Power cut woes

Tamil Nadu Electricity Board (TNEB) has announced a five-hour power cut daily with effect from Sept 23. It badly affects the people. The present power cut timings that are being implemented at various stages in various places defies logic. The major power cut timing in Salem from 6 a.m. to 9 a.m. is the most inconvenient time for all sections of the society. Power is essential for students to study, teachers to prepare, officer goers and other working class people to get ready for their work. Their basic needs are thus violated. The worst affected are the housewives. Cooking and other morning activities have become a burden for them with no power, which is absolute necessity between 6 am and 9 am.Hence I suggest the TNEB to reschedule their timings to 8 am to 10.30 am and 12.30 pm to 3 pm, which will be convenient.Power cuts should not be resorted to during night hours.

Bus stand toilets

There are two urinals on the east side of the Salem new bus stand and a 'pay and use' toilet in the south-east corner.Since there is no proper flush system, a bad smell emanates from the toilets.The Salem Municipal Commissioner should depute his health officer to study the situation and take necessary steps to redress the problem.

Courier charge

Courier operators charge Rs. 20 a cover for delivery within the state which is exorbitant. The postal department should make arrangements to deliver articles within the state in 24 hours. The system may be named 'Sure shot'. The department can charge Rs. 10 a cover.

Publication possible

This refers to 'Focus on the latent' (Sept. 29) on the 86-year-old K.V. Srinivasan and his Herculean efforts to bring out a nine-volume book Thathuva Ramayanam. I am sad that it has not yet been printed. It is not at all difficult to get his magnum opus printed in Tamil Nadu. There are a few reputed publishing firms like Chennai-based Seethaiyammal Pathipagam which recently published a book on Anna Durai in three volumes running into 2,852 pages.

Call taxis:

I find that call taxis are very popular in Coimbatore. All taxis are fitted with working fare meters. The fare is collected according to the meter reading. There is no bargaining over fares unlike with automen. Even though the call taxi fare is higher than that of the auto, people prefer call taxis to autos.

Religious harmony

The report 'Mangalore mallige, symbol of secularism' (Sept. 25) made interesting reading. Nature does not teach hatred, but it teaches only religious harmony. I feel that the phrase 'symbol of religious harmony' could have been used instead of 'symbol of secularism'.

Power cut:

The Government announced recently that the two-hour power cut will be between 12 noon and 2 p.m. in Vadavalli instead of between 10 a.m. and 12 noon. What difference does this make? Power cut takes place during nights too for about three to four hours. People from all walks of life and industries all over Tamil Nadu have expressed their difficulties. Industries incur production loss and also face labour problem. The Government should lift the unscheduled power cuts. As the power cut has existed for more than six months, it is time the Government made alternative arrangements to tide over the problem so that people can lead a normal life.

Save electricity:

When a lot is being said about the frequent power cuts nothing has been done to advertise the need to save electricity. In many government and private offices lights and fans are not switched off when they are not needed. Tamil Nadu Electricity Board should exhibit prominently posters in all offices and public places asking people to save electricity.

The plight of students who have joined the first year post-graduate courses in colleges affiliated to Bharathiar University is pathetic indeed. Those who have done their undergraduate courses in other universities have been asked to submit migration certificates to satisfy eligibility criteria for admission to PG courses. Bharathiar University is asking the students to bring migration certificates from universities which are recognised by the University Grants Commission. The concept of migration certificates came into existence when students from abroad were getting admitted in various Indian universities. But this has been misinterpreted by a few authorities in Bharathiar University. I request the Vice-Chancellor and the Registrar to look into this and save the students from further torments.

Power situation - Telegrams to CM

COIMBATORE: The Trade and Commerce Cell of the Bharatiya Janata Party sent 1,000 telegrams from here on Friday to Chief Minister M. Karunanidhi.It was to demand that the power situation be improved, especially in industrial areas such as Coimbatore.

Demand: The telegrams contained the following demand: "Eliminate power cut, enable us to live".

Campaign: State Observer of the cell and National Council member of the party S.R. Seghar led the telegram campaign in the city.

Criticised: In a statement issued here, he criticised the State Government for providing uninterrupted supply of power to multinational companies and putting the rest of the State to hardship through long hours of load-shedding.

Accused: Mr. Seghar accused the Chief Minister of trying to divert the people's attention from the power scenario by asking them to send telegrams to Prime Minister Manmohan Singh to demand steps to end attacks on Tamils in Sri Lanka.

Coin shortage
Erode is facing acute coin shortage. There is scarcity of one rupee coin everywhere in the town. It is not easy to get balance from hotels, shops or bus conductors unless we pay them one or two one-rupee coins. Some hotels and shops have displayed boards that coins will be purchased on payment of commission. Before the situation becomes worse, banks should rush to the rescue of the public and release sufficient quantity of coins of smaller denomination.

Enforce ban
Ayudha Puja was celebrated by traders and business communities in a grand way. As part of the celebration, pumpkins were broken on the roads, despite a ban on that to avert accidents. It is not enough to enact a law, it should be enforced too. Otherwise, the very purpose of enacting a law will be defeated.

Snag leads to major power shutdown in suburbs

HYDERABAD: Several areas in the city suburbs experienced a major power shutdown on Sunday due to a technical snag in supply.

Areas around Moulali, Anandbagh, Safilguda, Malkajgiri, Vajpayeenagar and Uppal were plunged into darkness at about 6.30 p.m. when a transformer in the 220 KV sub-station at Moulali developed a snag. The blackout continued till late into the night causing untold misery to the residents."Four to five feeders around the sub-station had to be shut down in order to carry out repairs," informed an official. Repeated calls to the 24-hour helpline yielded no information as to when the power would be restored, complained a resident of Malkajgiri.

HYDERABAD: After a summer fraught with power cuts scheduled and unscheduled, and a monsoon with its share of disruptions, the power authorities are up to their pranks again.Evidence could be found in the unannounced load reliefs being administered to the city suburbs for the past two days.Power cuts ranging from one to 1.5 hours during the day are set to become routine for residents of areas falling within the purview of Ranga Reddy Zone of CPDCL.

Indications could be felt in areas such as Mohan Nagar, Kothapet, L.B.Nagar, Uppal, and Ramanthapur which are experiencing power cuts phase-wise."Power is going off for two to 2.5 hours between 11a.m. and 2 p.m.Officials at the local substation replied that the supply was stopped from central station. Even the 24-hour helpline would not give the exact reason," says Ramachandra Chary, a retired lecturer from Kothapet.

According to sources from CPDCL, emergency load relief to the extent of 80 to 100 Megawatts had to be administered on Friday due to excessive drawl by Tamil Nadu from the Southern grid. The situation continued on Saturday too."Already, extensive power cuts were being implemented in rural areas. We thought it wiser to extend it to the city when faced with an emergency," said an official.

While affirming that the load reliefs would continue, he said future extension of power cuts to the other areas of the city could not be ruled out.The situation has arisen due to the stoppage of daytime power generation at Srisailam and Nagarjunasagar hydel power projects. While there is a demand of 4000 Megawatts from CPDCL, the supply falls short by 600 MW.

No power cuts till next June

HYDERABAD: The government has decided not to impose power cuts on any category of consumers in the State during the rabi season and until next June when the south-west monsoon sets in.

The present shortage of 15 to 20 million units (mu), which has been caused by a general increase in consumption and non-operation of the gas-based projects, will be met by running the combined cycle plants with naphtha and purchasing power from external sources.Reviewing power sector-related issues here on Thursday, Chief Minister Y. S. Rajasekhara Reddy directed officials of the APTransco, APGenco and the distribution companies to avoid power cuts, load relief or trippings in the domestic, commercial and industrial sectors.

He asked them to come back on Monday with an action plan specifying the steps to implement his instructions. Speaking to the media later, Energy Minister Mohd. Ali Shabbir who attended the meeting along with top officials of the utilities said that all power stations in the State, government or private, would be operated at optimum capacity.

Power generation up but loadshedding continues

BESCOM to release loadshedding schedule for all areas

Bangalore: There was a marginal improvement in the power situation in the State on Monday with more hydel units back on stream though consumers still have to endure load shedding.Consumers in Bangalore continued to endure unscheduled power cuts for several hours even as Bangalore Electricity Supply Company (BESCOM) Managing Director Tushar Girinath maintained that the situation would improve.

He told The Hindu that the utility would come up with a loadshedding schedule for all the areas coming under BESCOM, and not just Bangalore. He, however, refused to commit himself when asked if load shedding would be lifted in the city.
Up and running, Meanwhile, the two units at the Raichur Thermal Power Station that had been shut down following a technical snag are up and running.The units have a capacity of 210 MW each.

Better days: A top official at the Karnataka Power Corporation Limited said he expected the situation to improve further as one of the units at the Bellary Thermal Power Station would commence functioning on Tuesday night. "Of the seven units at the RTPS, six are currently functioning, while one unit is under annual maintenance," the official added.

The two hydel units at Varahi with a 115 MW capacity each, which had been shut down for annual maintenance, have also resumed generation. Sources said the maintenance period was from November 3 to 13, but KPCL was able to shave off four days from the deadline.

Huge shortage: Load shedding continues as the State is still facing a huge power shortage triggered by increased demand due to the prolonged dry spell. Moreover, the storage in the major hydel reservoirs is poor compared with last year.

What has compounded the situation is the decline in availability of power from the central generating stations as the nuclear and gas-based plants are not operating to full capacity owing to shortage of uranium and gas.

Problems: The shortage peaked when two of the three units of the Raichur Thermal Power Station (RTPS) could not function as one developed a technical snag and the other was shut for maintenance work. Moreover, one unit of the Bellary Thermal Power Station (BTPS) had to be shut down due to problems. The 500-MW unit is likely to be ready for generation by Tuesday.

Last week, Minister for Energy K.S. Eshwarappa declared there would not be any power shutdown in Bangalore from November 14 till December and that the Government would spend Rs. 400 crore to purchase 400 MW of power from independent producers.

KOLLAM: For the convenience of consumers, electricity charges will be accepted from 8 a.m. to 6 p.m., without break, on all working days at the Kadappakada, Kilikollur, Ayathil and Pallimukku section offices of the Kerala State Electricity Board from November 12. This was informed by S. Rajeshwariamma, executive engineer of the Kollam electrical division, here on Monday.

Chitradurga: D.S. Veeraiah, chairman of the B.R. Ambedkar Development Board, has said that by December end, the Government will ensure of electricity connections to all borewells owned by beneficiaries of the Ganga Kalyan Scheme.

Addressing presspersons here on Tuesday, he said the Government had paid Rs. 16 crore to the Karnataka Electricity Board (KEB) for providing electricity connections to the borewells. The Ganga Kalyan Scheme was meant to provide borewell facilities in farmlands owned by Scheduled Castes (SCs) and Scheduled Tribes (STs) people.

To a question, he said the Board had urged the Government to release more funds for reserved constituencies so that development projects could be undertaken for the welfare of the two communities. He said that although the funds were being disbursed based on the density of the SC/ST population, the Government had been urged to allocate more for their welfare. He said the State had released Rs. 150 crore while the Union Government had released Rs. 80 crore for the development of SCs/STs.

Committees: With regard to the district, he said Rs. 3.41 crore for SCs and Rs. 3.28 crore for STs had been released from the Board. Mr. Veeraiah said the Board had planned to set up district-level committees to identify beneficiaries for the scheme and to prevent misuse of funds. The committees would be headed by the Deputy Commissioners of the district. He said the Board had the power to allocate commercial space to SCs/STs by purchasing shops from agencies such as the Agriculture Produce Marketing Committee. The beneficiaries could obtain loans for setting up businesses from the Board.

The Board wishes to give wide publicity to this scheme as many people are unaware of this benefit, he said.With regard to loan recovery, he said the Board would soon set up a loan recovery cell for the purpose. He said the district was yet to recover Rs. 9 crore from various beneficiaries. The loan recovery rate was higher from self-help groups, and thus the Board was planning to concentrate on empowering SHGs more, he said.

Madikeri: The issue of frequent power cuts in Kodagu district in the last ten days figured prominently in the monthly Karnataka Development Programme (KDP) review meeting held at the Old Assembly Hall here on Tuesday. Kodagu Zilla Panchayat president Deerghakeshi Shivanna presided over the meeting.T.P. Ramesh, a member of the Kannada Jagruti Samiti, an invitee to the meeting, demanded explanation from the Chamundeshwari Electricity Supply Corporation (CESC) Executive Engineer for unscheduled power cuts. Sometimes, the load shedding is for more than 14 hours in a day inconveniencing students, businessmen and housewives, he said.

CESC Executive Engineer Venugopal said that the problem of power shortage was a state-wide phenomenon and that the Karnataka Power Transmission Corporation Ltd (KPTCL) should be asked the question. However, the situation could improve from November 14 when additional power was likely to be purchased by the State Government, Mr. Venugopal said. Mr. Ramesh replied that if the situation did not improve, Kannada activists would launch an agitation in front of the CESC office. Ms. Deerghakeshi said a resolution would be adopted to be sent to the Government and theKarnataka Power Transmission Corporation Ltd to restore proper power supply.

The Public Works Department officials informed that road repair work on the Kushalnagar-Sampaje Road would be taken up soon. For works to be taken up on the Makutta Road (connecting Kodagu-Kerala), tenders were being invited for the second time.Next, Ms. Deerghakeshi raised the issue of the delay in the construction of the D. Devaraj Urs Bhavan near the District Stadium.The District Backward Classes and Minorities Officer replied that as per the revised estimate, the project would cost Rs. 32.55 lakh. The zilla panchayat and the Department of Backward Classes and Minorities had contributed Rs. 10 lakh each and that he had sought more funds from his department.Mr. Ramesh suggested that they should seek funds from MPLAD and MLA funds. Ms. Deerghakeshi opined that they could get the required funds from the proposed Rs. 25-crore package to Kodagu to be released by the State Government.

Ms. Deerghakeshi, who initiated the meeting, asked the representatives of department heads to leave the hall as they would not be equipped to answer questions in the absence of their department heads.The president of the Standing Committee in the zilla panchayat on Agriculture and Industry, M.K. Nanjappa, asked the details about proposed utilisation of a sum of Rs. 11.72 crore for taking up various activities in the Department of Animal Husbandry in Kodagu under the special economic package, on the lines of Vidarbha package announced by the Prime Minister last year. The official of the Department of Animal Husbandrycould not give a convincing reply.

The Ambedkar Development Corporation official was reprimanded for not identifying the beneficiaries in Kodagu for providing borewells in the last three years.However, Chief Planning Officer Vasundharadevi said that neither the agency was fixed for the implementation of the scheme nor was the target fixed for Kodagu in the last three years.The Corporation official clarified that a target of 39 beneficiaries had been fixed for Kodagu for the current year but the agency was yet to be fixed.The Executive Officers of the taluk panchayats in Kodagu were asked to take steps to identify the Government lands in the district so that they could be converted into sites to be given to the needy to build houses.

Power situation will improve by December

SHIMOGA: Minister for Energy K.S. Eshwarappa said here on Tuesday that the Government had to take corrective steps against the mistakes committed by the previous Congress and Janata Dal (Secular) governments on the power front.

Talking to presspersons, he appealed to the people to bear with the Government, which was doing its best to improve the power situation. "Give us time till December when the power situation is certain to improve," he said. He attributed the present power crisis to the inept handling of the power situation by the previous government. "But our Government does not like to absolve itself of the responsibility. It has been taking several steps to tide over the situation," he said.

Referring to the stand taken by the Tamil Nadu Chief Minister M. Karunanidhi on the proposed Hogenakkal project, he said that it was not fair as it was intended to gain political advantage.

Water dispute: He said that Karnataka and Tamil Nadu should join hands for the amicable settlement of the inter-State water dispute. Mr. Eshwarappa said that the thermal power project proposed to be set up at Kudigi in Bijapur district would generate 4000 MW of power, of which 1000 MW would be diverted to the Central Power Grid.

He said that the Government intended to establish another thermal power project on its own, which was likely to come up at Mannur in Bijarpur district. This would be expected to generate 2000 MW of power.He said while the State had been producing 8500 MW of power for the last 60 years, it would be able to add 6000 MW to the power grid when all the proposed power projects become functional.

As it rained for about 10 minutes, a tree at Vannarpetti fell on the power cables, disrupting power supply to the areas being fed by the Palayamkottai Feeder. No power supply for decorative lighting at private functions

CHENNAI: The Tamil Nadu Electricity Board has submitted before the Madras High Court that it has decided not to provide power supply for any lavish or decorative lighting at private functions, except religious festivals organised in public places of worship.

The board has stated this in its affidavit to a contempt petition filed by one S.A.N.Vasigaran, in which Electricity Minister N.Veeraswami has been cited as a respondent.

A Division Bench, comprising Chief Justice A.K.Ganguly and Justice F.M.Ibrahim Kalifulla, on Friday treated as closed the contempt petition.

Following a PIL petition, the court, in September, gave directions, which included that if there was a policy of the TNEB in conservation of electricity, that policy should be strictly followed. If there was no such policy, a comprehensive one should be evolved immediately giving broad guidelines as to how attempts should be made in each household for conserving electricity.

In the contempt petition, Mr.Vasigaran said the board did not follow the court's directions.

In the affidavit, the board detailed the steps it had taken. It submitted that the guidelines on energy conservation had been given wide publicity. Apart from the guidelines was the decision with regard to power supply for any lavish or decorative lighting for private functions. The board submitted that the guidelines relating to private functions would also apply to public meetings by political parties. The Bench directed that the guidelines should be strictly followed with regard to public meetings by political parties.

Additional Advocate-General P.S.Raman submitted that the condition relating to insertion of penal clause in the guidelines had been complied with by the board; but the same could not be implemented in view of an interdict issued by the Tamil Nadu Electricity Regulatory Commission. The board had applied to the Commission for a review of the direction.

Considering these facts, the Bench said it could not conclude that the board had committed any contempt. The board had taken necessary steps. The court said it expected that the steps were really followed and there was willing public cooperation so that the measures were effectively implemented to tide over the present power shortage.

Poor show under SJSY in Raichur district

List of beneficiaries not submitted to the lead bank

Raichur: Implementation of the Centrally sponsored Swarna Jayanti Swarozgar Yojana (SJSY) during the current financial year has come to a standstill in the district.

Lack of interest among elected representatives and zilla panchayat officials and lack of coordination between implementing agencies and bankers are said to be the reasons for poor implementation of the scheme.

The zilla panchayat has even failed to utilise the left-over grant from the last financial year.

The situation has affected various activities planned by self-help groups (SHGs) and Stree Shakti groups (SSGs) in the district.

In April, the zilla panchayat drew up a Rs. 5-crore action plan to provide financial assistance to about 300 beneficiaries from the SHGs and the SSGs to encourage them to take up income generation activities.

Grant: The zilla panchayat received a grant of Rs. 5 crore — Rs. 3.75 crore from the Centre and Rs. 1.25 crore from the State Government — for implementing the action plan. Besides, it also had a left-over grant of Rs. 50 lakh from the previous year.

But it has not yet spent the available funds, except showing an expenditure of Rs. 45 lakh towards administrative expenses.

A few months ago, the zilla panchayat released the available funds to the lead bank here asking it to extend financial assistance to eligible beneficiaries in coordination with taluk and gram panchayat officials. It directed the officials concerned to prepare a list of all eligible beneficiaries and submit it to the lead bank.

The secretaries of the gram panchayats have to identify beneficiaries in their respective areas and submit the list to the taluk panchayat for verification. The final list has to be submitted to the lead bank for release of funds.

In the meantime, secretaries and officials of the respective gram panchayats have to train the beneficiaries to take activities of their interest.

The 165 gram panchayats in the district identified 300 beneficiaries in the five taluks and submitted their lists to the taluk panchayat. The taluk panchayats, however, failed to forward the list to the lead bank for further action.

None of the gram panchayats have taken any step to train the identified beneficiaries. Lack of staff, mainly secretaries and supervisors, in most of the gram panchayats is said to be the reason for the lapse on their part.

At a recent meeting here, the zilla panchayat warned the officials concerned in the taluk and gram panchayats of action if they failed to complete the training programmes under the scheme. However, there has not been any progress in this regard.

Novel method of stealing power

CHENNAI: The Enforcement Wing of the Tamil Nadu Electricity Board has detected a novel method of stealing power. Four industrial units in the State were recently caught using remote control devices to manipulate the functions of digital electrical meters.

"They used to switch 'on' and 'off' the meters at their will, using a remote control. A receiver was inserted in the meter to facilitate the theft. Three plastic manufacturing units in Chennai and a steel foundry in Madurai have been charged with indulging in this kind of theft," Additional Director-General of Police (Vigilance) V. Balachandran told The Hindu on Thursday.

Four cases reported
Since four such cases were reported in a short span, all enforcement squads were sensitised to the new 'modus operandi.'"In one case, a plastic factory paid Rs. 3 lakh in compounding fee...they have been asked to pay Rs. 24.94 lakh, the assessed amount payable to the TNEB."

Mr. Balachandran said the incidence of theft was 3.19 per cent in the current year, compared with 2.78 per cent during 2007-08. Enforcement officials inspected the targeted 5 per cent of the total 1.95 crore service connections provided under various categories.

A majority of thefts—at least 60 per cent—were committed by direct tapping (drawing power from live wire with a hook or wire), while the others means included tampering with the metre and illegal restoration of supply.

Surveillance
The surveillance was more on industrial units that consumed a large quantity of power. "Our officials keep a watch on the pattern of consumption in energy-intensive industries. There seems to be no perceptible change in the theft scenario in the backdrop of power cuts," he said.

Mr. Balachandran said 2,368 thefts were detected in the 74,177 services inspected during 2008-09 fiscal (till October).The loss was estimated to be Rs. 5.56 crore, of which Rs. 4.51 crore had been realised till July.

"Besides information gathered through various sources, we have our own mechanism to detect thefts. The number of cases detected in 2002-03 was 1,903, while the number rose to 3,746 last year."

Power cut exemption likely for tea factories

Udhagamandalam: The tea sector can look forward to some relief on the power front, said the Khadi Board Minister K.Ramachandran here on Thursday.

Participating as the chief guest at the valedictory function of the 55th All India Cooperative Week celebrations, he said that the government is likely to consider favourably a request for exempting tea manufacturing units from daily power cuts, owing to the perishable nature of the commodity.

Problems
Blaming the previous regime for the current power problems, he said that the Karunanidhi government was evolving schemes for increasing power production.

Stating that they will take some time to start contributing to the grid, he said that to tide over the present crisis the government will be buying power from the Centre.

Schemes
With the sole aim of making Tamil Nadu the 'Number 1 State' in the country, the Chief Minister was implementing various schemes.

Pointing out that the rate of growth of Tamil Nadu was much higher than the national average, he said that among the major contributory factors was the self-help group movement.

Stating that it was one of the most effective forms of cooperation, Mr.Ramachandran said that the loan repayment culture of the self-help groups was noteworthy.

Expressing satisfaction over the performance of the cooperative sector, particularly over the last about two years, he said that thanks to the loan waiver scheme implemented by the government, many of the Primary Agricultural Cooperative Banks which were facing financial problems were now functioning with renewed vigour.

The Nilgiri Cooperative Marketing Society was among the best of its kind in the State.

The Nilgiris District Cooperative Milk Producers Union has turned the corner after a long time.

The Nilgiris Collector Anandrao V.Patil who presided said that the government was implementing a number of welfare schemes and urged the people to make optimum use of them.

Awareness about the importance of the cooperative movement should be enhanced.

The Udhagamandalam MLA B.Gopalan said that the entry of women in large numbers into the cooperative movement has made it very strong.

He added a situation without cooperative institutions cannot even be imagined now.

The Coonoor MLA A.Soundarapandian said that whenever the DMK was at the helm of affairs welfare schemes assumed considerable significance.

The Revenue Divisional Officer, K.Tharpagaraj and the Joint Director of Horticulture A.Sankaran were among those who spoke.

Power station asked to look for alternatives

VIJAYAWADA: Dr. Narla Tata Rao Thermal Power Station at Ibrahimpatnam has been asked to make alternative arrangements for releasing water into the Budameru Diversion Channel after using it for cooling purposes. Krishna district Collector N. Sridhar, reviewing the progress of Polavaram Canal works here on Thursday, set a two-month deadline for completion of the works. Chief Minister Y.S. Rajasekhara Reddy had set a deadline of 40 days but it could not be met because of rains and subsequent floods in Budameru. Currently, the power station has to release about 3,000 cusecs of water from the plant into the diversion channel after utilising it for cooling purposes. The Polavaram Canal joins the diversion channel at the Velagaleru Regulator en route to the Krishna. There is a 1.8-km stretch of the diversion channel across which there are pipes and bridges that should be widened to increase the capacity.

SIPCOT industries down shutters protesting against power cuts

ERODE: Industries in SIPCOT industrial estate in Perundurai shut shop on Monday and threatened to go on an indefinite strike from December 1, protesting against power cut. The industrialists later petitioned the Chief Engineer of the Erode Distribution Circle of the TNEB demanding relaxation of restrictions. In the petition, a copy of which was given to the media, the industrialists under the banner, Perundurai SIPCOT Industries' Association have stated that it was impossible to bring down consumption by 40 per cent.

"We will not be in a position to run the industries under the existing rule, mandating 40 per cent cut in both demand (KVA) as well as energy (units). This is because a majority of the industries in SIPCOT Perundurai are continuous process industries, where it is not possible to stop 40 per cent of machines and run only the remaining 60 per cent," they said.

"To run the industry, we have to use diesel generator continuously to compensate the 40 per cent cut. This makes the industries economically unviable, as the unit cost of power generated from the generator set is three times more expensive than TNEB's," they added.

The industrialists also spoke of the difficulties because of power consumption restrictions in the evenings. "In addition to demand cut and energy cut, the peak hour restriction from 6 p.m. to 10 p.m. also affects us. So does the unscheduled load shedding, which exists for about two hours a day. Together, for about six hours a day, we have no power to run the industries." Talking about the impact, the industrialists have said that at stake was the job of 15,000 labourers. They also asked the SIPCOT management to fulfil the promise of providing uninterrupted supply of power and water and effluent treatment facility. The industrialists further warned that if the TNEB failed to improve the power situation at the SIPCOT, they would have not choice but to go on an indefinite strike from December 1.

INTUC seeks withdrawal of power cut

SALEM: Members of Salem unit of the Indian National Trade Union Congress (INTUC) staged a demonstration here on Monday highlighting a charter of demands, including withdrawal of power cut in the State, which they claimed had crippled the industry.

The participants claimed that the power cut had rendered many industries sick and placed all sections of the people under severe strain. They decried the delay in disbursing welfare assistance under the Unorganised Sector Welfare Boards and urged that minimum wages be fixed at Rs. 7000.

Contract labour should be abolished and wanted equal wages for the same work. All closed industries should be reopened.

President of the union M. Kalyanasundaram led the agitation. All senior party functionaries took part in the agitation. They later submitted a memorandum to the Collector.
