Residents oppose new Corporation plan


CHENNAI: Differences have cropped up among residents on the proposed formation of two more corporations by merging local bodies in Ambattur, Avadi and other areas.

At a public consultative meeting of Chennai Metropolitan Development Authority in Ambattur on Saturday, most of the participants wanted Ambattur municipality to evolve into a corporation. But representatives from adjacent local bodies such as Avadi and Puzhal wanted their locality to be made the headquarters instead of Ambattur, which was already dotted with government offices. Striking a different note, representatives from Anna Nagar West Ext, Ramapuram and SRP Nagar wanted their areas be added to Chennai Corporation since they were an 'arms length' away from the corporation limit.

Avadi municipality chairman Victory Mohan said: "The proposed corporation should come up with Avadi as its headquarters and Ambattur as its merged parts. As it has more areas with distinct features, Avadi should be considered for the headquarters by merging panch ayats situated along side it." A representative from Ambattur locality did not agree.

"Since Avadi has many defence- allied factories and people from different parts of India reside there, it will be a major drawback if Ambattur corporation functions from Avadi as its headquarters," he said. V Rajagopal, president, Anna Nagar Western Extension Phase-II Residents Welfare Association, said: "Their locality, parts of Anna Nagar Western Extension, are already with Chennai Corporation. Furthermore, there was a proposal to extend Chennai Corporation limits up to Golden Flats locality, but it also failed due to various reasons."

Ambattur industrial estate units yet to reopen

400 industrial units remained closed on Tuesday, too

Production loss since Friday put at around Rs.200 crore

CHENNAI: Several parts of Ambattur Industrial Estate continue to remain under sheets of water, three days after the heavy rains that lashed the city and suburbs. An estimated 400 industrial units have been hit, and they remained closed on Tuesday, too.

The industrial estate, which in recent years has also become a preferred destination for IT companies, houses close to 1,200 units.

Leaders of the association of the unit-holders put the production loss in the estate, since Friday when the surplus water from Ambattur lake inundated it, at around Rs.200 crore.

No information on power supply
The unit-owners feared that about 300 units would not be able to resume work for at least two weeks as the areas are still covered under knee-deep water and there is no information on when the power supply would be restored.

Ambattur Industrial Estate Manufacturers' Association vice-president R. Sridharan said that besides most of the units in the north phase of the estate that remain closed due to water-logging, about 70 others in the south phase did not function for the past four days.

"This is perhaps the first time that the entire industrial estate, including its south phase, was severely affected during monsoon due to an inflow of surplus water from the Ambattur Lake," he said.

The Third Main Road and its bylanes were the worst hit as the stormwater drain network was rendered ineffective owing to the ongoing elevated corridor project taken up by the National Highways Authority of India. Compounding the problems for the units was the letting out of sewage from three neighbouring residential areas — Menambedu, Mangalapuram and Pattaravakkam — into the SWD network, he said.

AIEMA general secretary S. Chandrasekaran said that with many workers not reporting for work owing to the flooded roads and lack of transport, the production was also affected.

Of the 4lakh to 5 lakh employees, about 50 per cent did not turn up for work either because of inundation or they took ill.

Members of the association said the industrial estate suffered at least three days of production loss every monsoon.

The loss due to the heavy rain has also aggravated the problems faced by the units on account of the power crisis and recession.

"Remove encroachments"
The association wanted the authorities to channellise the surplus water from the Ambattur lake to the sea by removing encroachments en route to avoid recurrence of flooding.

The insurance agencies must process the claims faster for the benefit of the units that have suffered heavy loss. The banks and financial institutions must also provide a moratorium on repayment of loans, the association members said.

Killer strain of malaria makes comeback in city

CHENNAI: This time around, malaria looks deadlier. The most deadly form of the disease, caused by Plasmodium falciparum, is showing up on tests more often this season. Just a few months ago, vivax malaria was the most common strain, but, of late, there is an increased occurrence of falciparum malaria, which can be fatal if not treated immediately.

"Falciparum malaria was under control and the more prevalent form of the disease was vivax malaria, but over the last six months the ratio seems to be getting reversed. We are noticing a gradual increase in the number of falciparum malaria cases," said Dr S Alphonse Selvaraj, additional director, directorate of public health. "When a 'Quantitative Buffy Coat' test proves the incidence of malaria, we follow it up with a smear test to verify it for the falciparum strain," he said.

Diagnostic labs have also noticed an increase in the number of samples testing positive for falciparum malaria. "Of the 21 samples referred to us, five tested positive for malaria. Of this, three persons had the falciparum strain. We know it is deadly; so we don't wait for the patient to come and collect the report. We make it a point to call up the patient and the referring doctor," said K Janardhanan of Premier Labs.

Falciparum malaria also causes more complications than the vivax form. Red blood cells infected with the parasite tend to form small areas of dead tissue due to the lack of oxygen in capillaries in the brain, liver, adrenal gland, intestinal tract, kidneys and lungs.

"The incidence is more in children than adults as it invades younger, smaller red blood cells. Immediate detection and treatment are mandatory; else it can result in cerebral malaria or any of the other complications that accompany severe malaria and could also turn fatal, whereas vivax malaria rarely leads to death. The strain is also resistant to regular anti-malarial drugs," said Dr K Githa of the Institute of Child Health, Egmore.
DPH authorities said they were working to control the situation. "Anti-larval operations are being carried out, as also chlorination of water. We are closely monitoring the situation," Dr Alphonse said.

Following is the change in traffic plan from December 11 to 15 from 7 am to 10.30 am and 4 pm to 6 pm in view of the first cricket Test match between India and England at the Chepauk stadium.

For the vehicles coming from the Anna Road, only MTC buses and those with Tamil Nadu Cricket Association's admission pass will be allowed to pass the Wallajah Road- Triplicane junction. Other vehicles will be diverted through Triplicane High Road.

Bells Road will be a one-way and vehicles can ply on Wallajah Road to Bharati Road between 7 am and 10.30 am.

Vehicles won't be allowed from Bharati Road to Wallajah Road.

Post the day's play, vehicles will be allowed from Bharati Road and can access Bells Road.

MTC buses coming from Anna Road through Walljah Road will be allowed only up to Bells Road junction. Vehicles won't be allowed from Kamarajar Road to Wallajah Road.

CHENNAI: As part of the inaugural function of Valayapatti Kaashyap Naadhalaya Music Festival, the Valayapatti Kaashyap Naadhalaya Trust presented awards to eminent musicians here on Sunday.

Speaking on the occasion, Managing Director of Ma Foi Management Consultants K.Pandiarajan said, "The uniqueness of Classical music with its own boundary, eternity, harmony and multiplicity has been consistently enriching our culture. Music festivals are a big contribution to our culture."

M.A.Gowrishankar, Chairman and Managing Director, Tamil Nadu Urban Finance and Infrastructure Development Corporation, Chennai, inaugurated the festival. Naadhalaya Sironmani Awards were conferred on Mridangam exponent T.K. Moorthy and Clarionet exponent A.K.C.Natarajan.

16 bus routes to change from Monday

Sixteen MTC bus routes will be changed from Monday following the opening of the G N Chetty road flyover.

Routes 12, M12A, 12B and 12BExtn., instead of going all the way through Thyagaraya road on the way to T Nagar and Vadapalani from Eldams road, will now take Dr Nair road, Bazullah road and Usman road flyover to North Usman road and then follow the regular route.

Route 12G will be diverted from Thyagaraya road to Anna Salai up to Anna Arivalayam, from where it will turn at Vijaragavachari road and again turn at Dr Nair road junction towards Vani Mahal. At Vani Mahal it will enter G N Chetty road and proceed to Panagal park from where it will resume the usual route.

Route 12C towards K K Nagar, instead of turning left after SIET college will proceed straight to Anna Arivalayam and follow the 12G route up to Panagal park. From there it will resume the usual route. The same route towards Mylapore will go through Duraisamy under-bridge, Panagal park, Pondy bazaar, Thyagaraya road and Anna Salai, from where it will follow the usual route.

Routes M11A, 11G, 11H will turn into Vijayaragavachari road from Anna Arivalayam, from where it will follow the routes for 12G and 12C up to Panagal park and then follow the usual route. Routes 11A, 13B, 29B and 29N will follow the above route up to Vani Mahal from where it will enter Tirumalaipillai road and take Panagal par k flyover to T Nagar bus terminus.

Routes 11, 13 and 13A will take the service lane near the new G N Chetty road flyover after Sun theatre, towards Tirumalaipillai road from where it will turn into Bazullah road and then again onto Usam road flyover towards the T Nagar bus terminus. These same routes while travelling towards Parrys corner, will use the new G N Chetty road flyover, after Panagal park.

Security measures in place for New Year

Around 5,000 police personnel will be deployed in various parts of the city from Wednesday as part of the security measures for New Year.

City Police Commissioner K Radhakrishnan has directed the traffic police to take strict action against rash driving and those performing wheelies on their motorbikes. Riders without helmets will also be penalised. Barricades have been erected in important roads to prevent accidents.

Special parking arrangements have been made in parks, Marina Beach, Elliots Beach in Besant Nagar, Anna Salai, Kamaraj Salai and Rajaji Salai for two and four wheelers. Motorists have been advised to park their vehicles in earmarked areas only.

The commisioner has cautioned people to be alert. The police are monitoring the movement of anti-social elements and robbers released from jail.

The police will set up check posts and helpline (May I Help You) centres in various places and members of the public can use the facilities in case of emergency, he said.

Farmhouses will have to obtain special licence to hold parties. The police have instructed hotels to bar entry into swimming pools for 12 hours on New Year's Eve. Bars in hotels should be closed at 11 pm.

Eight more ambulance vans will be added to the 108 emergency service fleet from New Year.
