Power cuts to be avoided during rabi

HYDERABAD: APTransco will spend an additional amount of Rs. 700 crore every month till May 2009 to increase availability of power in the State and avoid cuts during rabi.

Out of this amount, Rs. 400 crore will be used to purchase naphtha from Hindustan Petroleum Corporation Limited (HPCL) and Bharat Petroleum Corporation Limited (BPCL) to generate 840 MW at four power stations and the balance of Rs. 300 crore to purchase power directly from outside sources.

Speaking to reporters after an official review of the power situation here on Monday, Energy Minister Mohd. Ali Shabbir said the Lanco power station at Kondapalli and GVK project at Jegurupadu would be run fully with naphtha from December 15 and the gas allotted to them would be diverted to Vemagiri (370 MW) and GVK Extension (220 MW) which were kept idle for want of gas.

He said this step was being taken as the Vemagiri and GVK Extension were purely gas-based stations, lacking the facility to be operated on naphtha. Similarly, a part of the gas thus saved would be used to operate Gauthami and Reliance Energy projects.

Mr. Shabbir said bulk orders had been placed with the HPCL and BPCL to supply 72,000 tonnes of naphtha a month to the State. "Fortunately, the price of naphtha fell to from Rs. 74,000 to Rs. 26,000 a tonne." Once these arrangements are in place, AP will be geared to supply 200 million units a but there will still be a shortfall of 18 MU towards the peak of rabi season when power will be purchased from external sources

The Minister said restrictions had been imposed on using the water available in Srisailam and Nagarjunasagar and other reservoirs.

South India reeling under a power crisis

Bangalore: While its raining cats and dogs in Chennai, the rest of the south is facing one of its worst power crisis in decades. The total shortage in Tamil Nadu is 15 per cent, in Andhra Pradesh it's 4.3 per cent, in Kerala 19 per cent and in Karnataka its 15 per cent.

Karnataka is now lobbying with the Centre for more power from the Central grid. The total shortage in the state is about seven per cent at present but is expected to reach 15 to 20 per cent in the next three months. The total demand is over 10,000 MW and production is around 8,500 MW.

Meanwhile, the demand for power in Tamil Nadu expanded from 7,228 MW in 2004-05 to 9,500 MW as of August 2008, but supply increased only to about 6,681.5 MW from 5,234.5 MW in this period as per the Tamil Nadu Electricity Board (TNEB) data. The shortfall in the state is about 2500 MW.

All major power projects under construction in Tamil Nadu are expected to be commissioned in the next two to three years and will add 1,245 MW of capacity by 2009-10, 867 MW more by 2010-11 and an additional 2,250 MW in 2011-12, according to TNEB data.

Maharashtra is reeling under four to 12 hours of daily outage. The state-owned power generation company, Mahagenco, is unable to generate required power due to paucity of coal and the distribution company Mahavitaran - facing huge shortages of 6,000 MW - has to buy additional costly power to plug the gap. The shortfall in the state is over 10 per cent.

Andhra Pradesh is likely to face a shortfall of 20-40 million units per day during the Rabi season. The state government has asked power producers to divert the gas available with them to plants that run only on gas.

Currently, Andhra Pradesh is facing a shortage of 4.3 per cent power. There is no possibility of buying it from neighbouring states as the situation is bad everywhere.

In Kerala, the shortfall is about 19.3 per cent.

Power cut in many places

Grid loses 1,200 MW; power plants break down

HYDERABAD:
Several places in the State, including some outlying areas of Hyderabad, had to go without power supply for nearly four hours on Wednesday as the APTransco lost an installed capacity of about 1,200 MW due to breakdown of nearly half-a-dozen power plants.

In rural areas, however, the duration of power cut has gone up to eight hours as they are already being deprived of power supply for four hours.

The major loss to the grid originated from Neyveli in Tamil Nadu where all the units were shut down following lignite shortage. As a result, Andhra Pradesh lost its entire share of 346 MW from this source. Similarly, another 220 MW was lost as 500 MW Central generation station at Talcher in Orissa tripped. Generation at both these stations is expected to be resumed only in the first week of December.

Technical snags caused a further loss of 350 MW from NTPC thermal station at Ramagundam and one unit at Kaiga Atomic Power Plant in Karnataka.

Joint Managing Director of APTransco K. Vijayanand said the State suddenly faced a shortage of 29 million units but it was able to make up the loss to the tune of 18 mu by immediately purchasing from West Bengal and Chhattisgarh and the NTPC's National Vidyuth Vyapara Nigam Limited. He said the cut would be avoided during peak hours (6 p.m. to 10 p.m.) by operating Srisailam and Nagarjunasagar hydel stations for additional hours.

Unavoidable hardship
Regretting the imposition of power cut, joint managing director of APTransco K. Vijayanand appealed to the consumers to extend cooperation in bearing the unavoidable hardship. He said the cut would be lifted as and when the power plants resumed generation.

New schemes needed to overcome power crisis

KOLLAM: Kollam MP, P. Rajendran has said that new schemes are urgently needed to overcome the power crisis in the State.

He was inaugurating a function on Tuesday here to mark the conclusion of the campaign "no development without electricity" by the Kerala State Electricity Board (KSEB) Workers Association in Kollam division.

The campaign is part of a State wide exercise by the association.

Mr. Rajendran said that the Centre has slashed the State's electricity share.

He alleged that the State is also under heavy pressure from the Centre to implement the latter's anti people policies.

Taking into consideration the growing energy needs, new power generation schemes are imperative, but under the label of environment protection such schemes from Silent Valley to Athirapally are being opposed and blocked by a section of so called "greens".

This group should be strongly opposed in the larger interests of the State's much needed power generation schemes, he said.

Association leaders, V.K. Anirudhan, Suresh Kumar, K.V. Georgekutty and B. Jayashree addressed the gathering.

COIMBATORE: The Tamizhaga Vivasaigal Sangham has appealed to the Tamil Nadu Electricity Regulatory Commission to include agriculture under essential services and exempt it from power cut. It should also permit use of agricultural pumpsets when two-phase current supply was available.

In a memorandum to the commission, the association's Coimbatore District president, V.T. Balasubramaniam, said the farmers were concerned over the supply of three phase current for just 10 hours a day though earlier the Government had said it would supply the same for 14 hours a day. Recently the Tamil Nadu Electricity Board said that in rural areas, three phase power would be available for 10 hours a day and single phase for 14 hours and that pumpsets should be used only for six hours in the day time and four hours at night.

Most of the farmers used "air lifted pumps" and this took a long time to pump groundwater. And, mono bloc pumps and submersible motors cannot be used when the volume of water to be pumped was less.

Farmers with standing crops would face loss because of the new rule since they were operating the pumpsets even with two-phase supply of power. He also said the Government should ensure that inputs for agriculture should be treated as essential commodities and the prices of these products should not be allowed to go up further.

MADURAI: The Tamil Nadu Electricity Board is pinning its hopes on commissioning of the first unit of Koodankulam Nuclear Power Project (KNPP) by March end to reduce the power crisis in the State to some extent.

Delivering a lecture on "Energy Crisis - present scenario" here on Saturday, the TNEB Chief Engineer, Distribution, Madurai Region, K. Balasubramanian, said that the present power generation-demand gap was around 1,500 to 2,000 MW.

On commissioning the first unit of 1,000 MW by the KNPP, Tamil Nadu would get its share of 465 MW by March-end.

This was expected to improve the power situation during summer.

"In June/July, wind season will set in and wind power generation will improve to supplement the existing generation," he said.

The State would get another 465 MW by December next year, when the KNPP second unit would be commissioned, he said.

Stating that super-critical thermal power plants, proposed at Udangudi, North Chennai and Cuddalore, would add 5,000 MW, Mr. Balasubramanian said that Tamil Nadu would become power surplus by 2011.

The Chief Engineer said that power shortage was being overcome through load shedding and imposing 40 per cent restriction on power consumption by industries and commercial users.

Power theft
Efforts were on by the officials to check power theft. "Though we have been taking all efforts, people are coming up with innovative ideas to steal power," he said pointing to an industrial unit using sensors and remote control unit to stop electricity meters.

Mr. Balasubramanian urged the people to conserve electricity to the most possible extent to help the TNEB overcome the shortage.

The lecture was organised by the Institution of Engineers (India), Madurai Local Centre. The centre's chairman, S. Deenadayalan, and secretary, V. Dhanaraj, were present.

Power cut

Mangalore: There will be power cut from December 4 to 6 between 9.30 a.m. to 5 p.m. in Kukkehalli, Puttige, Bellampalli, Perdur, Padigar in Udupi district. A press release of MESCOM said that power cut is being imposed owing to maintenance work in 11 kV feeder at Perdur.

Power units may get special allowance

-The new CERC tariff guidelines for 5 years ( 2009-14) recommends of a 'special allowance' that can be availed of by any thermal generating station as compensation for meeting the requirement of expenses including renovation and modernisation ( R&M) beyond its useful life for a unit.

The new guidelines have recently been worked out by CERC and are being discussed with different central, state and private power utilities.

The allowance, however, will only be effective for generating stations setting up facilities after April 1 2009 and will not be available for which R&M has already been undertaken and expenditure admitted by the Commission before commencement of latest regulations.

As per the guideline a generating company on opting for alternative option shall be allowed to avail of a 'special allowance' of Rs 5lakh / MW / year during the tariff period of 2009-14, unit wise from the date of the completion of useful life of respective units of a generating station.

The generating company or the transmission licensee will have to make an application for approval of R&M proposal. This will be granted after due consideration of reasonableness of the cost estimates, financing plan, schedule of completion, interest during construction, use of efficient technology and cost-benefit analysis.

Any expenditure actually incurred or projected after April 1 2009 will be admitted by the Commission as additional expenditure for tariff determination and R&M operations shall be serviced according to the laid down guidelines.

For implementation of R&M operations and special allowance provisions for any thermal generating station, the revised capital cost of the project will not be considered. It is after scrutiny and prudence checks that the capital cost of any project shall form the basis of future tariff determination of a project beyond April 1 2009.

The special allowance package recommended by the Commission shall be final and not allowed to be changed in course of setting up of the generating station.

Moreover, any expenditure will be admitted by the Commission after scrutiny and prudence check based on the estimates of R&M costs and life extension. This will be computed as the basis for future tariff determination after writing off the original amount of the replaced assets and deducting the accumulated depreciation already recovered from the original project cost.

The R&M DPR will have to be submitted before the Commission with elements for scope and justification, cost-benefit analysis, estimated life extension from a reference date, financial package, phasing of expenditure, schedule of completion, reference price level and foreign exchange component.

Power cut regulations relaxed for a section of HT consumers

They will not be permitted to go beyond sanctioned demand

CHENNAI:
The Tamil Nadu Electricity Board (TNEB) has relaxed power cut regulations for High Tension (HT) consumers who also use captive power plants (CPPs) to fulfil their needs.

These consumers are now allowed to meet their requirements, over and above the quotas fixed by the TNEB, through CPPs, but will not be permitted to go beyond their sanctioned demand, says a Board official. The order will be issued shortly.

A 40 per cent cut has been imposed on the base energy and demand for HT industrial units and commercial establishments. Originally, it was to include the component of energy and demand that the HT consumers met through the CPPs. Responding to concerns of the consumers, the Board last month decided to exempt this component from power cut.

Under the revised scheme, the energy quota fixed for the HT consumers includes 60 per cent of the energy supplied by the TNEB and the actual energy supplied by captive power generators. The energy supplied by the Board is arrived at by deducting the energy supplied by captive power generators from the monthly base energy consumption.

More or less the same principle applies in the case of demand, too. The demand quota includes the deemed demand met through the CPPs and 60 per cent of the actual demand met through the Board. The actual demand met through the TNEB is calculated by deducting the deemed demand met through CPPs from the base demand of the respective HT consumers.

An order issued by the Board last month stated that before fixing the quotas, Superintending Engineers (SEs) of the electricity distribution circles should obtain information from CPP generators on the quantum of power that the generators intend to supply to each HT consumer.

Every Saturday, the SEs of the circles where the CPPs are located would arrange to take readings and, by Monday, convey details of energy shared among various industrial units to those SEs under whose jurisdiction the HT consumers come.

The superintending engineers should watch the demand and energy used by the consumers and compare them with the deemed demand and energy supplied by the CPP generators.

In the event of any violation of the demand and energy quotas, excess demand charges will be collected at rates specified by the Electricity Regulatory Commission.

The SEs have been advised to secure undertaking from each HT consumer agreeing to pay excess demand charges in the event of violation of the rules.

According to Executive Engineer, TNEB (Distribution), Urban Area, S. Pitchaimuthu, the public can contact the TNEB grievance cell functioning at Samathanapuram round-the-clock on phone numbers 0462–12660, 0462–2562900, 97894 76861, 97894 76867, 97894 76868 or 97894 76869 in case of power failure.

The consumers should also give their service number while registering complaints.

Power theft cases to be withdrawn

HYDERABAD: Nearly one lakh energy theft cases pending against power consumers in the domestic sector in the State as on March 31, 2008, will be withdrawn with a waiver of "assessment value" and compounding fee due from them.

The electricity connections to their households will be restored on payment of a reconnection charge of Rs. 125.

The four power distribution companies on Thursday issued instructions to their offices all over the State to this effect, asking them not to go ahead with the cases and instead resume power supply to the affected households. This followed a directive issued to the companies by the government.

The withdrawal of cases will, however, be allowed in case of consumers with a connected load up to 1,000 watts.

A senior Vidyut Soudha official said that both "assessment value" and "compounding fee" would waived in case of domestic consumers having a connected load up to 250 watts, while scrapping the theft cases. But those with connected load of 250-1000 watts and facing cases would have to pay compounding fee of Rs. 1,000.

P. Gopal Reddy, CMD, AP Southern Discom, said both categories of consumers would have to pay Rs. 125 for restoration of connection under Rajiv Gandhi Grameena Vidyuteekaran Yojana.

The decision will benefit 1.06 lakh consumers.

NEW DELHI: Responding to the request to the Centre by Tamil Nadu Chief Minister M. Karunanidhi to intervene in enabling the State to overcome the severe power crisis, Minister of State for Power Jairam Ramesh on Thursday said that Tamil Nadu will get a big boost in its share from the Central Power Generation Stations in the next few weeks, for which a detailed programme had been drawn up.

Mr. Jairam gave this assurance to Mr. Karunanidhi when he met the latter at Tamil Nadu House in the capital. Also present at the meeting were Union Surface Transport Minister T.R. Baalu and State Electricity Minister Arcot Veeraswami.

Terming the demand by Tamil Nadu as legitimate, Mr. Jairam told the Chief Minister that out of the 2,600 MW share from Central stations, Tamil Nadu was only getting 1,344 MW presently.

"Normally States get around 75 per cent of their total share, but in the case of Tamil Nadu, it is only around 50 per cent. Things look quite bad in the case of Tamil Nadu," he said.

Mr. Jairam said that since November 21, the Neyveli Lignite Corporation was facing a crisis-like situation, as its mines had been flooded by rainwater. Against its total capacity of 2,490 MW, it was only generating 220 MW.

However, the NLC Chairman had assured him that by December 15, the generating capacity would be raised to 1,000 MW, by December 31, to 2,000 MW and by January 15, to 2,400 MW, as water was being pumped out of the mines.

NTPC's Kayamkulam Gas Turbine Plant of 180 MW was under repair and was operating at only 50 per cent capacity. From December 23, it would function to its full capacity, and then Tamil Nadu and Kerala would get 90 MW each.

Mr. Jairam said Power Trading Corporation (PTC) had agreed to supply 200 MW to the Tamil Nadu Government from Chhattisgarh from Thursday at Rs. 8.80 per unit. The PTC offered to supply another 300 MW to the State from January 1 if it wanted.

"We will help the State in overcoming all the shortages and ensure that it not only gets its full Central share but also gets additional power from other sources," he said.

Country will meet its target of 78,000 MW of power capacity addition: Minister

TIRUCHI: The Union Minister of State for Power and Commerce, Jairam Ramesh, has expressed confidence that the country would achieve its target of 78,000 MW of power capacity addition.

"I am reasonably confident of achieving the target as orders have already been placed for about 70,000 MW. About 18,000 MW would be added in the first two years of the Plan period," he told reporters here on Saturday.

The capacity addition programmes for the VIII, IX and X Plan periods had gone awry, he conceded. But the XI Plan period would see the biggest capacity addition that the country had ever achieved. So far, the country's biggest capacity addition of 22,000 MW was achieved during the VII Plan. "Even if we achieve about 65,000 MW (during the XI Plan) it will be a revolution," he observed.

The definition of 'commissioning' (of power plants) had been changed for the XI Plan period. "Previously, synchronisation of a unit on oil was considered commissioning; but now we have said that a unit would be treated as commissioned only after it generates its full capacity and becomes commercially functional." Answering questions on the shortfall in Tamil Nadu's share of power from the Central pool, Mr. Ramesh said the State was getting about 1,300 MW out of its legitimate share of 2,600 MW. Normally, States got about 75 per cent of their share. But Tamil Nadu was getting just about 50 per cent now. The entire Southern region and Tamil Nadu, in particular, was facing a severe shortage.

The situation has been caused by three major factors – the fall in generation in Neyveli Power Plant, owing to the flooding of mines, and the NTPC's Talchar power plant, owing to coal mining and transportation problems, and the shut down of one of the units at Kayankulam. The Neyveli Lignite Corporation has assured that the generation at the power plant would reach about 1,000 MW by December 15 and 2,000 MW by December 31. By January 15, the NLC was expected to come back to near normalcy. Imported coal had also started arriving at Talchar and hence the situation would gradually improve, the Minister said.

He pointed out that transmission and distribution loss in Tamil Nadu was the lowest among the States and he could not ask for more.

HUBLI: There will be no power supply in the some areas in Hubli on Sunday and Monday from 9 a.m. to 6 p.m. owing to maintenance work, Hubli Electricity Supply Company has said in a press release. The affected areas will be Vinayak Nagar, Lidkar Colony, Kallur Layout, Shiigaon Park, Industrial Estate, Gokul Road, Shreya Park, Laxmi Nagar, Indian Express, Dani Industries, Banni Gida area and surrounding places, new KSRTC Bus-stand, Javali Garden, Green Garden, Rajadhani Colony, Shivapur Colony, Vikas Nagar, Siddeshwar Colony, Maniyar Chawl, Hosur, Behind Canara Hotel, Prajavani and R.B. Power for all by 2012

New Delhi Government today said 53,000 villages in the country have been electrified and promised 'electricity for all' by the year 2012.
"So far, 53,000 villages have been electrified and by 2012 everyone will get electricity," Power Minister Sushilkumar Shinde told reporters here.

The Ministry of Power has set a target to electrify 1,20,000 villages in the current Five Year Plan (2007-12) under the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY).

RGGVY was launched in 2005 with the objective to electrify all villages in the country where there is no power.

Under the scheme, Government provides 90 per cent subsidy for electricity distribution infrastructure and 100 per cent subsidy for providing power connections to the rural household.

Government has already provided electricity connections to 18-lakh Below Poverty Line (BPL) households out of the targeted 50 lakh such families this fiscal.

It has earmarked a total capital subsidy of Rs 33,000 crore for providing electricity connections and for the distribution infrastructure to the rural household.

Rural Electrification Corporation (REC) is the nodal agency for the implementation of RGGVY.

"A subsidy of Rs 28,000 crore has been provided for the XIth plan period for rural electrification. During the previous five year plan period, we got a subsidy of Rs 5,000 crore," Chairman and Managing Director REC P Uma Shankar told PTI.

Shankar added, "We have made arrangements for electrifying 1,20,000 village during XIth plan period.

Power deficit to shoot up by 2020

GUNTUR: The total demand and supply gap for power in Andhra Pradesh was likely to go up to 25 per cent by 2020 from the current 14 per cent as the total demand was set to reach 1.25 lakh MW by then.

The deficit quantum was likely to be 2,500 MW and for installing generating capacity of 1 MW it takes 5 years, the Southern Power Distribution Company Limited of Andhra Pradesh Superintendent Engineer K. Rajabapaiah told domestic consumers at a meeting organised by Non-conventional Energy Development Corporation of Andhra Pradesh Limited (NEDCAP) at Zilla Parishad hall on Monday.

The NEDCAP District Manager said that a 60W indicant bulb was equivalent to 15 W of CFL bulb, while saving per year was 100 units of power and life of bulb was 6 months: 4 years.

VISAKHAPATNAM: Eastern Power Distribution Company of AP Limited (EPDCL) in its endeavour to enhance its customer service base launched an Any Time Payment (ATP) Machine for the convenience of its MVP Colony consumers.

Payments can now be done at ATP by cash or cheques 365 days. The machine was inaugurated by EPDCL Chairman and Managing Director N. Gulzar, at MVP electricity substation.

The ATP facility introduced at several places by EPDCL was first of its kind in the entire State with the technical support of Phoenix IT Solutions Ltd.

Speaking on the occasion, Mr. Gulzar said the facility would save the time of the consumers and they would be given a receipt with service number on receipt of the payment at the ATP machine.

The machine has a touch screen through which the consumers could enter the service number and get a receipt/statement of the payment.

The machine has the provision to take notes and coins. A separate slot will accept cheques in the same manner.

Reduce power usage to overcome crisis: Balan

THIRUVANANTHAPURAM: At a time when the quantum of electricity due to the State from the Centre is shrinking and the State's dams are in a water-deficit condition, reducing the consumption of electricity is the best way to overcome power shortages, Electricity Minister A.K. Balan has said.

He was speaking after releasing a citizens' charter brought out by the Electrical Inspectorate on Tuesday.

The Centre had no plans to handle the power shortage in the country. Compared to the power situation in other States, Kerala's performance on the power-planning front is commendable. In Tamil Nadu, for instance, load-shedding is in force for eight hours a day. In Kerala, there is load-shedding only for thirty minutes, Mr. Balan said.

Even so, the government is facing criticism, Mr. Balan said. The citizen's charter has three aims: to present concise information about the activities of the inspectorate before the public, build awareness about its services and to inform the public about the quality of services offered by the inspectorate.

As per the charter, the inspectorate will issue a receipt within a week for a complaint raised by a consumer and will deliver the service in 30 days. If the service is not delivered, the consumer can directly approach the Chief Electrical Inspector for relief.

The charter was prepared by a group consisting of various stakeholders, Mr. Balan said. The inspectorate should ensure that services are delivered in time, he added.

V. Sivankutty, MLA, pointed out that though many citizen's charters had been brought out recently, some government staff view these as promises made by elected representatives.

Power crunch woes hit marine export business

THIRUVANANTHAPURAM: Reeling under the global financial meltdown, the marine products business in Kerala is facing further crunch on account of
power cut and additional energy cost imposed by the state electricity department.

The half-an-hour power cut and extra cost for consumption of power above 75%, imposed in the wake of monsoon failure, has hit the processing and export houses during the peak business season from August to November, industry sources said.

"Power cut has seriously hit the storage capacity as most varieties of fish, which have demand in world market, are easily perishable ones. This has forced the processing units to cut the volume of processing drastically," P A Shoukat, MD of Marina Marine Exports of Thottappaly in Alappuzha district said.

The restrictions had compelled the industries to reduce consumption of power or to pay higher rates proportionate to the cost entailed by the state electricity board for the electricity purchased from costly sources like thermal plants, the sources said.

"For the consumption of additional quota, we have to pay Rs 9.30 per unit in place of 3.25 per unit for the alloted quota," Shoukat said.

The fall in ice production had also come in the way of storage of easily perishable items like cuttle fish, squid, shrimps and other varieties of prawns, which had shorter shelf life, he said.

As per the preliminary assessment of state agencies, the export had already come down at least by 10 per cent due to the global downturn. The European countries, US and Japan accounted for the bulk of marine product export from Kerala, sources said.

Power, corruption and then poor Indians

Chicago: The sordid drama slowly unfolding in the media concerning Rod Blagojevich leaves one stunned and disbelieving as to how power can corrupt and absolute power can corrupt absolutely.

As an Indian American it hits you hard when you look at the list of prominent Indian Americans being named as donors/supporters and what have you, of this unfortunate Governor. Apart from the prominent names, there are a whole bunch of others who parted with donations and contributions, not knowing why they were doing so in the first place. "I did it for Mr. So and So" is the common refrain. And what did they get to play after paying is subjective. While a few of those who paid  gained a few contracts and jobs, which again have come under scrutiny and subsequent prosecution, a whole bunch of others either didn't know what the game was, or were thankfully not taught how to play it by their leaders.

It brings us to the question of, what motivates us to go to these fundraisers and what are the perceived benefits? Who are the beneficiaries and can these indeed qualify as events which benefit the community.

When our self-appointed leaders appeal for campaign contributions for candidates for political office or for  law-makers, it is very important for the both the promoters of such campaigns and the individual donors to sit down and debate before hand as to what the need for such donations are and what cause these beneficiaries are going to represent. Blindly donating under the influence of someone makes you a willing accomplice of such rackets, which ultimately benefit a select few for a short period of time. Every penny and for that matter every vote of yours, needs to be counted. And if it does not, then you need to step up and ask questions of the people who influenced you to make these contributions.

In this particular case, it is preposterous to think that several notables continued making and soliciting donations even though it was allover the media for a few years now that, the Governor was on a short leash. The audacity of the players was indeed infectious...it was difficult to figure whether they were given assurances of immunity from breaking the moral and ethical codes of society, or they were plain stupid.
Remember, we are not just our behavior; we are the managers of our behavior.

Power theft cases on the rise in Mohali

MOHALI: It appears cases pertaining to power theft, faulty-metering and unauthorized extension are on the rise in the district. Cracking down on unscrupulous elements indulging in power theft, the Punjab State Electricity Board (PSEB) conducted numerous raids across the district and amassed Rs 4.20 crore through fines in 2008. From Zirakpur division alone, officials were able to collect Rs 2.5 crore.

HS Oberoi, executive engineer (XEN), PSEB, said, The campaign aims to prevent people from stealing power. The state is facing power shortage and people indulging in theft will be strongly dealt with.

Oberoi said, Under the new Act, a fine ranging between Rs 15,000 to Rs 20,000 per kilowatt will be imposed on violators stealing power in residential areas, while Rs 35,00-40,000 per kilowatt for stealing power for commercial use.

The XEN said the Act was more of a deterrent as no power theft cases were being reported from colonies.

Meanwhile, sources revealed that cases of theft were on the rise as consumers had developed novel ways of stealing power.

The use of magnet, remote-controlled electronic gadgets, naked joints of power cable and earth wire were the new ways employed by consumers to steal power.

Some manufacturers had also devised certain instruments to facilitate power theft. Officials said in Dera Bassi division, a fine of around Rs 70 lakh had been collected.

We keep conducting joint raids with other officers to check power thefts. This has discouraged many violators, said, RS Saini, XEN, Dera Bassi division.

Meanwhile, a fine of around Rs 1 crore was collected during raids in Mohali division, while in Zirakpur, PSEB officials collected Rs 90 lakh.

An official said, we found that people from well-to-do families, besides those running commercial and industrial units were indulging in power theft.

Power shortage, global crisis hit TN industries


Chennai: It was not all that bright on the industry front in Tamil Nadu, one of the major industrial hubs in the country, towards 2008-end in the wake of the global crisis, though the state government's pro-active actions fetched Rs 37,000 crore investment commitments in the year.

The leather and apparel units were among the worst sufferers on account of appreciation of the dollar against the rupee, as the suppliers were unable to fulfil export obligations.

According to the Apparel Exports Promotion Council (AEPC), the economic crisis in the US has affected the apparel industry, with apparel exports going down by 15 per cent in Tirupur, where as much as 56 per cent of the country's total knitwear exports are produced.

"In knitwear exports alone, Tirupur registered a fall of five per cent due to the crisis. Tirupur exports apparel worth Rs 14,000 crore, while the total quantity of knitwear exports is worth Rs 16,500 crore. But this year, we expect it to be five per cent less due to the recession," an industry source said.

Besides, the industry here was also in a bad shape due to massive power cuts, effected to tide over the electricity shortage problem in the state.

Citing the liberalised textile policy and also the volatile market, the government in its policy note said the fluctuations in the market trend, inadequate quality of cotton supply, paucity of funds and existence of unviable units with old machineries, the textile industry was unable to flourish and about 392 mills are now in closed condition.

In addition to this, yarn units are also in poor condition, as countries like Bangladesh and Gulf, which import raw material from India, have cut down on their demand.

TIRUVARUR: The Small Scale Industries Association in Tiruvarur district, welcomed the move of the State government to introduce power holiday for two days a week and ensuring continuous power supply for the industrial units for the remaining five days. Small industries want power cuts retained

CHENNAI: Small-scale industrial units and trade bodies of the Madurai district want the State government to retain the existing system of power cuts and gradually reduce the quantum of load shedding instead of adopting "power holidays."

KR. Gnanasambandan, vice-president, Tamil Nadu Small and Tiny Industries Association (TANSTIA), says a company with an annual turnover of Rs.10 crore will have to spend Rs. 6 lakh every month on diesel for generator sets. The shortage in supply of diesel is compounding the industry's misery. The Pudur and Kappalur Industrial estates in Madurai district, which need 20 MW and 24 MW, are seeking sanction from the Oil and Natural Gas Corporation (ONGC) for a natural gas-based captive power unit. They have sought financial assistance from the Tamil Nadu Industrial Investment Corporation.

Natural gas is available at Ramanathapuram. If uninterrupted gas supply is assured, a unit could be started. An initial investment of Rs.3 crore will be required for generating 1 MW, Mr. Gnanasambandan says.

Vehemently opposing the idea of two-day power holidays a week, Tamil Nadu Chamber of Commerce and Industry senior president S. Rethinavelu says it will be inappropriate to implement this system without dropping the four hours of peak-hour restrictions. Quite a few high-tension units have entered into long-term power purchase agreements with independent producers. However, small-scale units could not use generators or captive power units as they cannot afford diesel. Besides, the State government has not yet acceded to their demand for providing subsidy for diesel purchase, he says.

Madurai Spinners Association president C.S. Rajendran is in favour of the existing system of power cut, as the supply is more consistent under this system than the previous ones.

Furthermore, the industry has got some concessions in the payment of dues. Some of the rules stand in the way of industrial units entering into power purchase agreements with private producers. "Third-party sale of power by windmills must also be allowed. At present, they can only sell to the Tamil Nadu Electricity Board or use it for their own consumption."

P. Sitaraman, former president of the Kappalur Industrial Estate Manufacturers' Association, wants the TNEB to consider waiving the penalties imposed on the small-scale units that exceed their quotas. The Board should adopt some other means for the industrial units to comply with the rules. "The SSIs are already reeling under the impact of global recession and credit crunch. To ensure the industry's survival, the penalties must go."

Furthermore, permission for starting new industries should be put on hold till the capacity addition takes place. Efforts must be made to complete all capacity addition projects expeditiously, Mr. Sitaraman says. "We cannot afford to purchase power from private players, as the cost works out to Rs. 10 a unit, compared with Rs.5 supplied by the TNEB."

Gear up for power cuts in city
HYDERABAD: City might go through yet another harrowing round of power cuts very soon, as the long-dreaded supply crunch becomes a reality. Already, residents on the city outskirts are experiencing load reliefs to the extent of two to three hours for the past three days.

According to an official from CPDCL, the proposal to extend power cuts to the whole of the city awaits a nod from the higher authorities.

"We have been implementing emergency load reliefs for the past few days due to the bleak supply position. Extension of the same to the entire city might be required very soon. A proposal to this effect will be placed before the CMD, who will take the final decision," said the official.

What he terms as 'emergency load relief' could actually be a planned outage if the timings of the power cut are any indication.

"We have been experiencing regular power cuts from 10 a.m. to 12 p.m. and again from 4 p.m. to 6 p.m. Till yesterday, the helpline assistant cited technical glitches as the reason for the blackouts. But today, he openly declared that it was a power cut and it would continue in future too," says Ramachandrachary, a resident of Kothapet.

"The power cut might be extended to the industries too. We are going to place a formal request to all the IT companies to rely on their generators for two hours in a day," informs the official.

Orders from the APTransco to plug the consumption at 3400 MW seems to have triggered off the power cuts. While the present demand from CPDCL hovers around 4200 MW, it is brought down to 3700 MW after the scheduled cuts in the rural areas and city outskirts. Unless another 300 MW is saved through load reliefs, the restriction stipulated by the Transco can not be met.

Two non-functional units at KTPS and a technical snag at Lanco power project, combined with the cut down of 600 MW in central share worsened the situation.

"Rising demand for Rabi cultivation adds to the woes. Agricultural demand has gone up by 1000 MW during the past one month," says an official. The plummeting temperatures in the city are a blessing in disguise, he says, indicating the worst in future.

Power shutdown in parts of city

HYDERABAD: There will be no power supply in the following areas on Monday.

10 a.m. to 5 p.m.
Somajiguda, B.S. Maktha, Methodist Colony, Uma Nagar, Hussain Nagar, Brahmanwadi, Mathaji Nagar, Ayyappa Temple Lane, Durganagar Colony and surrounding areas.

11 a.m. to 3 p.m.
Saket Colony, Jammigadda, Jai Jawan Colony, Saibaba Nagar, G. R. Reddy Nagar, Dammaiguda village, Ambedkar Nagar, B.J.R. Nagar, Balaji Nagar, J.J. Nagar, Yapral village, Employees Colony, Goverdhanpuri Colony, Pedso Colony, Swarnandhra Colony, Kowkur, Singaipally, Hakeempet, Tulasi Garden and surrounding areas.

There will be no power supply in parts of the city on Monday. According to a press release from Bangalore Electricity Supply Company Limited (BESCOM), power supply will be affected between 10 a.m. and 5 p.m. at Kanakanagar, Nagenahally, Sulthanpalya, Doddamma Layout, Ratnamma Layout, Manorayanapalya, Shampura, Bhuvaneshwarinagar, P&T Quarters and surrounding areas. Between 10 a.m. and 1 p.m. the same day, power supply will be disrupted at Ranka Colony, Mantri Paradise, Shanthinikethan, Bilekalli, V.B. Colony, N.S. Palya, Syndicate Bank Colony and surrounding areas.

Power supply will be affected between 10 a.m. and 4 p.m. at M.S. Palya, Doddabettahalli, Attur Layout, Muneshwara Layout, Chikkabettahalli, parts of Vidyaranyapura, Shamarajapura and surrounding areas.
