three Advocates, sister of the petitioner and their driver in connection with their abduction case.

The Bench said the compensation amount of Rs 4.5 lakh should be distributed by giving Rs one lakh each to four lawyers and the balance Rs 50,000 to their driver.

Giving the above directions on a Habeas Corpus petition filed by E Gokulakrishnan, brother of one of the woman advocates who was among the four advocates, the Bench said the police had infringed on the fundamental rights of the advocates under the Constitution by illegally detaining them.

The petitioner contended that the advocates - Mr Manivannan, Chinna Alagu and Shankar, petitioner's sister Dr Jayanthi and driver Ajmal - were illegally detained by the police when they went to Coimbatore to settle a personal dispute.

Top police officers to take part in discussion on terrorism-related issues

CHENNAI: In an attempt to understand the complexities involved in countering terror attacks like the one in Mumbai on November 26 and adapt situational crime prevention strategies, the Tamil Nadu police will organise a high-level discussion on the terrorism-related issues.

The two-day programme, christened 'Policing Terrorism,' involves interactive sessions involving top police officers from various organisations, including the National Security Guards that handled the Mumbai terror attack. Besides local police officers, the participants will include representatives from the central police organisations, intelligence agencies and other vital establishments.

"It is imperative to sensitise the force to the emerging security challenges, more so, in the backdrop of incidents such as the Mumbai terror attack. The focus will be on giving intelligence-led policing more substance and direction. The approach of situational crime prevention will significantly improve the efficiency of intelligence gathering," Additional Director General of Police (Law and Order) T. Rajendran, told The Hindu on Wednesday.

Two professors, Ronald Clarke and Graeme Newman, who did extensive research on the post-9/11 attack (on the World Trade Centre) will present a paper on counter terrorism operations. "They wrote a book titled 'Outsmarting the terrorists,' the contents of which was incorporated in the manual on policing terrorism by the United States Department of Justice in October 2008," Mr. Rajendran said.

Commissioner of Police K. Radhakrishnan said the discussions would enlighten security agencies on aspects such as preparedness and advanced anti-sabotage checks. "The objective will be on how local police can prevent terror attack...there are lessons to be learnt from the Mumbai attack."

Pirated film DVDs seized

CHENNAI: A special police team has seized pirated MP3/DVDs of new films worth Rs.11.50 lakh during a raid in Old Washermenpet and Mint Street on Thursday.

Recent releases like Villu, Padikadhavan and Venilla Kabbadi Kuzhu and 'Siva Manasula Sakthi,' which will hit the cinemas on Friday, were seized in the raid.

Police V-Day message

CHENNAI: Firm action will be taken against anybody indulging in violence or trying to disrupt public harmony during the Valentine's Day celebrations on February 14, Additional Director-General of Police (Law and Order), T. Rajendran, has said.

Instructions had been given to all districts to ensure that adequate manpower was deployed to handle any emergency.

In Chennai, Commissioner of Police K. Radhakrishnan said additional strength would be deployed at beaches, hotels, public parks and shopping malls as a precautionary measure. "There should be no obscenity or vulgarity in the name of celebration...Surveillance will be stepped up on ECR ," he said.

Mixed response


Meanwhile, as far as celebrations go, there has been a mixed response from star category hotels in the city. Hotel Green Park's Krishnakumar Menon said they had not planned anything special for the day, as the hotel does not consider it a special occasion. At Accord Metropolitan, the hotel's discotheque and roof top restaurants have plans to cater to families as well as couples.

Hotel Savera said they do not perceive any security threat to the celebrations. Le Royal Meridian said almost half the tickets have been booked for the special bash on that day. One hotelier, who did not want to be named, said his hotel was asked by the local police to even remove a promotional banner.

Govt police vs moral police

The line of battle is drawn with the police making all-out efforts to stop the right-wing organisations from spoiling the celebrations of Valentine's Day on Saturday. Terming the celebrations as `unethical,' organisations like Bajrang Dal have threatened to crack down on lovers if they indulge in celebrations at public places or pubs.

Police patrolling would be intensified at all public places where love birds prefer to spend the Valentine's Day. "Our teams would be patrolling at parks, malls and pubs which are the favourite spots of celebrations,'' City Police Commissioner B Prasada Rao said.

Bajrang Dal has announced that its mobile teams will patrol the streets and perform marriages of cupid-struck youngsters if they are found freaking out on city roads on Feb 14.

"We won't tolerate any kind of violent acts,'' Prasada Rao said, adding that police would deal sternly with trouble-makers.

Parks, pubs, malls and big-time restaurants and eating joints were identified by the police as the favourite spots for youngsters to freak out on the day. Shops selling greeting cards are also identified as vulnerable for possible attack by the `moral police'.

Police, however, are not taking any chances and have asked the managements of pubs and malls to increase security. ``Our local officers were asked to tell the managements of malls and pubs to tighten security and to take adequate measures,'' Rao added.

Meanwhile, activists of Akhila Bharatiya Vidhyarthi Parishad (ABVP) are also likely to join the Bajrang Dal in `moral policing'.

``We would be carrying out a campaign against Valentine's Day through posters and banners at all public places and would also stop any indecent acts in public places,'' an ABVP leader said.

Training of police recruits to begin on March 1

MADURAI: Training of police recruits will begin on March 1 in temporary police training schools in the State, said Inspector-General of Police (Administration) Shakeel Akther here on Friday.

The government, through the TN Uniformed Services Recruitment Board, had conducted examinations last September in different parts of the State.

Though, a total of 6,151 candidates were selected, 5,478 persons, including 1,556 women recruits, had undergone medical tests and fulfilled other procedures such as verification of original documents.

In a day or two, the new recruits would get their appointment orders. They would have to report for training on March 1.

The training, which includes two-month long practical courses, will go on for four months.

There are seven schools for women and about 20 schools for men recruits. On successful completion, they will be posted to the Tamil Nadu Special Police, Mr. Akther said.

The number of vacancies in the State police, which was around 15,000, is expected to come down to about 9,000 against the sanctioned strength, when the new recruits join service.

The exercise of conducting examinations and selecting candidates to fill vacancies is a continuous process.

In about a year and a half, the vacancies are likely to be filled, police officers say.

More pirated DVDs, CDs seized

Bangalore: Following the raid on a few shops allegedly selling pirated DVDs and CDs in and around National Market in Gandhinagar by members of the Kannada film industry here on Saturday, the Ulsoor Gate Police raided two shops on S.P. Road. They seized pirated DVDs and CDs worth over Rs. 30 lakh from Keertana Enterprises and Sri Sai CD Shop on Sunday.

Sources said that over 25,000 pirated DVDs and CDs of Kannada, Tamil, Telugu, Hindi and English films had been seized.

A few pornographic films were also seized from the two shops. Cases have been registered against the owners of the two shops.

Meanwhile, three cases have been filed against the members of the film industry who raided the shops in Gandhinagar on Saturday.

It is said that a group of 100 members, led by film producer K. Manju, barged into the shops and threw away pirated audio CDs and DVDs, which led to altercation between the shop owners and the group.

A minor scuffle ensued when the police took the protesters into custody.

City policeman gets Ph.D.

MADURAI: It was a proud moment for 37-year-old P. Arumugham, a grade II policeman of Madurai city, when he received a communication about the conferment of doctorate on him from Madurai Kamaraj University (MKU).

"Life was tough and challenging and this made me rise up on the echelons," he says.

After his successful completion of B.A (Tamil) from Senthamizh College, he pursued B.Ed., M.A. (Tamil) and M.Ed. through distance education in Annamalai University.

Born in an agriculture family, Arumugham was married to Umarani, daughter of a policeman.

When he passed M. Phil. in first class from MKU, Arumugham did not stop there. His well wishers suggested him to go ahead with research.

Instantly, he registered with the MKU to pursue research under the guidance of K. Muthan, on the topic, "Thenurum Azhagar Vizha Kattamaippum."

Giving an outline, he said several thousands of stone carvings of various Gods in and around Thenur (near Madurai) reflected the heritage value of the ancient city. In fact, the Kallazhagar festival had its origin in Thenur, Arumugham said.

Sharing his experience during his research, he said initially "my wife Umarani opposed when I told her about my research...She did not talk with me for about six months. But, subsequently, she joined me realising the importance of my study."

Commissioner of Police K. Nandabalan appreciated Mr. Arumugham, now serving in the Meenakshi Temple police station, for his commendable work. A feather not only in his cap, but for the Madurai city police, senior officers praised.

400 kg of ganja seized

DHARMAPURI: The special police team at Dharmapuri seized 400 kg of ganja on Monday morning.

District Superintendent of Police Najmul Hoda told The Hindu that the special team of police led by Inspector N. Suryamurthy, Sub Inspector A. Kokilambal and Constables R. Sadasivam, S. Vadivel, D. Devaraj and S. Sakthivel, on information intercepted a Tata Sumo car bearing the registration number TN 60 B 2133 at the Kurinjinagar Check Post in Dharmapuri-Salem National Highway.

When they checked the vehicle, they found 40 packets of ganja, each weighing 10 kg, stacked neatly in the car.

Car driver Yesuraj (28) and cleaner Kannan, both belonging to Keeripatti village, near Usilampatti in Madurai district, were arrested.

On interrogation, they said the ganja was from Andhra Pradesh. Hoda congratulated the special team and gave cash prizes.

Over 10,000 CDs seized in raid

KOCHI: The Shadow team of the City Police Commissioner on Wednesday seized more than 10,000 CDs, including pirated CDs in different languages and pornographic CDs, from the godown of a CD shop in the city. The seized collection includes CDs of 'Gajini' in Hindi and 'Kancheevaram' in Tamil.

The raid was conducted at the godown of a CD shop at the Penta Menaka based on a tipoff received by Special Branch assistant commissioner Shamsu Illickal.

Shop owner Jojo of Mala was arrested. The shadow team which carried out the raid include Afsal, Harimon, Pradeep Kumar, Judo, Unnikrishnan, Santhosh, Lalu and Sunil Das.

Meanwhile, police seized 20 pirated CDs from a video shop in Alinchuvadu on Wednesday.

Unni, 51, son of George, Edassery, was arrested in connection with the seizure.

1,659 selected for police posts

HYDERABAD: As many as 1,659 candidates have been provisionally selected for the post of stipendiary cadet trainee sub-inspectors and equal rank in the recruitment being conducted by the State-level Police Board. Of them 1,133 are SIs, 195 reserve SIs (Armed Reserve) and 131 deputy jailors in the Prisons and Correctional Services department. Cops rewarded

Coimbatore: The Inspector-General of Police, West Zone, Pramod Kumar, on Tuesday gave away cash rewards to two police constables for apprehending an armed assailant at Pollachi bus stand on February 18. It is learnt that S. Madan alias Madankumar ) tried to hack Ganesan (40) to death in front of Pollachi bus stand. According to police, Madan inflicted injuries on Ganesan with a sickle for previous enmity. Two head constables on patrol duty, Balachandran and Victor Samraj, overpowered Madan and arrested him. Appreciating their bravery , Mr. Pramod Kumar presented Rs 5,000 each to the constables.

8,000 police constables will be recruited in State

SHIMOGA: D.V. Guruprasad, Director General of Police (CoD, Training and Special Units), said on Thursday that it had been decided to increase the strength of the police force in the State.

Addressing presspersons at the DAR Parade Ground here, he said the Government had given its consent to recruit 8,000 police constables.

It was proposed to make direct recruitment of police sub-inspectors for CoD.

He said that the police training schools in Shimoga, Tumkur, Dharwad and Mysore would be upgraded apart from establishing a permanent training school in Belgaum.

Mr. Guruprasad said that it had been decided to revise the curriculum for trainee police personnel by incorporating subjects relating to human rights and terrorism.

As many as 138 permanent lecturers would be recruited for police training schools.

Earlier, he took the salute at the passing out parade of the 10th batch of the civil police constables.

K.P. Manjunath, who was adjudged the best constable, received the trophy from Mr. Guruprasad, who also gave away prizes to other constables.

Inspector General of Police (Eastern Range) H.N. Satyanarayan Rao was present.

Superintendent of Police S. Murugan welcomed the gathering.

Additional Superintendent of Police and Principal of the Police Training School Kunigal Srikanth said 110 constables were inducted into the police force.

Tirupur: Inspector General of Police (West Zone) Pramod Kumar said that the police administration would soon come out with a police deployment plan, which in turn will be incorporated into the District Election Management Plan being prepared for the newly-formed Tirupur district.

He told this to The Hindu after a meeting of senior police officials in the district, as per the guidelines of Election Commission of India (ECI), to assess the law and order situation and to review overall election preparedness in the district, here on Thursday.

Official sources said that the deployment plan would be implemented at the ground level in letter and spirit once the typescript was accorded the final approval by the election observers to be appointed by the ECI for the various constituencies coming under district limits.

During the meeting, Mr. Pramod Kumar collected feedback from Superintendent of Police S. Shanti and sub-divisional officers on the requirement of force to safeguard the polling stations and counting centres, security to the electors and polling personnel and for securing the strong rooms where the Electronic Voting Machines would be stored.

Police recover Rs. 47.5 lakh

WARANGAL: The police, who kept a strict vigil across the district, recovered Rs. 47.5 lakh from different political party leaders, reportedly meant for distribution to voters in three separate incidents here on Monday.

The police seized Rs. 23 lakh while checking the vehicles near KITS college from one S. Ramanatham. The police attached to the Hasanaparthy station also recovered Rs. 20 lakh cash from one T. Srinivasa Rao, a poultry owner at Elkaturthy in Karimnagar district. Elkaturthy Mandal Parishad president Mr Shyam Prasad was held with an amount of Rs 90,000 during the vehicle checking operations.

In the Warangal town, at Peddammagadda area, the police recovered Rs. 3 lakh from two persons – J. Venkatrajam and A. Ramakrishna Reddy. In another incident, the police recovered six wine bottles and an amount of Rs 50,000 cash from the bus of MPTCs coming back from their political camp in Goa.

CBI gets a new Additional Director

NEW DELHI: S.C. Sinha, a 1975-batch Indian Police Service officer of the Haryana cadre, has taken over as Additional Director in the Central Bureau of Investigation. Mr. Sinha was earlier the Director-General of State Vigilance Bureau in Haryana. He has held several important positions in the CBI from 1985 to 1990 and from 2002 to 2007. He was also posted as Joint Director (Economic Offences Wing). Mr. Sinha was awarded the Police Medal for Meritorious Service in 1992 and the President's Police Medal for Distinguished Service in 2003.

100 police job candidates threaten immolation

BHUBANESWAR: Some 100-odd youths aspiring to join the Orissa police have threatened to immolate themselves in front of the office of the Director-General of Police protesting against delay in issuance of appointment letters in favour of them.

These youths were not seeking any sympathy, but entitlement for which they were put to written test, stringent physical assessment and personal interview. They had even cleared all tests conducted by Orissa Staff Selection Commission (OSSC). Subsequently, their names were published in newspaper as successful candidates.

However, owing to the reservation imbroglio, of 350 candidates, the State Government had given appointment letters to only 236 candidates keeping 50:50 ratios with 118 general category candidates and 118 reserved category candidates. The unlucky candidates did everything to draw attention of the State Government to the injustice meted out to them. They staged rally, courted arrest, faced lathi-wielding policemen and knocked at doors of court.

Finally when these youths overcame all hurdles, police administration was delaying giving them appointments, they alleged.

These youths alleged that office of the DG was not carrying out order of High Court that directed the State Government to give appointment to 114 youths (57 from general and 57 from reserved category).

Meanwhile, police verification was conducted twice on candidates.

"Even three months after passing of High Court order, the State police are playing hide and seek. We have already lost a year due to bureaucratic mess. Many candidates are now planning to move High Court seeking intervention to execute order passed by it," a candidate said.

Police drive yields result in Palnadu

GUNTUR: With political parties bracing up for a hectic election campaign, the Guntur Police have stepped up heat on anti-social elements and intensified checks in the faction-ridden Palnadu region. Special squads, including battalions of Central Reserve Police Force and Central Industrial Security Force, have been holding out flag marches in Palnadu, while the police personnel stepped up vigil on suspected elements paving way for recovery of huge haul of bombs in faction ridden villages. The police have recovered 539 bombs, most of them from Kunkalagunta and Pinnelli villages.

Superintendent of Police Mahesh Chandra Laddha ordered for a massive bound-over of all history-sheeters and perons with known criminal history. As many as 18, 937 persons belonging to Congress, Telugu Desam Party and Praja Rajyam Party have been bounded over so far by the police and revenue officials with a surety amount of Rs.1 lakh each.

Police sources said that Congress and the TDP top list with 7,046 and 7, 410 persons bounded over respectively. PRP has over 850 persons in the list. The district police have also identified 1, 577 persons as possible trouble-mongers and asked them to report at the police station daily. The SP also instructed 100 license holders to deposit their weapons in view of the elections.

Meanwhile, two more companies of CISF and CRPF reached here. As many as six companies of CRPF, CISF and APSP have been involved in the election duties.

Student arrested, fake notes seized

HUBLI: The Hubli Town Police on Wednesday arrested a student on the charge of printing counterfeit notes and seized electronic equipment and raw material used for the purpose.

The police have given the name of the arrested as Sharanabasu Siddappa Deginala (19), a native of Gundagi village in Sindagi taluk of Bijapur.

According to the police, based on a tip-off, the Hubli Town police caught Sharanabasu on Coen Road in Hubli when he was trying to circulate the notes with face value of Rs. 500. The police also seized an ATM card and PAN card of the accused. The arrested has been remanded in judicial custody. The police have taken up investigation.

60 new CBI courts to be set up: CJI

New Delhi, April 02: In an effort to increase the disposal rate of cases involving CBI, the Chief Justice of India K G Balakrishnan on Thursday announced the setting up of 60 new CBI courts across the country.

"...60 new CBI courts will be set up across the country. A recent survey shows 9000 cases involving CBI are pending in various courts," Balakrishnan said.

He was delivering the 10th D P Kohli Memorial Lecture here on "Criminal Justice System - Growing Responsibility in the face of Challenges in modern Society."

The lecture is organized annually by CBI since 2000 in honour of its founder-director (Late) D P Kohli who headed the Special Police Establishment and the agency from 1955 to 1968.

KHAMMAM: The police seized cash of Rs. 12.33 lakhs at different places in the town on Thursday as part of the drive against use of money for wooing voters.

The police said that an amount of Rs. 3.63 lakhs was seized from a person who claimed to be an employee of a local trader. They also seized Rs. 5.40 lakhs and Rs. 3.3 lakhs from two other persons in the town.

Boy missing case: CBI files report

Kochi: The CBI, on Thursday, filed a final report before the Chief Judicial Magistrate Court, Ernakulam, seeking to close as undetected the case of disappearance of an eight-year-old boy, Rahul, of Ashramam ward, Alappuzha, since May 18, 2005.

His friends last saw him near a public tap after playing together.

The CBI took over the case on a Kerala High Court directive.

Policing the police force Law & order

A crucial aspect of effective policing is manpower management and motivation is the driving force for ensuring efficient handling of human resources. However, there are inherent loopholes in the system that need to be plugged to achieve that goal.

According to a senior Delhi Police officer, the motivational aspects are completely ignored in the present hierarchical structure of the force. "The structure put in place during British rule is essentially coercive, exploitative and unequal. This is an inherent flaw. While low-ranking officers can manage just a couple of promotions, seniors are entitled to multiple promotions during their service. This is one of the major factors that discourage lower subordinates," says the officer.

For instance, most of those working with special wings like the Dog Squad, the Bomb Squad, Computers, Communications, Fingerprints Bureau and as stenographers retire with the rank they are inducted in.

"It is not an egalitarian system where a person can rise to the highest possible ranks on the basis of merit. This is the reason why senior police officers remain virtually alienated from their lower subordinates most of whom do not have a sense of belonging to the organisation. In such circumstances, as it happens in other civil services, senior officers tend to become leaders without any trusted followers," says another police officer.

The other side of the coin is that most officers other than those from the Indian Police Service tend to stagnate in the absence of avenues for promotion and subsequently lose interest in work. "It kills their efficiency and several of them try to 'compensate' for their loss through other means. Also when the lack of interest is so deep, the scope for original and creative thinking that could improve policing at various levels declines significantly," he adds.

Though the Sixth Pay Commission has under the assured career progression scheme recommended that every police functionary will be accommodated in the next pay scale after every 10 years of service, his rank will remain the same. If he is a constable, he will remain so despite his salary being more than that of a head constable!

Many police officers feel that the present system of recruitment at different levels is responsible for creating friction within the force and this has led to formation of various lobbies fighting for their own interests.

Such activities affect the quality of policing.

"There is no in-between recruitment in the British police system. We should draw a lesson from them. Recruited as constables, officers there can rise up to the top post based on merit," points out a police officer, adding that the authorities concerned can also create avenues for promotion and greater responsibilities on the basis of merit to keep the force motivated.

Book Kagodu, court tells police

MANGALORE: First Additional Chief Judicial Magistrate N.S. Mahamadapur on Saturday directed the Surathkal police to register a case against Congress leader Kagodu Thimmappa for his comments against Hindutva.

The judge found prima facie evidence against the former Minister after watching a CD containing the video footage of the speech of Mr. Thimmappa in Sagar in Shimoga district at an election meeting on March 31 in Sagar of Shimoga district. The court admitted a private complaint filed by K. Balakrishna Bhat, former MLC of the BJP, who filed it on the basis of news report appearing in the Mangalore edition of a Kannada daily on April 1.

P.P. Hegde, advocate for Mr. Bhat, told presspersons here on Saturday that the court ordered registration of a case under sections 115, 153 (A), 153 (B) and 505 of Indian Penal Code.

Mr. Hegde said Manoj Kumar Poojary, president of the city-based Hindu Shakthi, filed an affidavit before the court on Saturday saying that the statement of Mr. Thimmappa had led to ill-will between Hindus and Muslims all over Mangalore and that members of his Hindutva group faced threat.

The former minister Kagodu Thimmappa on Saturday denied that he had made any statement provoking the religious sentiments of the Hindus attracting the provisions of the model code of conduct of the Lok Sabha elections.

Mr. Thimmappa told presspersons here on Saturday that he merely asked what would happen if some others countered Varun Gandhi, the Bharatiya Janata Party (BJP) candidate in the Pilibhit constituency in a similar tone and tenor that they would also cut off the hands of the Hindutva proponents, who spew communal venom. The senior Congress leader said he had imbibed Gandhian and socialist ideology. Asked whether the BJP candidate in Uttara Kannada constituency, Ananth Kumar Hegde, had no right to seek votes only from Hindus and was it an offence, Mr. Thimmappa said that it was not wrong. He accused the journalists with twisting his statements.

VIZIANAGARAM: Police seized Rs.1,22,8495 from a van and took three persons into custody at Garividi petrol bunk on Sunday.

Police seize Rs. 50 lakh

ONGOLE: The vehicle checking at Martur toll gate on the Chennai-Kolkata NH-5 yielded rich dividends to the police who intensified their drive against illicit carrying of cash for election purposes.

Police arrested seven persons and seized over Rs. 50 lakh unaccounted cash from them and seized three vehicles in the last 24 hours in the district.

While the arrested persons could not account for the cash nor give reasons for carrying the same, police suspected that it was being carried for poll purposes. But in one instance, they could establish that the cash was being used for election purpose only.

Police arrested one Pammi Bhadri Reddy, Tobacco Board member and legal advisor to the Congress candidate, Danam Vijayakumar for Santanutalapadu reserved constituency and seized Rs. 10 lakh in cash from his house at Nagaluppalapadu.

Mr Bhadri Reddy is a close follower of Magunta Srinivasulu Reddy, Congress candidate for Ongole Lok Sabha seat. Investigation revealed that he was allegedly carrying the money for distribution in Santanutalapadu constituency.

Additional Superintendent of Police, Satyanarayana, told The Hindu that they detained one Tata Sumo vehicle at Throvagunta on Ongole-Chirala road and recovered Rs. 21.5 lakh in cash at 6 p.m. on Monday.

As the vehicle owner, Mannem China Venkata Rao could not account for the money nor establish the purpose for which he was carrying the same, police arrested him, recovered the cash and seized the vehicle.

Police are making round-the-clock check at Martur toll gate. They held one Balineni Srinivasa Rao going in his car from Guntur to Ongole and recovered Rs. 8.2 lakh in cash from him and seized the vehicle. They arrested two persons travelling by buses and seized Rs. 5.5 lakh from them.

In another raid, police arrested one Gottam Brahmanandam of Dornala travelling by bus and seized unaccounted money Rs. 4.3 lakh from him.

Police seize Rs. 43 lakhs 

VIJAYAWADA: In four separate instances of seizure of cash under the limits of Vijayawada police commissionerate on Tuesday, a total of Rs. 43.11 lakh was seized by the police from different individuals.

The Governorpet police seized Rs. 35.26 lakhs of cash from two vehicles on Tuesday. The police found Rs. 33.26 lakh of unaccounted cash in an ambassador car near Challapalli Bungalow and seized the same. The Vijaya Dairy claimed ownership of the cash and expressed its willingness to show the documents in proof. The police said that the cash would be handed over to the dairy, only after verifying the records. At the same spot, the police seized Rs. 2 lakh of unaccounted cash from Tummala Venkateswara Rao, a railway contractor. Investigation was going on.

The One-Town police seized Rs. 5.85 lakh of unaccounted cash and took two persons into custody near Kanakadurga Vaaradhi. As part of checking of vehicles, the police stopped a Scorpio coming from Tadepalli side and found a briefcase with the cash. As the two persons travelling in the vehicle – Puli Chandrasekhar and I. Nageswara Rao – failed to produce the accounts of the cash, the police seized it and began investigating into it.

In a separate instance, the Gannavaram police seized Rs.2 lakh from a car coming from Chatrai. Nandipati Prabhakar Rao, who was travelling in the vehicle, was stopped at Kolanupalli checkpost on the outskirts of Gannavaram and cash was seized from him.
